HomeMy WebLinkAboutMinutes Council 021077WORKSHOP MEETING CITY OF PALM BEACH GARDENS FEBRUARY 10, 1977 The Workshop Meeting of the City Council of Palm Beach Gardens was called to order by Vice Mayor Feeney at 8 :00 P.M. at 10,500 N. Military Trail, Palm Beach Gardens, Florida and opened with the Pledge of Allegiance to the Flag. ROLL CALL: Roll was called by the City Clerk and present were: vice Mayor Feeney, Councilman Kiedis, Councilman Laurie and Councilman Rossow. Mayor Martino arrived a little late. Attorney Brant was in attendance. MINUTES: The Minutes of the Regular Meeting held February 3, 1977 were unanimously approved by the Council. ANNOUNCEMENTS: vice Mayor Feeney made the following announcements: Merit System Board Meeting - Monday, Feb. 14, 1977 at 7 :00 P.M. PBGYAA Meeting - Tuesday, Feb. 15, 1977 at 8 :00 P.M. General and Referendum Election - Tuesday, March 8, 1977. Filing for candidacy between February 14 and 28, 1977 during the normal business hours of the City Clerk 8 :00 A.M. through 4:30 P.M. Monday through Friday of each week. PROCLAMATIONS: Councilman Sam Laurie, who is an engineer at Pratt and Whitney Aircraft, read a proclamation declaring February 20 -26, 1977 as "National Engineers Week ". COMMENTS FROM THE PUBLIC FOR ITEMS NOT ON THE AGENDA: SAM CARSILLO: Sam Carsillo spoke from the audience and reported on the following: that he had attended a Fire Department Meeting and Drill at the hospital; that they were a well trained group and he was very impressed with their professionalism, and he stressed the need for an elevated platform truck and the addition of one or two firemen, since he got the impression that the Fire Dept. could only handle one story building fires. Also advised that he had Workshop Meeting, February 10, 1977 Page 2 received the assistance of Pratt & Whitney Aircraft relative to information about cost, materials, etc. for a helicopter pad to be located at the hospital. Urged follow -up to request that the DOT beautify PGA and Northlake Blvd. median strips; agreed with Councilman Rossow's suggestion that the Council hold two meetings per month; requested a street light and patching of the street on Dahlia Ave.; requested consideration of requirement for candidates running for election to City Council, to have previously attended Council meetings to obtain more knowledge of workings of the City government. GARRY SELL: Garry Bell, spoke from the audience, supporting Mr. Carsil.lo's comments in that qualifying requirements for candidates should be considered for the future. ITEMS BY THE CITY MANAGER: SKATEBOARD The Council expressed no objection to the request of Howell CONTEST: Watkins Jr. High Swim Team to hold a Skateboard contest on the front ramp of the City Hall on March 40 1977. ITEMS BY THE MAYOR AND COUNCIL: COUNCILMAN Councilman Kiedis noted that the irrigation and pump system project KI_EDIS : to the 10 acres had been dragging. COUNCILMAN Councilman Laurie requested that the Public Works Weekly Report LAURIE: be reinstated. Councilman Laurie suggested that Sheriff Wille be approached, on the safety aspect, about the condition of the median strip on Northlake Blvd., and to be provided with photographs to substantiate the request. VICE MAYOR Vice Mayor Feeney suggested that Mr. ,lames DeLonga, School Board FEENEY: /' Workshop Meeting, February 10, 1977 Page 3 Member attend a Council meeting to keep the residents advised of the status of the proposed school boundary changes. Also, �- suggested that the ratio of blacks and whites be averaged collectively by using all four schools in Palm Beach Gardens. Mayor Martino reported he had been advised by Mr. De Longa that it would be inappropriate to attend the meeting held February 7, 1977 regarding the proposed changes, and that Mr. DeLonga was against all changes to the boundaries and had stated so at the meeting. The next, meeting will be held February 16, 1977. Vice Mayor Feeney also recommended a follow -up on the condition of the median strip on Northlake Blvd., a general cleaning of the area around the Little General store on Keating Drive, and the cleaning of the City Hall Complex. The City Manager advised Vase Mayor Feeney that he and Chief 1._1 Edwards had investigated the cost of a CB base station for the Police Department and are waiting for a new model to be placed on the market in about a month. Vice :Mayor Feeney recommended using Anti - Recession Funds for the resurfacing of the basketball courts and parking area at Plant Drive. COUNCILMAN Councilman Rossow requested that a report be given, as an agenda ROSSOW : item on a March workshop meeting, on the number of citations given for violations of the Palm Beach Gardens Code. Councilman Rossow pointed out the danger of speeding vehicles on Holly Drive west of Military Trail, and the presence of small children in that area playing in the street. ORDINANCES: Discussion was held on a proposed ordinance relative to parking PARKING COMMERCIAL VEHICLES IN � commercial vehicles in residential areas. Workshop Meeting, February 100 1977 Page 4 City Manager John L. Orr advised that he had submitted a draft, prior