HomeMy WebLinkAboutMinutes Council 011179CITY COUNCIL WORKSHOP MEETING CITY OF PALM BEACH GARDENS JANUARY 11, 1979 The Workshop Meeting of the City Council of Palm Beach Gardens was called to order by Mayor John Kiedis at B:OO P.M. in the Assembly Room, 10500 North Military Trail, Palm Beach Gardens, Florida, and opened with the Pledge of Allegiance to the Flag. ROLL CALL: The roll was called by the City Clerk and present were: Mayor Kiedis, Vice Mayor Laurie, Councilman Aldred, Councilman Feeney, and Councilman Martino. Attorney William Brant and City Manager John Orr were also in attendance. ANNOUNCEMENTS: Mayor Kiedis announced that a meeting of the City's 701 Citizens Advisory Committee would take place on Tuesday, January 16, 1979, at 7:30 P.M.. TOPIC OF DIS- At their Regular Meeting of December 7, 1978, the City Council scheduled a CUSSION: Public Hearing to take place this date for the purpose of receiving public input regarding the proposed Law Enforcement Agreement between the City of Palm Beach Gardens and the Palm Beach County Commission for the con - ``r tracted services of the Sheriff's Department. The members of the audience were provided a copy of the Agreement, together with a package that contained material addressing Manpower Projections, Services Provided, and other important facts compiled by the City Administration regarding the Agreement. The Council received comments and answered items of concern regarding the proposed Agreement from members of the general public that were in atten- dance, including Mr. Jerry Burhans, Mr. Samuel Carsillo, Ms. Loren Furtado, Mrs. June Callea, Mr. Ron Cardoza, Ms. Sue Brommet, Ms. Mary Jane Flynt, Mr. Douglas Buchanan, Mr. Charles Dyar, Mrs. Louise Barnes, Mr. Rocco Latino, Mr. Bill Quinn, Ms. Linda Monroe, Hs. Ann Cassidy, Mr. Joe Hancock, Mr. Jim Harrett, Ms. Eileen Osterhaudt, and Mr. Gene Badger. In response to a major concern of those in attendance, the Council offered that the response time per the Agreement, would not be any greater with the Sheriff's Department personnel responding to calls than with the existing City's Police Department personnel, as the same quantity of zones would be maintained; and the existing personalized service shouldn't change as the City Council Workshop Meeting, 1/11/79 w.. Page 2 Sheriff has assured the Council the City's existing Police personnel would be interviewed /considered and those qualified would be transferred to his department for assignment to the City's zones. Mr. Gene Badger addressed the Council endorsing the proposed agreement, if the Council determined the same services would be maintained at a cost savings to the City's taxpayers. In response to an inquiry of a member of the audience, the City Attorney advised that per the City's Charter, the passage of an Ordinance by the Council would be required to cause a Special Referendum Election. Pursuant to the request of Ms. Linda Monroe, the City Manager will, if possible, obtain copies of the Sheriff Department's recent monthly reports for the n/e county area, enabling the City to verify the capability of the Sheriff to guarantee the manpower in accordance with the Agreement. Also, Sheriff Wille will be contacted regarding the incorporation of a clause into the Agreement that would provide for a monetary penalty in the event the zones contracted for were not, within reason, fulfilled by his department. The City Council scheduled a Public Nearing to take place at their Work- shop Meeting of January 25, 1979, for the purpose of receiving further public input regarding the proposed Law Enforcement Agreement.
