SPECIAL WORKSHOP MEETING
CITY OF PALM BEACH GARDENS
DECEMBER 28, 1978
The Special Workshop Meeting of the City Council of Palm Beach Gardens
was called to order by Mayor John Kiedis at 7 :30 P.M. in the Assembly
Room, 10500 North Military Trail, Palm Beach Gardens, Florida, and
opened with the Pledge of Allegiance to the Flag:
ROLL CALL: The roll was called by the City Clerk and present were: Mayor Kiedis,
Vice Mayor Laurie, Councilman Aldred, Councilman Feeney, and Councilman
Martino. Attorney William Brant and City Manager John Orr were also in
attendance.
ANNOUNCEMENTS: Mayor Kiedis announced the following:
A meeting of the City's Merit System Board will take place on Tuesday,
January 2, 1979, at 7:00 P.M..
The Municipal Administrative Offices will be closed New Year's Day.
DISCUSSION RE: PROPOSED LAW ENFORCEMENT AGREEMENT

The City Manager gave a brief synopsis on information he provided the
Council, per their request, relative to the proposed Law Enforcement
Agreement between the City and the Palm Beach County Commission for the
contracted services of the Sheriff's Department. The information included:
(1) Make -Up of North County Sheriff's Department; (2) Current Palm Beach
Gardens Total Departmental Budget; (3) Police Department Budget Assumptions;
(4) Items of Concern (questions /answers); (5) Latest Law Enforcement Agree-
ment - from Sheriff; and (b) Back -up Data for all pertinent items.
The Agreement was workshopped by the Council; and the City Manager was
requested to follow -up with information /amendments to the proposed contract
regarding:
1. Dispatch service for the PBG Fire Department.
2. Sheriff's Department vehicles and personnel remaining within
the City, except in the event of an emergency.
3. The maximum percentage the contracted cost can increase at renewal.

4. Hold- Harmless Agreement exempting the City from law suits caused
by Sheriff's Department personnel.
5. Flexibility of work days /hours of the second shift sergeant.
Per the recommendation of Coucilman Martino, the following will be
incorporated into the "Whereas" section of the agreement:
"WHEREAS, the Sheriff's Department and the City recognize that with this
signed contract the citizens will experience a reduction in taxing matters
due to the elimination of numerous duplications of service that existed
prior hereto."
Members of the Council and the City Manager responsed to inquiries of the
audience, as follows:
1. The City's present police force, excluding dispatchers, consists of:
3 lieutenants, 1 sergeant in communications, 2 detectives, one chief;
and including sergeants, 20 patrol officers. The Agreement guarantees
18 patrol officers, which was the manpower (4 zones) recommended by
Sheriff Wille per the data provided him from the City's records.
2. In no event, including disasters, would any one area be drained of
patrol cars.
3. Per State Statutes, the rights of any employees to seek affiliation
with a recognized bargaining unit cannot be interfered with; therefore,
the City Officials are not privileged to resume negotiations with the
City's Police Department personnel.
The proposed Law Enforcement Agreement will be further workshopped at
the Regular Meeting of January 4, 1979; and a Public Hearing re: the
Agreement will be exercised at the Workshop Meeting of January 11, 1979.
DISCUSSION RE: RECOMMENDED REVISIONS TO MERIT SYSTEM RULES AND REGULATIONS
The Council acknowledged receipt of an addendum to the Merit System Boards'
recommended revisions to the City's Merit System Rules and Regulations
prepared by the City Manager; and an outline of revisions recommended by
Councilman Feeney.

The recommended amendments will be workshopped by the Council at their
meeting of January 4, 1979; and a Resolution adopting them will be con-
sidered at a Regular Meeting in the near future.
ADJOURNMENT: With no further business, the meeting adjourned at 9:27 P.M..
