WORKSHOP MEETING
CITY OF PALM BEACH GARDENS
DECEMBER 14, 1978
The Workshop Meeting of the City Council of Palm Beach Gardens was
called to order by Mayor John Kiedis at 8:00 P.M. in the Assembly Room,
10500 North Military Trail, Palm Beach Gardens, Florida, and opened with
the Pledge of Allegiance to the Flag.
The roll was called by the City Clerk and present were: Mayor Kiedis,
Vice Mayor Laurie, and Councilman Martino. Councilman Feeney and Coun-
cilman Aldred were not in attendance. Attorney William Brant and City
Manager John Orr were in attendance.
The minutes of the City Council Regular Meeting of December 7, 1978,
were unanimously approved by the Council, as amended.
Mayor Kiedis announced that the City's Tree Lighting Ceremony will take
place on Friday, December 15, 1978, at 7:00 P.M..
PRESENTATION OF TROPHIES TO WINNLRS OF CITY'S GOLF TOURNAMENT
Mayor Kiedis, assisted by Recreation and Parks Director Steve Henning,
presented trophies to the winners of the City's 1978 Golf Tournament;
and a plaque of appreciation to Mr. Samuel Laurie, Coach of Soccer.
The Coaches of Soccer not in attendance and Mr. Wayne DeLonga, Director
of Soccer Officials, will also be presented plaques of appreciation.
Mr. Henning introduced Mrs. Sue Ruskay and Mr. Ken Schott, recently
employed Recreation Supervisors.
A five - minute recess was held to congratulate the winners of the tournament.
COMMENTS FROM THE PUBLIC FOR ITEMS NOT ON THE AGENDA:
JOHN ROSE In response to the inquiry of Mr. John Rose, 4401 Holly Drive, PBG, re:
Ff�CC�DR., PBG the proposed Law Enforcement Agreement for the contracted services of the
Sheriff Department, City Manager John Orr advised the City is still in the
process of gathering data for evaluation.
ORDINANCES: Ordinance 31, 1978, prohibiting commercial vehicles from residential streets
ORDINANCE 31, of the City except for deliveries, was workshopped by the Council.

The Council explained to the members of the audience the primary purpose
of Ordinance 31, 1978, is to preserve the City's secondary street structures
by prohibiting vehicles of excessive weight from traversing them on a
regular basis.
There weren't any changes made by the Council to Ordinance 31, 1978.
A Public Hearing and consideration of second reading of Ordinance 31, 1978,
will be held at the City Council Regular Meeting of December 21, 1978,
Mayor Kiedis suggested that an Ordinance prohibiting commercial /industrial
machinery such as bulldozers, front -end loaders, backhoes, and tractors
from residential streets of the City be considered in the future.
ORDINANCE 32, Ordinance 32, 1978, prohibiting the parking of vehicles in road rights -
T77T- of -way 'swale /drainage areas), was workshopped by the Council.
Councilman Martino offered for the benefit of the audience that the primary
reason he initiated this Ordinance was that parking of vehicles in the City's
rights -of -way contributes to the deterioration of the City's drainage system.
Additionally, it's a safety precaution for children that may be shielded
from view of vehicular traffic; and will assist in maintaining the area,
which is required by City Code to be solidly sodded. Mayor Kiedis concurred
with Councilman Martino's comments.
Councilman Martino advised that during his tenure as a Councilman of the
City, recommendations have been received from the City's Planning and
Zoning Commission and Beautification and Environmental Committee regarding
this corrective action; and numerous individuals have contacted him
encouraging this prohibition.
Vice Mayor Laurie expressed that he was against the adoption of the Ordi-
nance, as past history of the City does not provide for its basis; and it
will cause a financial burden for those homeowners that do not already
have parking facilities that will accommodate their automobiles and their
visitors'. Additionally, he has received several phone calls from residents
who are against the passage of the Ordinance.
Members of the audience addressed the Council objecting to the Ordinance,
as their existing parking facilities will not accommodate their vehicles
and those of their guests.
Attorney Brant was requested to redraft Ordinance 32, 1978, for the Council's
consideration, to include an exception whereas occasional emergency uses would
be permitted.

ORDINANCE 21, There weren't any changes made by the Council to Ordinance 21, 1978,
T7TT- annexing lands of the proposed PGA Resort Community and simultaneously
zoning same P.U.D.. A Public Hearing and consideration of Second Reading
of Ordinance 21, 1978, will be held at the Regular Meeting of of December 21,
1978.
ITEMS FOR DISCUSSION:
CITY COMMUNITY Vice Mayor Laurie reported on the progress of the City's Recreation Advisory
UENIER Board with the plans for a multi - purpose Community Center. The millage rate
increase necessary for the development of the center on the City -owned 92-
acre tract on the south side of Burns Road will be considered by the City's
electors at a Special Referendum Election to take place possibly in March,
1979.
REV. MERIT The City Manager submitted recommended revisions to the City's Merit System

lotion. Mr. Orr advised that the City's Merit System Board has been working
diligently on amending /updating the rules and regulations, which pertain
to all non -- unionized City employees, for the past year; and the significant
changes made include an increase in the Merit System employees' fringe
benefits (i.e., sick leave, vacation leave, holiday regulations, and
grievance procedures).
The revised Merit System Rules & Regulations with the deletion of Sub-
paragraph G (3) (d) of Section XVIII will be workshopped at a meeting in
the future when a full Council is in attendance.
PETITIONS AND COMMUNICATIONS:

therefore, the pageant's statues couldn't be loaned to the City this
Christmas, as requested by the Council.

P. B. BLOOD 4. A communication from Ms. Alice Evans, Public Relations, Palm Beach
BANK, INC. Blood Bank, Inc., requesting the City's participation in the promo-
tion of community blood banks in January, National Blood Donor month.

reference during budget discussions.
