CITY OF PALM REACH GARDENS
APRIL 28, 1977
The lAorkshop Meeting of the City Council of Palm Beach Gardens
was called to order by Mayor Feeney at 8:00 P.M. in the Assembly
Room, 10500 Korth Military Trail, Palm Reach Gardens, Florida, and
opened with the Pledge of Allegiance to the Flag.
ROLL CALL: Roll was called by the City Clerk and present were: Mayor Feeney,
Vice Mayor Laurie, Councilman Kiedis, and Councilman Martino.
Councilman Rossow was absent. Attorney Brant was in attendance.
MINUTES: The Minutes of the Regular Meeting of April 21, 1977, as amended,
were unanimously approved by the Council.
ANNOUNCEMENTS: Mayor Feeney made the following announcements:
Senior Citizens Dance - Friday, April 29, 1977 at 8:00 P.M. at Howel
'•akins Junior High School.
Planning and Zoning Commission Workshop Meeting - Tuesday, May 3,
1977 at 7 :30 P.M.
PROCLAMATIONS: A Proclamation entitled "Palm Beach County Sports Hall of Fame Day
May 5, 1977" was read by the Mayor and unanimously adopted.
CW1MENTS FROM THE PUBLIC FOR ITEMS NOT ON THE AGENDA:
SAM CARSILLO: Sam Carsillo reported he had inspected the baseball fields located
on Burns Road in the company of the City Manager and had determined
that the home plate was too high and that grass was needed for the
infield. He suggested the children be instructed to wear sneakers
and to stop sliding unless instructions as to the proper manner
were given. Mr. Carsillo commended the Fire Chief, the Juniors
and the Volunteers on the magnificent job they dial in ~fighting 4 fir(-

on April 21st, and suggested consideration on an elevated platform
truck and the use of manpower and money to provide roads for
fire vehicles to the back woods area.
Mr. Carsillo related that Tony 8oniello from the Manson Condominiums
had questioned the necessity of dumping dirt across the street
from his apartment and related that the children returning home from
school events at 10 or 11 P.M. were destroying the trees and shr0s
at the Manson. Apts.
Mr. Carsillo stated he is working on plans and obtaining data for a
Model City award for the City.
Mr. Carsillo advised a Water Program Workshop would be held on May 31st
At the West Palm Beach Auditorium at 7sOO P.M. and one on June 80 at
the Palm Beach County Commission Chambers at 9:00 A.M.
ITEMS BY CITY MANAGER:
FIRE STATION City Manager John L. Orr reported that the fire station, roof is being

CANAL At the recommendation of the City Manager, the Council concurred to

discuss during Budget sessions the hiring of an outside firm for canal
maintenance, in view of the fact that the State is requiring extensive
training for personnel using chemicals.
THOMPSON RIVER City Manager John L. Orr advised that the water level at the Thompson
DAM:
Dam had dropped about 4 feet, and he was considering asking for funds
from the Flood Control District for a control system.
Mayor Feeney, on behalf of the Council, expressed sympathy to Mr. Orr,
on the recent death of his Father.
., ITEMS BY MAYOR AND COUNCIL:
COUNCILMAN Councilman Martino asked if the 10 acres was being prepared for

sprigging and was andwered in the affirmative.
Councilman Martino suggested that the City Manager reply to the letter

from Emery N. Mills relative to the footbridge from the Town Hall home
area to Gardenia Drive.
SIGN ON BUILDING Councilman Martino questioned the legality of the Uihi Graham roof sign

BLVD. & US #1: on the building at the northwest corner of PGA Blvd. and U.S.I. The
Council concurred that the City Manager, City Attorney and Building
Official investigate the situation and report to the Council.
VICE MAYOR Vice Mayor Laurie reiterated the request from the B&E Committee that the

temporary buildings at the Hetzel Brothers Pageant site be removed
HETZEL BROTHERS between presentations. The date of the neat Hetzel Brothers Board of
Directors meeting will be ascertained and a member of the B&B Committee
directed to attend.
COUNCILMAN The City Manager advised Councilman Kiedis that the DOT was checking the
KIEDIS:
status of the traffic light at Northlake Blvd. and Military Trail; that
he was pursuing the resurfacing of the east Tennis Courts, and that
Australian Pines were on order to plant around the new tennis courts as
a windscreen.
Councilman Kiedis suggested that the trucks used to spray weed killer on
the 10 acres, move at a slower speed for more effectiveness.
VICE MAYOR Vice Mayor Laurie questioned the conformance to the variance granted by
LAURIE:
the Zoning Board of Appeals to Mr. & Mrs. Kohlmeyer for the construction
of their tennis courts, and was advised by the City Manager that the
trees were properly planted and in conformance, however, they have not
reached a desirable height.
ITEMS FOR DISCUSSION:
�i The order of the agenda was changed, g' g , per the request of Mr. Harry Lewis,
and discussion was held on the report of the pending cases before the
Workshop Meeting, April 28, 1977 Page 4
Landscape Committee of Adjustment, and compliance by the City.
PENDING CASES Mr. Harry Lewis, Chairman of the Landscape Committee of Adjustment
LANDSCAPE COMMITTEE
OF ADJUSTMENT: addressed the Council stating they had heard 48 cases, 20 businesses
had failed to answer the letters dated Jan. 5, 1976 from the Building
COMPLIANCE BY
CITY: Official and July 29, 1976 from the City Manager, 3 bad been rejected and
a number were given a time limit to comply. He further stated that the
City was not in violation, in that they had requested a variance, were
rejected, and the Council had taken into coxsideration the tax monies
required to conform, and then in good faith, had made an attempt to
improve the City properties. Mr. Lewis' question to the Council was what
action did they intend to take against the 20 cases that did not respond
in any way to the letters mentioned above.
The Council concurred that they fully intend to enforce the Landscape
Ordinance. The City Manager was directed to request another hearing
before the Landscape Committee and to present a landscape plan which
'✓ hopefully would meet approval of the Committee on a time limit basis.
The City Attorney will prepare a report on the preliminary action
necessary, giving the businesses an opportunity to respond before
court action is taken. The City Attorney will deliberate within the
next month on the 20 cases, to determine a fair test court case to
uphold the integrity of the Landscape Ordinance.
PLANTING OF Discussion was held on the memo from Leonard Devine, Director, Public
Y
Works regarding the number of plants required, and the cost to plant
hedges in certain areas of the City Complex, Fire Station and Public Works.
The Council was of the opinion that the hedge material should be
purchased and planted as per the drawing presented by the City Manager
in an attempt to conform to the Landscape Ordinance rejulations.
PETITIONS AND COMMMCATIONS:

GEORGE LONGTIN: 1. George Longtin, President, Mal Tool and Engineering stating that
their property will remain within Gulf & Western Industries, Inc. and
will be occupied by Klock Company.
Councilman Kiedis suggested that the City pursue the use of their
baseball fields as a follow up on a letter to Mai Tool from Steve Henning,
Recreation Director.
EDITH JUDGE: 2. Edith Judge thanking the Council and expressing appreciation for their
support by a resolution to change the State law for handicapped parking.
RICHARD ORMAN: 3. Richard Orman re: Treasure Coast Regional Planning Council Issues
of Regional. Concern meeting May 2-6. The City Manager will call and
ask for extension of time.
PB- BROWARD SOIL 4. Palm Beach - Broward Soil and Water Conservation District requesting
& WATER
CONSERVATION: a Proclamation declaring Soil Stewardship Week - May 15 -22, 1977. The
City Manager will check into the merits of this request.
R. WILLIAM 5. Vice Mayor Laurie acknowledged receipt of a letter from R. William

Rutter, Jr., County Attorney re: $50 Million Beach and Parks Bonds,
in response to his inquiry to Commissioner Lvatt. Vice Mayor Laurie
volunteered to follow up with Commissioner Evatt the validation of the
bond issue, as the City is interested in the purchase of the Rybovich
property by the County for recreational purposes.
ITEMS FOR DISCUSSION:
RESERVE Discussion was held on the philosophy of reserved annexation, as a result
ANNEXATION:
of a Tri -City Meeting where discussion centered around annexation and
the interest of North Palm Beach and Lake Park in annexing property from
the City of Palm Beach Ga,.dens. Ile City is not interested in
relinquishing any property to North Palm Beach or Lake Park. The
mechanics of reserve annexation will be an item for consideration at a
future workshop meeting.

HOLLY DRIVE- The City Manager reported that a call for bids had been advertised for

the irrigation of the median strip on Holly Drive, returnable June 2, 1977.
The Council directed the City Manager to obtain cost figures on a
concrete radius for the median strip.
Councilman Kiedis asked that the bottom of the trees /shrubs on Holly
Drive be trimmed, and noted the litter of beer and soda cans and bottles
on Holly Drive from the bridge to Military `frail. Mayor Feeney also
noted the debris along Holly Drive under the 1 -95 overpass.
COMMUNITY SCt1001, PROGRAna :
Discussion was held on the Community School Program and the feasibility
of asking Lake Park and North Palm Beach.to also contribute to the
program, without jeopardizing the City•s first priority to use the
ieureati.onal facilities and the auditorium.

North calm Beach and Lake Park for funds and he will determine from the
ocnool Board if any additional contributions would affect the City's
and the County's contribution, such as lower them.
1t,PORTS: Mayor reeney reported he had attended the meeting of the PBGYAA held
PBGYAA MEETING: April 25th where a proposal was made not *6 use the Fire Station, in
view of the letter from Tom Vreeland, President of the Volunteers Fire
Dept., re: Las Vegas Night being held at the Fire Station.
the City Manager reported that he had talked to Tom Vreeland and the
letter was not sent to infer that the City Council was not interested in
the safety of its citizens, and that they would suppartthe decision of
the Council, but they wanted to point out the element of danger and
11-1 problems that could arise if a fire occurred. Under no circumstandes
would they not respond to a fire. He proposed two plans one for the

volunteers showing the layout of the equipment and gear and one
for the PBGYAA to follow in case of a fire.
The Council expressed concern over the letter inasmuch as the
Council had previously made the decision allowing the PBGYAA to
hold the event in the Fire Stati m.
PbZ COMMISSION Vice Mayor Laurie reported he had attended the Workshop Meeting of
MEETING:
the Planning and Zoning Commission held to review the proposed
changes to the Zoning Code made by Marvin Hill, Consultant.
Updated copies will be supplied to Attorney Brant who will attend
the meetings when Mr. Hill is present.
BIKE- A- .THON: Vice Mayor Laurie thanked the Council members who had participated
in the Cystic Fibrosis Bike- A..Thon, which was chaired by his wife
Nancy, and also thanked the City staff for their help. Prizes
~� for the winners will be presented at a future Council meeting.
The City Manager will determine the facts surrounding the proposed
insurance bill filed by Insurance Commissioner Gunther.
