HomeMy WebLinkAboutMinutes Council 010677i RLGULAR MELTING CITY OF PALM BEACH GARDENS JANUARY 6, 1977 The Regular Meeting of the City Council of palm Beach Gardens was called to order by Mayor Martino at 8:00 P.M. in the Assembly Room, 10500 N. Military Trail, Palm Beach Gardens, and opened with the Pledge of Allegiance to the Flag. ROLL. CALL: Roll was called by the City Clerk and present were: Mayor Martino, Nice Mayor Feeney, Councilman Kiedis, Councilman Laurie and Councilman Rossow. Attorney Brant was in attendance. MINUTES: The hinutes of the Regular Meeting of December 16, 1976 were unanimously approved by the Council. ANNOUNCEMENTS: Mayor ; artino made the following announcements: Merit System Board Meeting - Monday, January 10, 1977 at 7:00 P.M. Planning and Zoning Commission Meeting - Tuesday, January 11, 1977 at 7:30 P.P,. Volunteer Firemen's Meeting - Tuesday, January 11, 1977 Beautification and Environmental Committee Meeting - V-ednesday, January 12, 1977 at 7:30 P.M. Zoning Board of Appeals Meeting - Thursday, January 13, 1977 at 7 :30P ;M The team from the Recreation Dept. will enter the "Junior Anything Goes" Contest, sponsored by the Palm Beach County Recreation Department to be held Saturday, January 8, 1977 at John Prince Park at 11:00 A.M. COMMENTS FROM THE PtMLIC FOR ITEMS NOT ON THE AGENDA: Sam Carsillo commented that he appreciated the candy that was provided for the audience. PETITIONS AND COTS 9UN ICAT IONS: Communications were acknowledged by Mayor Martino from: FLORL_NCE E. 1. Florence L. Biller, Library `Arector, Palm Beach County ►3ILLFR �� Public Library System who are proceeding on the basis that the Regular meeting, January 6, 1976 Page 2 City should again be included in the Library Taxing District. SKIP BAFALIS: 2. Congressman L.A. "Skip" Bafalis regarding the selection process for the Public Works-Jobs Program. SENATOR 3. vice Mayor Feeney stated he had received a communication from CHILDERS; Senator Childers stating that the Legislation will review the automobile insurance structure within the next 18 months. YMCA 4. Councilman Laurie stated he had received a request from the YMCA to have a member attend a Council meeting to outline their activvtiLs. RESOLUTIONS: Resolution #1, 1977 appointing a member to the Recreation Advisory RESOLUTION #1, Board to replace Lynn Gough was read in full by the City Clerk inserting the name Betty Ryanin Section 1, and unanimously adopted by the City Council. The names Betty Ryan and Patricia Lay were submitted for consideration and by a vote of the Council Betty Ryan was selected based on seniority as her name appeared on the list of applicants. ORDINANCES: Ordinance #12, 1976 Revisions to the Landscape Ordinance was ORDINANCE #12, workshopped by the Council, in particular Sections 31-2 and 31 -5 as rewritten by the City Attorney. Discussion was held on the planting of a hedge along landscape strips which was rewritten by the Council as was the section re curbs or wheel stops. Ordinance #12, 1976 will be placed on first reading at the Regular Meeting January 20, 1977. REPORTS: Mayor Martino reported that he had attended the Public Hearing MEETING - ALT. MEE INGRO''ALT. held January 5, 1977 in Jupiter relative to the proposed AlA Regular Meeting, January 6, 1976 Page 3 improvements to State Road Alt. A1A in Palm Beach county. Councilman Laurie reported he had also attended this meeting. 1-95 EXTENSION: Councilman Laurie and Councilman Kiedis reported they had attended a meeting regarding the Extension of 1 -95 on December 20, 1976 at Tequesta City Complex. TENNIS Councilman Kiedis reported he had attended the joint meeting of the COMMITTEE MEETING & RECRIATION I rennis Committee and the Recreation Advisory Board held Tuesday, ADVISORY BD.: January 4, 1977. Recommendations resulting from this meeting will be discussed later on the agenda. SUIT AGAINST Attorney Brant reported on the temporary injunction filed against C ITY -PER ON TOUCH SPA: the City by the Personal Touch Spa located on Northlake Blvd., and stated the petition was denied by Judge MacMillan. Further surveillance will be held by the Police Department with any necessary action taken by the City Manager and City kttorney. ITEMS FOR