FEBRUARY 17, 1977
The Regular ,leeting of the City Council of Palm Beach Gardens
was called to order by 'Mayor Martino at 8 :00 P.M. at 10,500 North
Military Trail, Palm Beach Gardens, Florida and opened with the
Pledge of Allegiance to the Flag.
ROLL CALL: Roll was called by the City Clerk and present were: Mayor Martino,
vice Mayor Feeney, Councilman Kiedis, Councilman Laurie and
Councilman Rossow.
MINUTES: The Workshop Meeting Minutes of February 10, 1977 were unanimously
approved by the City Council as written.
ANNOUNCEMENTS: Mayor Martino made the following announcements:
Planning and Zoning Commission Meeting - Tuesday, Feb. 22, 1977
at 7:30 P.M.
General and Referendum Election - Tuesday, March 8, 1977.
Candidates may file with the City Clerk through Monday, February 28,
1977 at 4 :30 P.M.
PRESENTATION OR PLAQUE TO LYNN GOUGH:
Mayor Martino, on behalf of the Council, presented a plaque to
Lynn Gough, in appreciation for serving on the Recreation Advisory
Board, and stated that she was an outstanding member of the Board
and is an asset to the City.
MEETING RECESSED The Regular Meeting was recessed at 8 :11 P.M. to hold a Public

EFERENDUM:
to purchase the 12 acres of land across from the Fire Station,
which will be placed on the March 8th City Election.

PUBLIC HBARING: A Public Hearing was held for approximately 45 minutes relative
to the referendum question to purchase the 12 acres of land across
from_ the Fire Station.
1,4r. Walter 'Wiley made a presentation stating that he was in full
agreement with the proposed land acquisition, but asked for a
commitment from the Council on the minimum years the loan will be
paid off, and suggested that the residents be advised the current
millage would not be raised.
Mr. Bruce Prince suggested that the residents be made cognizant
of the possible use of the land.
The City Manager was directed by the council to prepare a news
release in the form of a newsletter to be mailed to the residents
including the suggestions of Mr. Fk'iley to inform them of the
amortization schedule, to indicate what the land could be used for,
and to include the endorsements of various organizations, to be
mailed by Narch 2, 1977.
The Public Hearing closed at 9:00 P . 1o:.
The Regular keeting of the City Council convened at 9:01 P.M.
following the Public Hearing on the Referendum.
COMMENTS FROM THE PUBLIC FOR ITEMS NOT ON THE AGENDA:
SAN: CARSILLO: To answer Sam Carsillo's question about the median strip on
Northlake Blvd., Mayor Martino read a letter dated February 16, 1977
from the Assistant County Engineer setting out the improvements
planned by that Dept. for the median strip.
Mr. Carsillo suggested that a letter -66 sent, over his signature
as Chairman of the B &H Committee, relative to the litter around
the Little General Store on Keating Drive.

Mr. Carsillo read a letter he had received from Mrs. McIntire,
10270 Military Trail complaining about the parking of vehicles in
the Swale and bicycle path areas at the Palm Gardens Apartments.
The City Manager will determine if this is a violation of the
Landscape Code.
Mr. Carsillo advised he had met with officials from Pratt and
Whitney Aircraft relative to the proposed helistop at the Palm Beach
Gardens Hospital and that the hospital v,as very receptive to the
idea.
Mr. Carsillo called to the attention of the Council a blind spot
caused by shrubs at the northwest corner of Burns Road at the
Railroad; the need for trash cans at the bus stop at Crestdale
and Birdwood Road; and the need for reflectors at the left turn
at Military Trail going west on PGA Blvd.
Mrs. lAilliam Barnes, 10124 Seagrape Way and Mrs. [Wallace Daley,
10131 Seagrape Lay called to the attention of the Council the
parking of vehicles and abandoned cars in the Swale areas; a
detached garage being constructed at the rear of the Hodson
residence on the north side of Holly Drive; and asked the Council
to legislate against massage parlors, pornographic book stores and
movies.
Resolution #7, 1977 Authorizing the use of a mobile home trailer
on the premises of the Palm Beach Gardens' High School under the
"[.sandal 'Watch" was read in full by the City Clerk and unanimously
adopted by the Council.
It was determined that the requirements of the Code as to
hurricane tie down etc. had been met.

