SPECIAL WORKSHOP MEETING
CITY OF PALM BEACH GARDENS
JULY 13, 1978

The Special Workshop Meeting of the City Council of Palm Beach Gardens, was
called to order by Mayor Kiedis at 8:00 P.M. an the Assembly Room, 10500
North Military Trail, Palm Beach Gardens, Florida and opened with the Pledge
of Allegiance to the Flag.
ROLL CALL: Roll was called by the City Clerk and present were: Mayor Kiedis, Mice Mayor
Laurie, Councilman Feeney, Councilman Martino and Councilman Aldred.
PURPOSE: Mayor Kiedis stated that the purpose of the Special Workshop Meeting was to
workshop Ordinance 17, 1978, the Revision to the 1977 -78 Budget.

Council. City Manager John L. Orr reviewed the Revenues and Expenditures
and commented on each line item, and answered any inquiries from the Council
members.
No changes were made to the proposed Ordinance, which will be considered for
second reading and a Public Hearing on July 20, 1978.
Councilman Feeney suggested that due to the large expenditure each year in
Account 15 -312 for tires and tubes, that one car be equipped with super type
lubricant, battery and tires on an experimental basis to maybe reduce the
cost: in that area.
The City Manager will obtain a breakdown on the present price for tires,
and arrange for the experiment.
WINCHESTER Mr. Jan P. Browning, Engineer, from Lindahl, Browning and Ferrari, Inc.

was present at the meeting and presented the Council with a Traffic Impact
Analysis for the proposed Winchester Court POD, to be located on Tracts 1 -7,
Inclusive, Replat #1, Plat #4.
The three exhibits consisted of 1. Plat 4 projected traffic flow in one way

trips /day - original plat, 2. Plat 4 projected traffic flow in one -way trips /day
Winchester Courts added without second exit, and 3. Plat 4 projected traffic
flow in one -way trips /day modified to show impact of Winchester Courts,
Design C. with a second exit on Military Trail.
Mr. Robert Slater, Architect, presented the Council with copies of two revised
Site Plans that he had prepared for their consideration. One scheme indicated
as per the recommendation of Councilman Martino, a marginal access to Military
Trail, which Mr. Browning considered not a worthwhile endeavor as the traffic
flow did not warrant such a road, and that it was not advisable from a safety
factor. Scheme E deleting the access road and indicating the removal of the
boat and recreational area was agreed upon by the Council as the best approach.
Mr. Slater indicated a living hedge along Military Trail adjacent to a cyclone
fence with open vistas, and pointed out that the wall along the front of the
buildings had been raised from 3' to 5', that it have a bermed area behind the
wall., and landscaping with trees in front of the wall.
Vice; Mayor Laurie emphasized the need for a park and suggested that the
petitioner donate 12 acres of land for this purpose, to provide a recreational
area for all the residents of Plat 4, stating that a park,in his opinion,
would be more beneficial than a donation of money.
Following a discussion between the Council, Mr. Slater and Mr. Longman, they
agreed to increase their cash donation to $60,000. This will be reflected
in the Winchester PUD Ordinance #15, 1978 prior to second reading and public
hearing scheduled for August 3, 1978.
ADJOURNMENT: No further business, the meeting adjourned at -11:00 P.M.
