CITY OF PALM BEACH GARDENS
MARCH 17, 1977
The Regular Meeting of the City Council of Palm Beach Gardens was
called to order by Mayor Feeney at 8:00 P.M. in the Assembly Room,
10500 N. Military Trail, Palm Beach Gardens, Florida, and opened
with the Pledge of Allegiance to the Flag.
ROLL CALL: Roll was called by the City Clerk and present were: Mayor Feeney,
Vice Mayor Laurie, Councilman Martino, Councilman Kiedis and
Councilman Rossow.
MINUTES: The Minutes of the Reorganization Meeting of March 10, 1977 were
unanimously approved by the Council as written.
The Minutes of the Workshop Meeting of March 10, 1977, as amended,
were unanimously approved by the Council.
ANNOUNCEMENTS: Mayor Feeney announced that a Planning and Zoning Commission
Meeting would be held on Tuesday, March 22, 1977 at 7 :30 P.M.
PRESENTATION: Mayor Feeney on behalf of the Council presented a plaque to
Councilman Martino in appreciation for serving as Mayor of the
City for three years.
COMMENTS FROM THE PUBLIC FOR ITEMS NOT ON THE AGENDA:
SAM CARSILLO: The following items were presented by Mr. Carsillo for action or
information: suggested an item be placed in the Newsletter that
the B &E Committee will replace any trees in the Town Hall Homes
area that have been killed by the frost; asked that the Public
Works Department replace the dead Acacia trees on MacArthur Blvd.;
requested that the Public Works Department build trellis' to screen
the railroad tracks at Lighthouse Drive; action by the County
on beautifying the medians at Northlake Blvd. and PGA Blvd.;

placing of a trash can at Crestdale and Birdwood Streets; remove
shrub causing a blind spot at railroad tracks and Burns Road;
investigate the gas main vent located at railroad tracks and Burns
Road and provide protection by enclosure; clean up debris around
Little General on Keating Drive; requested answer at Workshop
Meeting on March 24th re: parking in swales at Palm Garden Apts.;
reported the B &E Committee endorses the use of concrete for curbing
the median strip on Holly Drive; advised he was going to Tallahassee
and would speak to Legislative delegation pertaining to the subject
of high premium automobile insurance.
Mayor Feeney directed the City Manager and City Attorney to
pursue the parking problem at the Palm Garden Apts. for a possible
solution.
PETITIONS AND COMMUNICATIONS:

Mayor Feeney acknowledged receipt of a communication from
TED CLIMER: Ted H. C limer, Vice President of Royal American Realty, Inc.
re: Plat 4, rezoning and replatting.
ORDINANCES: Mayor Feeney declared the Public Hearing open on consideration
ORDINANCE #I? of Ordinance #1, 1977 - rezoning lands in Section 7 -42 -43 from
A -1 Agricultural to R -3C Medium Residential District (Amara Temple),
as duly advertised on February 4, 1977.
Mr. L.H. Wilson, Potentate for the Amara Temple and Mr. David Brady,
Engineer, addressed the Council relative to the proposed use of
the land which will consist of a permanent home for the Amara Temple
consisting of 3 or 4 buildings, on a parcel containing 10 acres
with 660' frontage on RCA Blvd. and 660' depth. The first building
to be constructed will house an office, enclosed storage area,
an auditorium,with a total of 9 meetings per year held with a

maximum of 600 people in attendance, plus 2 or 3 unit meetings
each week consisting of 10 -15 people in attendance.
Mr. David Brady, Engineer with Adair and Brady, Engineers, and an
officer of the Temple, addressed the traffic flow pattern, stating
that 80'o or 240 vehicles at peak time would come through the
intersection of PGA Blvd. and Alt. AlA, and 10o from the south on
Alt. AlA and 10% corning along RCA Blvd. from the east, or about
30 vehicles.
Mr. Richard Reilly, 11025 Monet Ridge Road presented a petition to
the Council from the residents of Monet Acres opposing the
rezoning of the land with the intent of granting a conditional use
to the Amara Shrine Temple. Several other members of the audience,
including Robert Hogaboam and Don Perry and County Commissioner
Peggy Evatt expressed opposition to the rezoning because of the
traffic impact.
Mayor Feeney declared the Public Hearing closed.
Ordinance #1, 1977 was read in full on second reading by the City
Clerk and unanimously adoptd by the Council.
It was noted that the Amara Shrine Temple officials must petition
the Planning and Zoning Commission for a conditional use to
construct a temple on the site.
City Manager John Orr advised that if the conditional use is not
granted by the Planning and Zoning Commission the land is still
rezoned to R -3C.
RESOLUTION #13, Resolution #13, 1977 Legislative Policy Statements re: Public
JL 977 :
Sector Labor Relations was read in full by the City Clerk.
Councilman Rossow stated he felt the resolution was entirely too
broad, but he did support a great deal of what was contained in
the Resolution.