of the Firemen's Retirement Trust Fund was read in full by the
City Clerk and unanimously adopted by the Council.
RESOLUTION #9, Resolution #9, 1977 agreement with the State of Florida, Department
of Transportation re the dedicating of the Right -of- ;ray for the
widening of military Trail, as amended, was read in full by the
City Clerk and unanimously adopted by the Council.
REPORTS: Councilman Kiedis reported he had attended the meeting of the
SOFTBALL TEAM softball teams, which this year consists of from 14 -16 teams,
and that league playing: would start in March.
PBGYAA MEETING: Councilman Kiedis reported he had attended the meeting of the
Board of Directors of the PBGYAA, and that they unanimously
endorse the referendum question of the purchase of the 12 acres,
and a sign urging the residents to vote for the referendum will
be placed at the desk on registration day; discussion was held
on a location to hold the LasVegas night.
REPAIR AND Councilman Kiedis reported he had met with Steve Henning, Recreation

PASHBALL FIELDS: Director and Leonard Devine, Director of Public �,'orks, at the
various baseball fields and made the following recommendations:
Plant Drive - nematode treatments; PBG High School - fill area
back and around home plate, repair pitching mound, trim base pads,
spikes in for bases at a cost of $150.00; PBG Elementary School
clean up infields, repair batting area, trim base pade for a cost
of $200.00; Howell Watkins - South field - marl on infield leaving
existing clay on base pads, build up pitchers box, home plate
area replace pitching rubber and batting plate, top dress short
field area and put in benches for a cost of $400.00. Labor would
consist of 12 men for 2 days or 24 man days.
MOTION: Motion was made, seconded and unanimously carried authorizing the

City Manager to expend x1000 from the Contingency Fund for the
purpose of providing marl and clay for the repair and maintenance
of the existing baseball fields used by the PBGYAA, consisting of
PBG residents, as per the recommendation of Councilman Kiedis.
CITY ATTORNEY At the recommendation of the City Manager, a motion was made:
TO ATTEND
CONFERENCE: seconded and unanimously carried authorizing the City Attorney
to attend the Annual Conference for City Attorneys in Jacksonville
re pending legislation, money to be taken from the 05 City Attorneys
account.
ITEMS BY THE CITY MANAGER:
AGREEMENT kTTH Motion was made, seconded and unanimously carried authorizing the
SHERIFF:
Mayor to sign the agreement with the Sheriff, Palm Beach County,
for the housing of prisoners in the Pala Beach County Jail.
RIGHT -OF -WAY Motion was made, seconded and unanimously carried authorizing the
MAP :
Mayor and City Manager to sign the Right -Of -Way Map, PGA Blvd,
from Alt. AlA to U.S. #1.
ITEMS BY MAYOR AND COUNCIL:
MAYOR MARTINO: Mayor Martino was advised by the City Manager that the roof on
the Fire Station will be repaired by the original :roof contractor
at either his or the Architect's expense, whoever is responsible.
Mayor Martino reported he had found the Public Works Yard gates
open one night at 9 :30 P.M. The City Manager was directed to
notify the police to check on the security of the building more
and to advise all employees authorized to be in the Public
closely,. Works yard after normal business hours, to advise the
Police Dispatcher.
Mayor Martino asked that the school guards be reminded to wear
the orange vests and gloves they are issued.
Mayor Martino requested a review of the crossing lanes be made
as to the need for paint.

COUNCILMAN Councilman Rossow asked the results of the use of speed guns on
ROSSOW:
Military Trail and was advised by the City Manager that an evaluation
�. had not been made.
Councilman Rossow stressed the need for a light at Holly Drive and
Military Trail.
COUNCILMAN The City Manager explained the different facets of the Financial
LAURIE:
Report to the satisfaction of Councilman Laurie.
Councilman Laurie requested that the intersection of PGA Blvd.
and Hickory Drive be cleaned up.
Councilman Laurie suggested that the Council's names and pictures
be placed in a more conspicuous place in the Newsletter.
Councilman Laurie advised that an item should be placed in a
Newsletter that the Boy Scouts are collecting papers and to
contact George Buck for further information.
Councilman Laurie recommended pursuing an ordinance prohibiting
health spas and an ordinance against casino gambling.
Councilman Laurie reported that the B &E Committee had stated
that the light at Gardenia Drive near Holly Drive was out.
ADJOURNMENT: No further business, the meeting adjourned at 11 :00 P.M.