to having the City Attorney draft an ordinance, to determine the specific concerns of the Council and the items they wanted included in the ordinance. Councilman Rossow expressed that his greatest concern was the parking of large commercial vehicles. Mayor Martino shared that concern plus the fact that a problem exists on traversing the streets when vehicles are parked in the swale areas obstructing the vision. Councilman Laurie was completely against the ordinance in that it was unncesssary and was a further harassment to the citizens, and pointed out that there were only a few isolated complaints about the parking of large type vehicles. Vice Mayor Feeney agreed with these comments. MOTION TO TABLE: A motion was made by Councilman Laurie, seconded by Vice Mayor Feeney to table the proposed ordinance on consideration of the parking of commercial vehicles in residential areas. Vote on the motion: Councilman Laurie and Vice Mayor Feeney voted aye; Mayor Martino and Councilman Rossow voted ray. Councilman Kiedis was absent at the moment attending the meeting of the PBGYAA. The Council will submit their specific concerns to the City Manager for possible future consideration. PETITIONS AND COMMUNICATIONS: PEGGY EVATT: Vice Mayor Feeney acknowledged receipt of a communication from County Commissioner Peggy Evatt expressing regrets that she was unable to attend a Council meeting due to a heavy schedule, but would do so in the near future. ITEMS FOR DISCUSSION: VANDAL WATCH: The Council agreed to schedule consideration of a Resolution Workshop Meeting, February 10, 1977 ANTI- RECESSION FUNDS: LEAKY ROOF - FIRE T TION: Page 5 at the Regular Meeting on February 17, 1977 authorizing the use of a mobile home trailer on Palm Beach Gardens High School's premises under the "Vandal hatch" program for one year. The City Manager, John L. Orr explained that Anti- Recession Funds cannot be expended without approval by the Council. The Council tentatively agreed the money should be used for the patching of Holly Drive between I.-95 and the west boundary of the High School on the north side, including the complete intersection of Gardenia Drive. The City Manager John L. Orr advised that after a determination is made as to who's responsibility it is for fixing the leaky roof at the lire Station, it is a possibility that Anti - Recession Funds would be used for that purpose. HOLLY DRIVE Discussion was held on the asphalt curbing of the median on Holly MEDIAN: Drive. The City Manager advised that the cost is $.3$ per lineal foot for asphalt similar to what was installed by the Public Works Department at the entrance to the City Hall, and $1.60 per lineal foot installed for concrete, monies to be taken from the Federal Revenue Account. The consensus was that the City Manager obtain additional information as to the cost Sor using concrete only on the radius and extended 20' on both sides, as recommended by vice Mayor Feeney, and input will be requested from the B&B Committee on their recommendation. REPORTS: Councilman Laurie reported that he had attended an emergency CONCERNED meeting of concerned parents held Friday, February 4, 1977 re PARENTS RET=: the proposed school boundary changes. Workshop Meeting, February 10, 1977 Page 6 RECREATION Councilman Laurie reported he had attended the Recreation Advisory ADVISORY BOARD MEETING: Board Meeting held February 8, 1977, and items covered were: tennis fees, plaque of appreciation for Lynn Gough, they were extremely pleased with the new tennis court lights, possibility of civic groups such as Jaycees, Woman's Club etc. endorsing the referendum proposal to purchase 12 acres of land, report from Steve Henning, Recreation Director on usage of Community School by neighboring communities, and noted that Alyce Marshall, Tennis Pro, would be attending a clinic on the West Coast and requested that the Council assist in paying for some of her expenses. At the legal advise of the City Attorney, the Council were unable to authorize funds for Ms. Marshall. B&B COMMITTEE Councilman Laurie reported he had attended the B &E Committee MEETING: Meeting held February 9, 1977 with the following Stems discussed: PGA median strip, irrigation of 10 acres, malayan coconut trees on order, request to clean up the Public Works area containing B &E trees, cars parking in swale areas, tall sign at Little General on Keating Drive, the possibility of the sheds at the Hetzel Bros. pageant location be removed and stored when not in use, wish to be advised of what lighting program consists of, requested copies of the Landscape Ordinance for the committee members, and revealed plans for beautification of Lighthouse Drive at the Railroad tracks. SITE PLAN AND Councilman Rossow reported he had attended the Site P61an and "YJ;PtXWMCE RE71EW Zq-OMMITTEE Appearance Review Committee Meeting held February 8,'1977 and that a copy of the minutes were in the information folder. Mr. Barrish, a resident of Tanglewood, questioned if there was 1--1 any ordinance being considered to change the zoning on the west side of U.S. 1 to include the parking of boats, tracks and trailers.
