HomeMy WebLinkAboutMinutes Reorganization meeting 031077r REORGANIZATION MEETING CITY OF PALM BEACH GARDENS MARCH 100 1977 The Reorganization Meeting of the City Council of Palm Beach Gardens was called to order by Mayor Martino at 8 :00 P.M. in the Assembly Room, 10500 North Military Trail, Palm Beach Gardens, and opened with the Pledge of Allegiance to the Flag. ROLL CALL; Roll was called by the City Clerk and present were: Mayor Martino, Vice Mayor Feeney, Councilman Kiedis, Councilman Laurie and Councilman Rossow. Attorney Brant was in attendance. OATH OF OFFICE: The Oath of Office was administered by the City Clerk to Michael Martino and John Kiedis, and congratulations were extended by the City Council. TEMPORARY Councilman Michael Martino acted as Temporary Chairman for the CHAIRMAN: nominations of Mayor and Vice Mayor. APPOINTMENT OF Councilman John Kiedis addressed the Council saying "About 52 years I LAY OR : ago, a young man was elected to fill the unexpired term of our present City Manager, John L. Orr. The young man may have been a bit immature and at times I related him to a rookie baseball player in a league for the first time. He might have been slow getting started, but he picked up speed rapidly and in the next year or two he made a few hits and some good plays, but he also made a few errors. However, with inherit intelligence, his honesty, his common sense, and a desire to serve the people, be became a regular, and evidently captain of the team. Today he is known as a leader, not only in his own Community, but throughout the entire area. A man of integrity, good judgment, and a remarkable sense of good government; a man who gives generously of his time in so many Reorganization Meeting, March 10, 1977 Page 2 activities and a personal desire to serve, not only the citizens of this Community, but to bring about harmony with the elected officials of other communities, as well as developers, businessmen, new comers to our City, and any organizations of merit with whom he comes in contact. I admire and respect him and I am proud to have served with him on this Council and it would be my pleasure to nominate Mike Martino for another term as Mayor of Palm Beach Gardens." Councilman Rossow addressed the Council saying "I agree whole- heartedly with all the complimentary and very deserved comments that John made. I in turn think that the position of Mayor should be moved around, Not as an honorary position in a sense, but that it should be moved around for different ideas, different approaches, and really should encompass different people much of the time; because that is the nature of the change in the City. I think there is a man in our midst and on our Council - Dick Feeney. I agree with his integrity, his ability and foresight in all the matters that I have seen, as I have been a member of the Council.. And while I wholeheartedly commend Mike for his tenure as Mayor and ability, I think it is time, after 3 terms, there should be another member of the Council to take his place and I recommend and nominate Dick Feeney." Councilman Martino withdrew his name, after it was determined that Councilman Feeney would accept the nomination. Councilman Kiedis withdrew his nomination of Mike Martino. The nominations were closed by a unanimous vote of the Council. Dick Feeney was appointed as Mayor by a unanimous vote of the Council, APPOINTMENT OF Councilman Martino turned the chair over to Councilman Laurie. i Reorganization Meeting, March 10, 1977 Page 3 Councilman Rossow stated, after nominations were declared open, "I personally would like to nominate who I consider, in terms of ��. service and one of my closest colleagues on the Council, a man who I did not know when I became a member of the Council, but have grown to admire and watch his growth over the period of a year; a man who has worked hard and admirably and has shown an interest in the City and all its activities- Sam Laurie. I have grown to like Sam very much and to admire his ability to stick in there and his ability to ferret questions and to seek answers and to say, I don't know - why doesn't someone give me the facts. That is a very admirable quality in a man and I am very proud and pleased to nominate Sam Laurie for Vice Mayor. The nominations were closed. Sam Laurie was appointed as Vice Mayor by a unanimous vote of the Counc i 1. CHAIRMAN PRO - By a unanimous vote of the Council, Councilman Martino was TER: appointed to serve as Chairman Pro -Tem in the absence of both the Mayor and Vice Mayor. APPOINTMENT OF By a unanimous vote of the Council, John Kiedi,s and Gerald Rossow DEPUTY TREASURERS: were appointed Deputy Treasurers. RESOLUTION #111 Resolution x#11, 1977 appointing the Mayor and Vice Mayor and inserting the names Dick Feeney as Mayor and Samuel Laurie as Vice Mayor was read in full by the City Clerk and unanimously adopted by the Council. RESOLUTION #121 Resolution #12, 1977, appointing the Deputy Treasurers and designating signatures For the various bank accounts of the City, inserting the names John Kiedis and Gerald Rossow in Section 1, and Dick Feeney, Samuel Laurie and Michael Martino in Section 2 i Reorganization Meeting, March 10, 1477 Page 4 was read in full by the City Clerk and unanimously adopted by the Council.
