CITY OF PALM BEACH GARDENS
OCTOBER 26, 1978
The Workshop Meeting of the City Council of Palm Beach Gardens was called
to order by Mayor Kiedis at 8:00 P.M. in the Assembly Room, 10500 North
Military Trail, Palm Beach Gardens, Florida and opened with the Pledge of
Allegiance to the Flag.
ROLL CALL: The roll was called by the City Clerk and present were: Mayor Kiedis,
Vice Mayor Laurie, Councilman Feeney, Councilman martino and Councilman Aldred
Attorney George Baldwin was in attendance.
MINUTES: The Minutes of the Regular Meeting of October 19, 1978 were unanimously
adopted by the Council as written.
ANNOUNCEMENTS: Mayor Kiedia announceu that a Seniors Meeting and Picnic would be held
Thursday, November 2, 1978 at 12:30 P.M. in the picnic area, City Complex.
COMMENTS FROM THE PUBLIC FOR ITEMS NOT ON THE AGENDA: 3 MINUTE TIME LIMIT
Sam Carrillo thanked the City Manager for having the trees trimmed at the
particular locations that he had mentioned were hazardous.
Sam Carsillo suggested that the Municipalities in the area donate more money
to the Inter City Ambulance, and perhaps give less money to the Community
School program, as he felt the Inter City was more worthy of receiving funds.
Stu Barr, a member of the audience commented that the Inter City deserves
support byat should be done on an individual need.
ORDINANCES: Ordinance 26 and 27, 1978 rezoning land located in Section 8, Township 42
ORDINANCE 26, South, Range 43 East from A -1 Agricultural and Interim District to R -1 Single
7T?-178:
Family Residential District on the SW and SE corner Burns Road and Allamanda
Drive were woopped by the Council.
Steve Brock, developer of the project, presented a set of site plans
indicating the three methods of water retention allowable under the water
management district which are front yard swales, dry retention and wet

retention. He advised they will also have catch basins throughout the
sub - division.
At the recommendation of the City Manager, the Council agreed that the
developer should use the / a�'er retention areas as the method of water
retention for the project.
Mr. Brock asked that they be given credit in the amount of $30,000 for the
retention areas toward the recreational donation, plus $50,000 in cash.
Following discussean by the Council, Mr. Brock agreed to give a cash
donation of $67,000 for recreational purposes plus the following improvements:
a minimum of 10 trees in each dry water retention area and $1,000 worth of
playground equipment for each retention area.
Ordinances 26 and 27, 1978 will be read on second reading with a Public Hearing
on November 2, 1978.
ORDINANCE 28, Ordinance 28, 1978 the Zoning Code re -write was workshopped by the Council.
1911:
The memo from the Planning and Zoning Commission with the recommendations
made as a result of the Public Hearing held October 24, 1978 was reviewed
by the Council and each item was condidered separately by a vote of the
Council members.
Ordinance 28, 1978 will be considered on second reading with a Public Hearing
on November 2, 1978.
ITEMS FOR DISCUSSION:
ORDINANCE 14, The Council agreed to the recommendation of the Mayor that Ordinance 14, 1977
Site Plan Review Committee shall have the authority to waive the requirement
of parking spaces be placed on first reading at the Regular Meeting of November
2, 1978 to dispose of it one way or the other.
ORDINANCE 16� Ordinance 16, 1977 parking of commercial vehicles and trucks will be
workshopped at the meeting of November 9, 1978.

BICYCLE SAFETY Discussion on the Bicycle Safety Program was deferred to the meeting of
November 9, 1978.
COMMUNITY Mayor Kiedis asked the Council to submit any ideas they had in reference

to the proposed Community Center Building to the Recreation Advisory Board.
Vice Mayor Laurie reported that this is an active proposition with the
Recreation Advisory Board and they work on it on a weekly basis.
PETITIONS AND COMMUNICATIONS:
Mayor Kiedis advised that he would place all the incoming correspondence
he had received in the information folder.
ITEMS BY CITY MANAGER:
CITY CLERK: The City Manager clarified the reasons for the new City Clerk to attend the
City Clerk's seminar in Boca Raton to the Council's satisfaction.
MATCHING FUNDS: At the recommendation of the City Manager, John L. Orr, the Mayor was
authorized to sign the application for matching funds from the Department
of Community Affairs for assistance in preparing a personnel manual.
I -95 LIGHTS: The City Manager, John L. Orr reported that as an energy conservation
requirement of the Federal Government, the lights at the major intersections
of I -95 will be changed to sodium vapor.
Vice Mayor Laurie requested that the City Manager write to Congressman
Baf'alis urging them to install lights that are less bright.
REQUEST FOR In reference to a letter from the Meadows Mobile Home Park requesting
RUETEE- ROME -
Pei-mission to keep a mobile home in the parking lot for a period of 6 months
to be used as a model, the Council agreed to prepare a Resolution for
consideration at the Regular Meeting November 2, 1978. Mr. Hendel will be
requested to submit a sketch showing the location of the model to attach
to the resolution.
LILAC STREET The Council directed the City Manager to obtain a contract from the contractor
for the drainage of Lilac Street, to be done in January.

Mayor Kiedis suggested that the tree trimming project be started as soon as
passible.
Mayor Kiedis pointed out the lots on the south side of Northlake Blvd. that
need mowing.
The City Manager John L. Orr advised that a draft of a contract from Sheriff
Wille will be available next week, which will be placed on the agenda of
the Workshop Meeting of November 9, 1978.
Vice Mayor Laurie asked that the plant nursery located at the Public Works
yard be weeded and taken care of.
The City Manager advised Vice Mayor Laurie, in answer to his question, that
the Public Works was not installing the heart parcour signs, but were
installing playground equipment on the 12.88 acres across from the Fire
Station.