Motion was made by Vice Mayor Laurie, seconded by Councilman Kiedis
to adopt Resolution #13, 1977. Vote on motion: Mayor Feeney,
1�_ Vice Mayor Laurie, Councilman Kiedis and Councilman Martino voted
aye; Councilman Rossow voted nay. Motion carried 4-1.
RESOLUTION #14, Resolution #14, 1977 schedule of opening PGA Bridge on PGA Blvd.
• was read in full by the City Clerk and unanimously adopted by the
Council.
RESOLUTION #15, Resolution #15, 1977 Contract with Tennis Professional was tabled
1977:
on a motion by Councilman Kiedis, seconded by Councilman Martino
to the Workshop Meeting of March 24, 1977. The City Manager will
prepare a letter for Alyce Marshall's signature agreeing to
the continuance of the present agreement until the Regular Meeting
on April 7, 1977, and including a retroactive clause in the new
agreement.
RESOLUTION #16, Resolution #16, 1977 appointing a member to the Beautification and
Environmental Committee to rill the unexpired term of 3fartha
Bowles, and inserting the name Mrs. Robert L. Warren was read in
full by the City Clerk and unanimously adopted by the Council.
RESOLUTION #17, Resolution #17, 1977 requesting Favorable consideration of the City
Commission of s -West Palm Beach, to permit the transportation of
Palm Beach Gardens residents by the Inter City First Aid Squad from
medical or nursing facilities within the City of West Palm Beach
was read in full by the City Clerk and unanimously adopted by
the Council.
RESOLUTION #18, Resolution #18, 1977 appointing alternate members to the Zoning
Board of Appeals was read in full by the City Clerk, inserting
the names Walter H. Wiley and Cecil B. Shulman in Section I. and

unanimously adopted by the Council.

If necessary at a future date, the structure and procedures of the
Board, and the possible appointment of more alternate members will
be considered.
RESOLUTION #190 Resolution #19, 1977 requesting the State of Florida, Department
of Natural Resources to include the City for State matching funds
for aquatic weed control was read in full by the City Clerk and
unanimously adopted by the City Council as amended.
REPORTS: dice Mayor Laurie reported that he had attended the Recreation
RECREATION Advisory Board held March 15, 1977 together with Councilman Kiedis
ADVISORY BOARD
MEETING: and Councilman Martino, and that Richard Vymlatil, YMCA was present
to plan for more coordination between the groups. The minutes of
the meeting, which are in the information folder, will contain
the other items that were discussed. A suggestion was made to
hold "Student in Government 'day" by the President of the Student
Council and the Council concurred with this idea.
SHRINE CARNIVAL: Mayor Feeney acknowledged receipt of a communication from the
Palm Beach County Shrine Club stating they will not hold a
carnival this year due to the conflict of dates.
PBG COMMUNITY Mayor Feeney reported he had made a tour of the Palm Beach
HOSPITAL:
Gardens Community Hospital and was very impressed with the new
IC rooms and Emergency Room which is scheduled to open on June 15th.

COMMUNITY Discussion, was held on a Community Center, and by a unanimous

motion of the Council, the City Manager was instructed, with the
assistance of the City Staff Advisory Boards and Senior Citizens
to begin the spade work and gather all information, etc. in regards
to the building of a Community Center.

IRRIGATION - By a unanimous vote of the Council, the City Manager was

tp P: authorized to prepare the bids for the Holly Drive median strip
irrigat ion.
The Council concurred that the concrete curbing of the median
strips be done in conjunction with the irrigation system.
ITEMS BY CITY MANAGER:
IRRIGATION The City Manager John L. Orr reported that the irrigation system

was completed on the north 10 acres and that grass sprigs would
be received from Karl McKinney in April.
SOFTBALL FIELDS The Council concurred that temporary softball fields should be

constructed on the 9;-5 acres adjacent to Burns Road, together
with a semi - permanent field for soccer and volley ball.
The City Manager was directed to provide cost figures for manpower,
clay, marl etc. to accomplish this, for discussion at the
Workshop Meeting on March 24, 1977.
Councilman Rossow offered to obtain information re a skate board
facility in the same area.
PBA: The City Manager John L. Orr advised that the City was going
into arbitration with the PBA, and a meeting has been scheduled
PURCHASE OF for Tuesday, March 22, 1977 with Tony Silva re the purchase of
12 ACRES:
the 12 acres across from the Fire Station.
ITEMS BY THE MAYOR AND COUNCIL:
COUNCILMAN Councilman Martino presented the following items for attention

and information: Residents are not happy with the surface of
the new tennis courts, school crossing zones need paint; agreed
with City Manager's recommendation that the west tennis courts
be closed at the same time the,-membership courts are closed;
thanked the Public [Forks Director for cleaning the canals;

expressed concern over the road edge damage at Sandalwood project;
mechanical items not screened, the ingress and egress drives are
too small, standing water in the swale areas and electric wires
exposed near driveway at Townhouses on Lilac Street.
VICE MAYOR Vice Mayor Laurie mentioned the following items for consideration:
determine if trees are sufficient height at tennis court at
Kohlmeyer residence; plant Australian Pines as wind screen around
new tennis courts; provide protection around gas main vent on
Burns Road; place trash can Crestdale and Birdwood; obtain cost
for concrete curbing; suggested a Garden Club type contest to
clean up the City.
COUNCILMAN Councilman Kiedis strongly urged the enforcement of the Code
KIEDIS :
pertaining to dogs defecating in the area of the tennis courts
and park area of the City Hall Complex.
MAYOR FEENEY: Mayor Feeney stated he would like to see the Workshop Meetings
curtailed at 10:00 Y.M., and noted that the Mal Tool and Die
Company may go up for sale, and that it might be a suitable place
to hold Senior Citizen activities.
ADJOURNMENT: No further business, the meeting adjourned at 11:55 P.M.
