HomeMy WebLinkAboutMinutes Council 012777 SpecialSPECIAL MEETING CITY OF PAU1 BEACH GARDENS JANUARY 27, 1977 The Special Meeting of the City Council of Palm Beach Gardens was called to order by Mayor Martino at 8:00 P.M: in the Assembly Room, 10500 N. Military Trail, Palm Beach Gardens, Florida, and opened with the Fledge of Allegiance to the Flag. ROLL CALL: Roll was called by the City Clerk and present were: mayor Martino, vice Mayor Feeney, Councilman Kiedis and Councilman Rossow. Councilman Laurie and Attorney Brant were attending the Zonin g Board of Appeals Meeting. City Manager John L. Orr was not in attendance as he was attending a Seminar in Orlando. PURPOSE: Mayor Martino explained the purpose of the Special Meeting was to consider Resolution #5, 1977 establishing a Referendum Election to be held concurrently with the General Election on March 8, 1977 to provide whether the Electors desire the City to purchase 12 acres of land lying on the south side of Burns Road, adjacent to the City Hall Complex and the financing of same by issuance of promissory note and mortgage. The Council concurred to convene the Special Meeting until the conclusion of the Workshop Meeting, to allow Councilman Laurie and City Attorney 4-illiam Brant to be present, as they are currently attending the Zoning Board of Appeals Meeting. ADJOURNMENT: By a unanimous vote of the Council, the Special Meeting was recessed at 8:10 P.M. MEETING The Special 'Meeting of the City Council reconvened at 9 :50 P.M. DISCUSSION: Discussion followed on consideration of Resolution #5, 1977 as to the financing by issuance of promissory note and mortgage to purchase 12 acres of land lying on the south side of Burns Road, taking into consideration the merits of the suggestion by Mr. Weimer on the need for a Community Center and the suggestion of 1,alt Wiley to add a millage stipulation to the referendum proposition. Suggestions proposed were: to tie in the purchase of the land with a specific use such as the Community Center; to add the proposal for a Community Center; to add the maximum millage rate impact, and to add the maximum millage in dollars. RESOLUTION #5, Resolution #5, 1977 - establishing a referendum election to be held • on March 8, 1977 containing referendum question No. 1, the purchase of lands by the City and financing same by issuance of promissory note and mortgage in a sum not to exceed $225,000.00 with an interest rate not to exceed 721 per annum, to be amortized for a period not to exceed 12 years, was read in full by the City Clerk and unanimously adopted by the Council. The Council concurred to hold Public Hearings for the benefit of the residents to answer questions relative to the referendum. ADJOURNMENT: No fur er business, the meeting adjourned at 11 :00 P.M.
