CITY OF PALM BEACH GARDENS
APRIL 24, 1977
The workshop Meeting of the City Council of Palm Beach Gardens
was called to order by Mayor Feeney at 8:00 P.M. in the Assembly
Room, 10500 N. Military Trail, Palm Beach Gardens, Florida, and
opened with the Pledge of Allegiance to the Flag.
ROLL CALL: Roll was called by the City Clerk and present were: Mayor Feeney,
vice Mayor Laurie, Councilman Martino, Councilman Kiedis and
Councilman Rossow. Attorney Brant was attending the Zoning Board
of Appeals Meeting and arrived subsequently.
MINUTES: The Minutes of the Regular Meeting of April 7, 1977 were
unanimously approved by the Council.
1_..m ANNOUNCEMENTS: Mayor Feeney announced that a meeting of the Planning and Zoning
Commission would be held Tuesday, April 19, 1977 at 7 :30 P.M.
MR. ED WEIMER: Mr. Ed Weimer addressed the Council asking approval from the Council
to speak on their behalf when he goes to Washington in June,
relative to obtaining Federal grant money under the Older
American's Act to construct a Community Center. By a unanimous
motion, the Council concurred that Mr. Weimer act as Ambassador
on behalf of the Council to obtain these funds, and a letter from
the Mayor supporting this will be given to Mr. Reimer.
COMMENTS FROM THE PUBLIC FOR ITEMS NOT ON THE AGENDA:
ROBERT KLOSKE: Mr. Robert Kloske spoke from the audience commending the City
Manager for being responsive to the requests of the residents of
Meridian Park by cleaning the canals and maintaining the Park.

PETITIONS AND COMMUNICATIONS:
REP. SILL Mayor Feeney acknowledged receipt of a communication from
TAYLOR:
Representative Bill Taylor relative to the receipt of Resolution
13, 1977 from the City.
RESOLUTIONS: Resolution #22, 1977 re disabled persons, issuance of identification
RESOLUTION stickers, as prepared by the City Attorney, was workshopped by

the Council. This resolution was prepared at the request of
Mrs. Edith Judge, and a copy will be given to her for any
corrections or additions, and will be considered at the Regular
Meeting on April 21, 1977.
RESOLUTION Resolution #23, 1977 authorizing the Mayor to execute an agreement

concerning the pavement marking demonstration program was explained
to the Council by the City Manager. The City has submitted the
necessary information to the DOT to qualify for the project and
hopefully will receive 1003 financing from the State. Resolution
#230 1977 will be considered for passage at the Regular Meeting
April 210 1977.
RADIO STATION Mayor Feeney recognized Marlene Bruchesky from Radio Station
W.P.O.M.
W.P.O.M. who will be covering the Council meetings to initiate
a public service program for making announcements regarding
the activities of municipalities.
ORDINANCES: A proposed ordinance restricting the parking of commercial vehicles

not on vans for pleasure or business or on pick -up trucks; and
that public hearings should be scheduled for public input.

There was no objection to including at this time, for discussion
purposes, boats and trailers.
vice Mayor Laurie agreed to redraft the ordinance including the
comments of the Council for a future workshop meeting.
ITEMS FOR DISCUSSION:
TRIMMING OF
SABAL PALMS:
The City Manager explained that the Sabal Palm Trees in the past
had been trimmed on a regular basis for safety reasons not for
aesthetics, and due to a recent complaint by one of the residents,
asked for a policy decision from the Council.
The Council concurred the trees should be trimmed, time permitting,
on a selective program.

No objection was expressed by the Council, to the recommendation
of the City Manager to allow the Municipal Credit Union Assoc.
to use space in the Public Works building as a temporary office.
The City Manager, John L. Orr reported that the survey for the
12 acres located on the south side of Burns Road across from the
Fire Station, that the City will purchase from Royal American,
has been completed and a payment schedule will be submitted to
the Council for approval before consideration of a resolution.
The City Manager, John L. Orr stated he had provided the Council
with the status of the Contingency Account and that a Budget
Revision will be made on May 19, 1977.
OVERLAY -EAST The City Manager, John L. Orr, reported he was pursuing with

the Regular Meeting on April 21, 1977 on the Intersections of
Lighthouse Drive and Alt. AIA and Holly Drive and Military Trail.
Councilman Kiedis asked the City Manager to check the malfunction
of the left turn signal at Northlake Blvd. and Military Trail.
PB COUNTY The Council concurred that the City Manager should attend the

meeting on April 20th to protect the interests of the City
relative to equity of the Library Tax appropriated among the
municipal libraries that participate in the County Library System.
SPRIGGING OF The Council concurred with the recommendation of the City Manager

to contract with Patten Seed Company to sprig the 10 acres adjacent
to the City Complex for a cost of approximately $2500 for sprigs
and $700.00 for planting, monies to be taken from the Anti - Recession
Funds. Councilman Kiedis was of the opinion that sprigs could be
obtained from golf courses in the area, with no cost to the City.
ITEMS BY MAYOR AND COUNCIL:

work was in progress.
VICE MAYOR Vice Mayor Laurie reported he had attended the Beautification and
Environmental Committee meeting held April 13th which consisted
of a reorganization meeting; that they were surveying the dead
plants in the City for replacement; indicated the median strip on
Northlake Blvd. looked better and the Lil General area was being
cleanedup; suggested that the Hetzel Brothers take down their
buildings between Easter and Christmas, and questioned the status of
the water falls at the City entrance. The Lity Manager will notify

Vice Mayor Laurie was informed that the City Hall painting has
been delayed because of the lack of funds.
Vice Mayor Laurie suggested that legislation be formulated to
encourage and attract light industry into the City.
Vice Mayor Laurie observed that the softball fields on Burns Road
had not been laid out in the location that he had measured and
staked.
Councilman Martino expressed concern about the .lack of Police
patrol on the streets, about the Police not picking up stray dogs,
concern about Police negligence in house checks, Police not
patrolling Plant Drive - in particular allowing vans holding beer
parties, and the enforcement of bicycle violations.
Councilman Martino reported he had attended the Recreation Advisory
Board Meeting held April 12th where it was expressed that there
was a problem with the dragging operation at the Howell Watkins
ball fields, and the Principal will be asked for help to water the
fields. Councilman Kiedis reported a hole in the Bantam field.
Councilman Martino, with the concurrence of the Council,
suggested that a letter be directed to the parents relative to the
regulations on bicycle riding, and the issuance of citations, to
be enclosed in the next Newsletter.
Mayor Feeney suggested that legislation was needed on Mopeds.
Mayor Feeney asked that the City provide reflector lights to
outline the median at the corner of PGA Blvd. and Military Trail,
inasmuch as no response has been received from the County.
The City Manager was asked to investigate the possible purchase
of the new motorcycles owned by the State Highway Patrol

that they no longer use.
ADJOURNMENT: No further business, the meeting adjourned at 10:15 P.M.