DISCUSSION: CONTRACT WITH Discussion was held on the contract with Marvin Hill, Planning MARVIN HILL: Consultant. The City Manager advised that he had contacted Marvin Hill concerning the update /re -write of the Code, which Mr. Hill has stated in his letter dated 12/25 could be accomplished under the existing contract. City Manager John L. Orr provided the Council with a salary range for planners in the surrounding area and a proposal from Richard G. Orman for professional planning assistance for rewriting the City's Code. Vice Mayor Feeney asked for additional clarification as to what Mr. Hill would accomplish for the $5000 and felt that a full time planner was warranted. i 0 Regular Meeting, January b, 1977 Page 4 MOTION: A motion was made, seconded and unanimously carried to inform Mr. Marvin Hill, Urban Space Design, that the Council is interested in the completion of his contract under the terms and policies discussed for the sum of the total remaining balance of the contract or $5000.00 with Mr. Hill's letter inferring the revised duties and accomplishments be added as an amendment to the original March 4th contract. REVISING Consideration of a resolution revising the membership fees for MEMBERSHIP FEES playing on the tennis courts was given by the Council, upon the TMIS • recommendation of the Tennis Committee and Recreation Advisory Road. The City Attorney was directed to re -write Resolution #2, 1977 repealing Section 2 of Resolution 1, 1975 setting forth the membership fees as follows: Single membership under 18 years of 1-- age - $6.00; Single membership over 18 years of age - $18.00; family membership - $36.00; daily fee for non - member resident shall be $1.00 per person per day. Non - resident single membership $72.00; family membership - $120.00 and daily fee for non - member non - resident shall be ;2.00 per person per day. Any member may purchase a non - renewable guest privilege use card for a thirty (30) day period for a fee of $7.50 per month, limit 5 months. A rate structure will be incorporated using the remaining quarter system as a guide for membership fees. The location of the membership courts will be stipulated in the resolution. The Council agreed that the rates should be reviewed on a yearly basis. .� Resolution #2, 1977 will be workshopped at the meeting on January 13, 1977. Regular Meeting, January 6, 1977 Page 5 Councilman Kiedis proposed that an additional person be hired to man the tennis courts in the evenings and on Sundays, and to raise U the tennis pro's salary to compensate and provide for that salary. A figure of between $50 and $60 dollars was suggested by Councilman Kiedis. The City Attorney was directed to write a letter of intent to engage such a person as mentioned above, with a provision for review after 3 months, for the Council's consideration at the Workshop Meeting on January 13, 1977. ITEMS BY CITY MANAGER: PAYMENT TO At the recommendation of the City Manager, a motion was made, EMILY OS VF" A CH seconded and unanimously carried to pay Emily Obst, Obst Associates, P.A. for preparation of selected items of exhibits for public works grant application in the amount of $1,000.00, monies to be taken from the Contingency Fund. ITEMS BY MAYOR AND COUNCIL: COUNCILMAN Councilman Laurie stressed the need to request that the County LAURIE: repair the median strip on Northlake Blvd. Councilman Laurie reported he had ridden with the Police on duty and was very impressed with their professionalism. COUNCILMAN Councilman Kiedis advised of improper crossing of the median KIEDIS: strip on Holly Drive by contractors who are constructing a new home across from Plant Drive area. Councilman Kiedis advised of bicycle violations and the activities of the school crossing guards. -VICE MAYOR Vice Mayor Feeney advised of police cars making U turns across FEENEY: the median strip on Holly Drive. Regular Meeting, January 6, 1977 COUNCILMAN ROSSOW : ADJOURNMENT; Page 6 Councilman Kiedis requested a copy of the lease for Plant Drive. Councilman Rossow requested a policeman to direct traffic at the peak church hours on Sunday from 9 :30 - 11 :30 A.M. at the corner of Military Trail and Holly Drive in the vicinity of St. Ignatius Church.
