ELECTION: prior to the Workshop Meeting for the purpose of explaining the Referendum question to purchase the 12 acres of land across A from the Fire Station, which will be placed on the March 8th City Election. Mayor N artino, Vice h ayor Feeney, Councilman Kiedis, Councilman Laurie, Attorney Brant and City Manager John L. Orr were present. A copy ox a Newsletter to be mailed to the residents explaining the proposed referendum election, as prepared by City Manager John L. Orr was discussed, with input from Walter Wiley, 4243 Hyacinth Circle S., Dick Aldred, 9773 Gardenia Drive, Sam Carsillo, 10063 Dahlia and Gary Bell. Minor changes will be made to clarify some of the questions and the Newsletter will be mailed to the residents next week. The Public Hearing closed at 8 :40 P.M. The Workshop Meeting of the City Council of Palm Beach Gardens was called to order by "ayor Martino at 8 :45 P.M. at 10,500 North Military Trail, Palm Beach Gardens, Florida and opened with the Pledge of Allegiance to the Flag. ROLL CALL: Roll was called by the City Clerk and present were: Mayor Martino, Vice tolayor Feeney, Councilman Kiedis and Councilman Laurie. Councilman Rossow was absent. Attorney Brant was in attendance. MINUTES: The Minutes of the Regular Meeting ox February 17, 19779 as amended, were unanimously adopted by the Council. rld Workshop Meeting, February 24, 1977 Page 2 ANNOUNCEMENTS: Mayor Martino made the following announcements: Plannning and Zoning Commission Meeting - Tuesday, March 1, 1977 at 7:30 P.M. Senior Citizens Dance - Friday, February 25, 1977 at 8 :00 P.M. at Howell Watkins Junior High School General and Referendum Election - Tuesday, March 8, 1977. COMMENTS FROM THE PUBLIC FOR ITEMS NOT ON THE AGENDA: SAM CARSILLO: Sam Carsillo brought the following items to the attention of the Council for action: Place "No Litter Signs" PGA Blvd.; trash cans placed at bus stop, Crestdale and Birdwood; litter at Public Shopping Center; parking vehicles on swale, Palm Garden Apts.; light pole and road repair, 10063 Dahlia Ave.; Public Works yard cleaned up; trellis made to place near railroad at Lighthouse Drive and reflectors to denote traffic lanes at turn Military Trail going west on PGA Blvd. FIRE CHIEF TO The Fire Chief and his assistants will be asked to attend a Council ATTEND MEETING: Meeting to explain the capabilities of the Fire Department. COUNTY The City h,anager advised that a meeting has been scheduled at the COMMISSIONER PEGGY V North County Courthouse to meet with County Commissioner Peggy Evatt, and the Council will either attend or submit written information to the City Manager to bring to her attention for consideration. CONCRETE Vice Mayor Feeney presented pictures he had taken of the concrete _UF2-MEDIAN STRIP -CITY OF curbing of the median strip in the City of Sunrise, which he had suggested using on Holly Drive in the City. The pictures were given to Sam C arsillo for review by the B &E Committee. The City Manager was directed to obtain cost figures on the concrete curbing. SIEGFRIED Mr. Siegfried Hollander, a resident living at 9756 Dahlia and HOLLANDER: a member of the Volunteer Fire Depaartment, asked that an impartial Workshop Meeting, February 24, 1977 Page 3 committee be appointed to investigate the serviceability of a used reconditioned vehicle that is available for purchase from Eagle Fire Equipment. Mr. Hollander also complained about cars, trucks and boats parking in the Swale areas, and reported skate board ramps in two locations on Dahlia that continue into the Swale area which he considered i very dangerous. WALTER WILEY: Mr. Walter Wiley, a resident living at 4243 Hyacinth Circle S. called to the attention of the Council the hazardous condition of an open end pipe in the swale area of a house located on the south side of Holly, west of 1-,95, and asked the enforcement of the ordinance on placing trash in the swale areas by commercial yard men. ITEMS BY CITY MANAGER: ANTI- RECESSION The City Manager presented the Council with an accounting of the FUNDS: proposed expenditures of the Anti. - Recession Funds, which will be authorized by the City Council at the Regular Meeting on March 3rd. Councilman Laurie suggested that future anti recession