CITY OF PALM BEACH GARDENS
FEBRUARY 23, 1978
The Workshop Meeting of the City Council of Palm Beach Gardens
was called to order by Mayor Feeney at $:00 P.M. in the
Assembly Room, 10500 North Military Trail, Palm Beach Gardens,
Florida, and opened with the Pledge of Allegiance to the Flag.
ROLL CALL: Roll was called by the City Clerk and present were: Mayor
Feeney, Vice Mayor Laurie, Councilman Martino, Councilman Kiedis
Councilman Wiley was absent. Attorney Brant was in attendance.
MINUTES: The Minutes of the Regular Meeting of February 16, 1978 were
unanimously adopted by the Council.
ANNOUNCEMENTS:Mayor Feeney made the following announcements:
Planning and Zoning Commission Meeting - Tuesday, February 28,
1978 at 7:30 P.M.
Senior Citizens Anniversary Dinner - JDM Country Club, Friday,
February 24, 1978 at 7:00 P.M.
Soccer Championship games - Saturday, February 25, 1978 at Burns
Road fields - 9:00 A.M.
RESOLUTIONS: No revisions or comments were made relative to Resolution 11,
RESOLUTION 197$ urging the Congress to implement revisions to the Federal
11, 1978:
Income Tax Laws and to the Social Security System. This
Resolution was proposed by Councilman Wiley. Resolution 11 _
will be considered for passage at the Regular Meeting on
March 2, 1978.
RESOLUTION No revisions or comments were made relative to Resolution 12,
RESOLUTION 1978 opposing any portion of the "Florida Business Development

Act of 1978" that would erode local control of zoning and relate
planning activity, and it will be considered for passage at the
Workshop Meeting, February 23, 1978

RESOLUTION Resolution 13, 1978 endorsing the proposed Palm Beach Junior
13,_1978 __.
College North, as prepared by the City Manager at the direction
of the Council, will be considered for passage at the Regular
Meeting on March 2, 1978.
ORDINANCES: Ordinance #3, 1978 annexation of certain lands lying in Section
ORDINANCE 19 -42 -43 on a petition from Eugene Bie will be read on second
3-L 197$ reading with a Public Hearing at the Regular Meeting of March
16, 1978.
Mayor Feeney stated it was his philosophy not to annex properties
into the City at a higher zoning classification, and therefor
he would vote against the ordinance.
ORDINANCE Ordinance #4, 1978 permitting restaurants occupying less than
4, 1978:
4000 sq.ft. that sell hot foods to apply for a variance to

distance requirements for a license to sell malt and wine
beverages will be read on second reading with a Public Hearing
on March 2, 1978.
ORDINANCE Ordinance #6, 1978 creating a new sub - paragraph of Section 11,
6, 1978: C -2 General Commercial District of Article V, Appendix A, Zoning
entitled "Special Regulated Uses" was reviewed by the Council.
This Ordinance is in conjunction with Ordinance 12, 1977 and
provides these uses in the Zoning Code. First reading of this
Ordinance will be held on March 2, 1978.
ITEMS FOR DISCUSSION:
POLICE DEPT. Discussion was held on the Police Department radio communication
RADIO
COMMUNICATION system, prompted by a grievance filed on January 9, 1978 by
SYSTEM:
-- Officer Charles Hino and memorandum dated February 3, 1978 from
Chief of Police, William T. Edwards.
The Council concurred that the bids received to complete the

necessary repairs were too high. They directed the City Manager
to obtain an electronics expert to check the system, to
investigate the possibility of relocating the antenna, and to
standarize the mobile units. The City manager was also directed
to obtain a letter from the City Manager of Sarasota as to
what changes they made to their system to cause the over -ride.
The Council concurred with the suggestion of the City Manager
to follow up on his recommendation to arrange for a Tri °City
Electronics repair system.
Councilman Martino expressed concern relative to the memo
dated January 13, 1978 to Police Personnel re the use of
portable radios.

requesting use of City Complex Grounds for their Explorer Road
Rally. The Council expressed no objection to this request.
STEVE 4. Memo from Steve Henning, Director, Recreation aid Parks
HENNING: regarding the installation of scoreboards at the 10 acre site
adjacent to the City Hall. The Council concurred before a
decision is made, they need to know the location of the score
boards and the cost to extend the power to that location.
STEM, 5. Memo from Steve Henning, Director, Recreation and Parks
relative to the use of the Fire Station by the PBGYAA.

