HomeMy WebLinkAboutMinutes Council 011377WORKSHOP MEFTING CITY OF PALM BEACH GARDENS JANUARY 13, 1977 The Workshop Meeting of the City Council of Palm Beach Gardens was called to order by Mayor Martino at 8 :00 P.M. in the Assembly Room, 10500 N. Military Trail, Palm Beach Gardens, Florida and opened with the Pledge of Allegiance to the Flag. ROLL CALL: Roll was called by the City Clerk and present were: Mayor Martino, Viceb'.ayor Feeney, Councilman Kiedis, Councilman Laurie and Councilman Rossow. Attorney Brant was in attendance. MINUTES: The Minutes of the Regular Meeting of January 6, 19779 as amended, were unanimously approved by the Council. ANNOUNCEMENTS: Mayor Martino made the following announcements: Committee of Adjustment Meeting - Monday, January 17, 1977 at 7:30 PM School Advisory Committee Meeting - Monday, January 17, 1977 at 8 :00 P.M. at Palm Beach Gardens High School. Woman's Llub Meeting - Wednesday, January 19, 1977 at 8:00 PM PRESENTATION OF PLAQUE TO DAVID RUNKEL: Mayor Martino, on behalf of the City Council, presented a plaque of appreciation to David Runkel for serving on the Merit System Board since 1971, stating he had performed an outstanding service to the City. COMMENTS FROM THE PUBLIC FOR ITEMS NOT ON THE AGENDA: Sam Carsillo called to the attention of the Council the following items Clean up of median strips on PGA Blvd. and Northlake Blvd. waterfalls need of repair complex painted sprinkler system at Public Works Yard lowered weeds under sprinkler system cleaned out for placement of Malayan trees Workshop Meeting, January 13, 1977 Page 2 taller trees of better stock purchased to plant along Military Trail convenience store on Northlake Blvd. west of I -95 need of clean up dress up Holly Drive duplexes between sidewalk and street Send letter re: I -95 completion Vice Vayor Feeney suggested that the Council go out for bid for professional help to repair the waterfalls at MacArthur Blvd. Mayor Martino will contact County Commissioner Peggy Evatt relative to the appearance of Northlake Blvd. Vice Mayor Feeney will arrange for Commissioner Evatt to attend a Council meeting. ITEMS_ BY CITY MANAGER: REVENUE SHARING City Manager John L. Orr reported he had attended a meeting in AND ANTI- RECESSION Orlando on January 5, 1977 regarding the Revenue Sharing and Anti - FUNDS: Recession Funds. The Revenue Sharing Program has been extended to Sept., 1980 with changes in the procedural requirements to hold public hearings before the budget is presented. Anti.- Recession Funds are federal payments that can be used for specific items outlined in a report by Mr. Orr. The City Manager will submit his recommendations for proposed expenditure of the Anti- Recession Funds at the Regular Meeting January 20, 1977. The funds must be allocated within 6 months after receiving same. PLAT #4: City Manager John L. Orr reported Royal American Industries has petitioned the City for re- platting of Plat 4 and rezoning of parts of Plat 4, and explained the necessary procedural requirements that must be met. DRAINAGE A copy of the Warranty Deed from Royal American Industries EASEMENTS � D WO D• dedicating the right -of -way for drainage easements for the Sandalwood project was received by the City Manager. Workshop Meeting, January 13, 1977 Page 3 INTER -LOCAL The City Manager, John L. Orr presented copies of an inter local agreement with the Community Development Program indicating that the City has joined with the County, population wise, for entitlement of block grant funds to the County. The agreement was signed by the Mayor and City Manager to be returned to the Board of County Commissioners to execute. A Resolution will be prepared for the meeting on January 20s 1977 reappointing Don Vogel as an alternate member to the Planning and Zoning Commission. ITEMS BY MAYOR AND COUNCIL: MAYOR MARTINO: Mayor Martino requested that the City Clerk prepare a schedule of dates for the March City Election. At the request of Mayor Martino, an item will be placed in the newsletter explaining how the left turn lane traffic signal works at the intersection of Lighthouse Drive and Alt. A1A. COUNCILMAN Councilman Laurie mentioned that a representative of the YMCA LAURIE: would like to address the Council re their activities. The City Clerk will make the arrangements. Councilman Laurie pointed out a bump on Burns Road that is need of repair; and a violation of the Ordinance at a residence on Gardenia that has crushed rock in the swale area. Councilman Laurie suggested preparing another resolution relative to the extension of I-.95. An explanation was given to Councilman Laurie regarding the light sequence going east on PGA Blvd. Councilman Laurie will sponsor a proclamation for Engineers Week - February 20 -26. e Workshop Meeting, January 13, 1977 Page 4 COUNCILMAN Councilman Kiedis related he had received word from Joe Blazas, KIEDIS: auto mechanic, that he was pleased with the performance of the Police Chevy Nova cars. VICE MAYOR_ The City Manager assured Vice Mayor Feeney that work was being FEENEY: started to prepare the baseball fields at Lake Catherine for the season. COUNCILMAN Councilman Rossow again requested a policeman during the peak ROSSOW: church hours on Sunday at the corner of Military Trail and Holly Dr. RESOLUTIONS: Resolution #2, 1977 as modified by the City Attorney was reviewed RESOLUTION #20 by the City Council. An addition to Section 3 was made to include 19 77 "Membership cards shall be presented upon request." LETTER OF INTENT -MAN TENNIS COURTS: Resolution #2, 1977 - revising the membership fees for playing on the tennis courts will be placed on the Agenda on January 20, 1977. A letter of intent to engage a person to man the tennis courts in the evenings and on Sundays on a trial basis for a period of 60 days, as prepared by Attorney Brant, was reviewed by the City Council. The Council agreed on the sum of $75.00 per week for providing such service, with the hours of work to be discussed by Alyce Marshall, and the City Manager, monies to be taken from the Recreation Department Budget. ORDINANCES: Ordinance #12, 1976 Revisions to the Landscape Ordinance was discussed and no changes were made by the Council. First reading of the Ordinance will be held at the Regular Meeting January 20, 1977. PETITIONS AND COMMUNICATICNS ; There were no communications acknowledged at this meeting. r Workshop Meeting, January 13, 1977 Page 5 ITEMS FOR DISCUSSION: REAPPOINT Council, representatives were selected to be liaison members to COUNCIL �-' AS�Lf�ISON the Advisory Boards and Special Projects. These appointments MEMBERS TO ADVISORY BDS.: will be made for a period of three months. REPORTS: PLANNING AND ZONING COMMISSION MEETING: ZONING BOARD APP EALS MEMIG: Councilman Laurie reported that he had attended the Planning and Zoning Commission Meeting held January 11, 1977: a site plan approval was denied for Mr. Novak; conditional uses granted to Pratt & Whitney Aircraft for a helistop and one to Echlin Corp. to locate a corporate administration building; and Mr. Andersen suggested a joint meeting with the County Planning and Zoning Commission to discuss items of common interest. Councilman Laurie reported he had attended a portion of the Zoning Board of Appeals tweeting held this evening. The Board has requested that their meetings be held on the second Thursday of each month. MERIT SYSTEM Councilman Rossow reported he had attended the Merit System Board BOARD MEETING: Meeting held Monday, January 10, 1977 and the minutes are in the information folder for review.