funds be considered for items relative to the Fire Department and Recreation Department. PGA BRIDGE: The City Manager reported that work is progressing concerning the regulations for opening and closing of the PGA Bridge, that the Coast Guard controls the navigable waters, and the County is conducting a traffic count. RED CROSS The City Manager announced that the month of March, 1977 has been MONTH : designated "Red Cross Month" and a Proclamation and flag raising ceremonies will be held on Tuesday, March 1, 1977 at the City Hall. i Workshop Meeting, February 24, 1977 ITEMS BY MAYOR AND COUNCIL: Page 4 MAYOR MARTINO: Mayor Martino reported holes in the pavement in the area near the Laundramat at the Publix Shopping Center, and suggested cutting back the bushes at Burns Road and Alt. Al A and Prosperity Farms Road and Burns Rd. INTER CITY Mayor Martino stated he had been requested by the Inter City AMBULANCE SQUAD: Ambulance Squad to request that the City of West Palm Beach allow them to pick up people from the hospitals to bring to Palm Beach Gardens, without obtaining an occupational license. The Council concurred that the Mayor write a letter to West Palm Beach requesting same. SELF INSURANCE: A letter will be sent to the City of West Palm Beach indicating an interest in more information regarding self insurance, stating that the Mayor and City Manager will attend the meeting when scheduled. A letter of congratulations will be sent to Sarah Orr on receiving the appointment from County Commissioner Evatt to be a member of the County Charter Review Committee. COUNCILMAN Councilman Laurie asked that the intersection of PGA Blvd. and LAURIE: Hickory Drive be cleaned up, and a copy of the Community Survey be mailed to Mr. McWhorter at the YMCA. City Manager John L. Orr, in answer to questions posed by Councilman Laurie, advised that it was legal for a detached garage to be built in the PGA section and that a permit had been obtained; that no results had been received re the Plat #4 road core; and that Garden Construction was cleaning the canals west of Prosperity Farms Road for the Sandalwood project] and that the Code now covers the provision of sprinkler systems for new construction. Workshop Meeting, February 24, 1977 Page 5 Councilman Laurie advised that he and Mr. Orr had attended the opening of the Bev Smith Automobile agency in Lake Park. COUNCILMAN Councilman Kiedis suggested that the need for a traffic light KI EDI S : at Alt. AlA and Burns Road be presented to County Commissioner Peggy Evatt. Councilman Kiedis reported the status of the ball fields: Howell Watkins south field had been completed; Elementary School field completed; the Howell Watkins main field -add clay to home plate area, base pads, circles, light top dressing on infield, patch up spots in short field; and waiting for marl for High School field. Vice Mayor Feeney suggested a better grade of marl be used so that the children are not cut up by the shells that rise to the top. PETITIONS AND COMMUNICATICNS: Mayor Martino acknowledged receipt of communications from: `-� PLANNING AND 1. Planning and Zoning Commission recommending the rezoning of ZONING COMMISSION: portions of Plat #4 from R -1 to R -3C and the balance of Plat #4 from R -1 to R -1A; and approval of the final replat of the existing Plat #4 as submitted by Donald Shepherd, Engineer. HOWARD SEARCY: 2. Howard L. Searcy, Mock, Roos and Searcy, Inc. Engineers, re condition of drainage facilities, Plat #4. PLAT #4- REPLAT: Discussion on the Replat of Plat #4 will be placed on the agenda of the March 3rd meeting. CITY ATTORNEY The City Attorney was directed to attend a Planning and Zoning ATTEND M ..T N : Commission Meeting to explain the legal ramifications of zoning, annexation and replatting. REPORTS: Mayor Martino reported he and Councilman Kiedis had attended the SENIOR CITIZENS Senior Citizens anniversary dinner, which was a beautiful affair Workshop Meeting, February 24, 1977 Page 6 and the Senior's expressed thanks to the Council for the donation of money to purchase a recorder. BASEBALL FIELDS Councilman Laurie reported he had laid out two baseball fields LAID OUT BY COUNCILMAN on the 10 acres adjacent to the City Hall Complex. L7WRTE --.