After the Fire Department personnel is contacted, a formal
request will be made to the City Council for approval.
PROCLAMATION- A Proclamation declaring March 5, 1978 as Palm Beach County Sports
PB COUNTY SPORTS
HALL OF FAME: Hall of Fane Day will be read at the Regular Meeting on March 2,
1978.
At the suggestion of Councilman Martino, a second resolution
will be prepared containing the names of Kim Chace and Bart
Reynolds, who are former residents of the City, and have been
selected for the Sports Hall of Fame.

effects of C -18 canal. Vice Mayor Laurie advised he is planning
to attend this meeting.
REPORTS: Vice Mayor Laurie reported he had attended the PBCYAA meeting
PBGYAA held February 21, 1978.

Mayor Feeney advised that Sam Carsillo had related to him that
he was busy with union affairs but would be attending the
Council meetings in the future.
Mayor Feeney advised that he had filed for City Councilman,
Group 5.
ITEMS BY CITY MANAGER:
UNIFORM City Manager John L. Orr advised that he and Gloria Woodward
ACCOUNTING would go to Pennbrooke Pines on Friday to look at a financial

accounting system. He stated that North Palm Beach, Lake Park
and the City are discussing the feasibility of utilizing a
Central Computer System for the financial operations of the
Cities, since the State has mandated a uniform accounting system
by October 1, 1978.
City Manager John L. Orr advised that he had attended a meeting

WATER & SEWER regarding the acquisition of the water and sewer plant, and it
FEASIBILITY
STUDY was determined that the Farmers Home Administration will loan
money to Cities with a population under 10,000 for such an
endeavor, and that there was also other funding sources to do
feasibility studies. The Council concurred they would like to
see a feasibility study done.
ITEMS BY MAYOR AND COUNCIL:
VICE MAYOR Vice Mayor Laurie stated he had enjoyed the luncheon at Ashley's

Restaurant and felt communications had been set up with the
merchants of Oakbrook Square Shopping Center.
Vice Mayor Laurie mentioned that the Jaycees are considering
taking over the Hetzel Brothers pageant, and the Council
concurred that the Jaycees should make a presentation to the
Council regarding their plans.
Vice Mayor Laurie expressed concern that the Parcour would
utilize the whole 12 acres and not leave room for a picnic area.
The City Manager advised that a concurrent agreement as to the
layout had not been confirmed.
Vice Mayor Laurie will broach the subject of rescheduling their
meeting night to the Recreation Advisory Board so it will not
conflict with the meeting night of the Planning and Zoning
Commission.
Vice Mayor Laurie stated he was in agreement with Councilman
Wiley that the residential nature of the City is changing,
and questioned if PUD's should be limited allowing so many
multiple family residences.
Vice Mayor Laurie received word from James DeLonga, School
Board Member that the children who will reside in Plat 4 and
Garden Lakes will attend Eisenhower School.

The City Manager advised that the Federal Revenue Sharing Guide
Book contains all the laws governing Federal Revenue Sharing.
COUNCILMAN At the suggestion of Councilman Kiedis, all small items by the
KIEDIS•
Mayor and Council will be given by each Council member on a list
to the City manager prior to the meeting, and his replies will
be on a composite list included with his weely report.
CounciIr.zin Kiedis referred to a letter from Mr. DiVosta relative
to recovering costs for off -site drainage improvements required
in conjunction with building of Sandalwood Phase I and II.
Mayor Feeney felt the City should recover the costs, and that
money put in the City treasury as part of land improvement for
the next developer.
COUNCILMAN Councilman martino pointed out that there are funds from the
MART INO :
Anti - Recession Account that have not been allocated. At his
suggestion, the City Manager will write to Congressman Bafalis
expressing that the City appreciates the funds and hopes that
they continue.
The City Manager informed that Administration in the amount of
$5,254.00 listed on the status sheet dated February 15, 1978 of
the Federal Revenue Sharing Account is a proposed expenditure,
however a breakdown of the allocated is not detailed on the
financial sheet.
The City Manager advised the side mounted rotary mower is ex-
pected to arrive within a week.
The City Manager advised that the basketball courts will be
installed by summer.
The City manager advised he has not resolved the request for a
� bridge from Sandalwood I to Sandalwood II.
Councilman Martino expressed concern about the obvious contempt
of the Ordinance in regard to placing billboards on PGA Blvd.

the signs are located in the City or in the County.

that the City Manager write to the County expressing the Council':
feelings about the billboards at I -95 and Northlake Blvd.
Councilman Martino requested a recap of individual compensatory
time taken by the Police Department, Public Works Department
and Recreation and Parks Department from October 1, 1977 through
January 31, 1978.
ADJOURNMENT_ No further business, the meeting adjourned at 9:45 P.M.
