CITY OF PALM BEACH GARDENS
MAY 12, 1977
The Workshop Meeting of the City Council of Palm Beach Gardens was
called to order by Vice Mayor Laurie at R:00 P.M. in the Assembly Room,
10500 North Military Trail, Palm Beach Gardens, Florida, and opened with
the Pledge of Allegiance to the Flag.
ROLL CALL: Roll was called by the City Clerk and present were: Vice Mayor Laurie,
Councilman Martino, Councilman Kiedis, and Councilman Rossow. Mayor
Feeney was absent due to a death in the family. Attorney Brant was in
attendance.
MINUTES: The Minutes of the Regular Meeting of May 5, 1977 were unanimously
approved by the Council.
ANNOUNCEMENTS: Vice Mayor Laurie made the following announcements:
Planning and 7oning Commission Meeting - Tuesday, May 17, 1977 at 7 :30 P.M.
The Workshop Meeting of May 26th and the Workshop Meetings held on the
second and fourth Thursdays of each month have been cancelled for the
months of June, July and August.
COMMENTS FROM THE PUBLIC FOR ITEMS NOT ON THE AGENDA:
SAM CARSILLO: Sam Carsillo spoke from the audience and asked the Council to consider
adopting a Resolution supporting House Bill #50 relating to automobile
insurance; called attention to the drainage problem on Holly Drive;
asked that reflectors be placed at the intersection of Military Trail
and PGA Blvd. on the turning lane and questioned the status on the
shipment of Malayan trees from the State.
PETITIONS AND COMMUNICATIONS:
Vice Mayor Laurie acknowledged receipt of communications from the family
of John L. Orr, Sr. in appreciation for the expression of sympathy, and

a letter of resignation from Dick McKenna from the Beautification and
Environmental Committee.
Councilman Kiedis advised that word had been received from the Recreation
Advisory Board that Buck Van Wanderham was resigning from that Board due
to business committments.
ORDINANCES: Dr. James A. Booher, Jr. addressed the Council relative to his request
ORDINANCE #4, to rezone lands within Section 7- 42 -43, east of St. Marks Episcopal Church
on Burns Road and across from the Palm Beach Gadens Community Hospital,
where he intends to use the land for medical and dental professional
offices. He felt it was an ideal location because of its proximity to
the hospital and would benefit the City and surrounding communities.
He further stated that Rev. Robb of St. Marks Episcopal Church endorsed
the location of such a facility next to the Church, and they had talked
about the possibility of allowing the Church to use their parking area.
The Council tentatively agreed that it would be an asset to the area
and the proper use for the land.
ORDINANCE #5, Ordinance #5, 1977 - revising Ordinance #15, 1976 the Budget Ordinance
for the fiscal year October 1, 1976 - Sept. 30, 1977 was workshopped by
the Council., after an explanation of each account was given by the
City Manager, ,john L. Orr.
ITEMS FOR DISCUSSION:
APPOINTING Discussion on appointing liasion members to the various Advisory Boards
LIASION MEMBERS:
will be held at the Regular Meeting on May 19, 1977 when a full Council
is present.
ITEMS BY CITY MANAGER:
PURCHASE OF A Resolution authorizing the Mayor and City Clerk to enter into an

of land on the south side of Burns Road across from the Fire Station,
as requested by Mr. Silva of Royal American Industries, Inc., Will be
considered at the Regular Meeting on May 19, 1977, together with a
request for $500.00 from the Council Contingency Fund for a deposit.
TRAFFIC LIGHT The City Manager John L. Orr advised that $6,000 had been received toward

the City's share for the installation of a traffic light at Burns Road
and Alt. A1A.
REPAVING OF The City Manager, John L. Orr advised that the repaving of Magnolia Street

would be completed on Friday, May 13, 1977 and that the road leadfng to
the parking lot at City Hall would be paved.
ITEMS BY MAYOR AND COUNCIL:
COUNCILMAN Councilman Kiedis asked that on the Street Survey revised May, 1977,

Councilman Kiedis suggested that the violation of the sign ordinance on
the building at PGA Blvd. and U.S. #1 be pursued.
VICE MAYOR Vice Mayor Laurie expressed dislike for the new sign and blinking light

determine what the agreement with the Postal 17epartment calls for and
how it can be terminated.
Vice Mayor Laurie commented on the very professional job that the MadArthur
Community Theatre group had performed in their presentation of "Blithe
Spirit ".
Vice Mayor Laurie reported the lack of squeegees at the tennis courts.
Vice Mayor Laurie stated he was of the opinion that the Building Official
would review and comment on each petition before the Zoning Board of
Appeals.

The City Manager reported a letter would be given to Tony Silva, Royal
American Industries, Inc. relative to the closing of the entrance into the
Publix Shopping Center off Lighthouse Drive, together with drawings and
plans for a bicycle path from Alt. AIA to the North palm Beach City
limits.
The City Manager reported that the street signs in Flat #4 will be
installed by Royal American Realty, Inc.
Councilman Rossow suggested that the Council pursue the purchasing of
land on the Intracoastal Waterway and was advised that the City has
urged the r:ounty to purchase the Rybovich property with the beach bond
money.
ADJOURNMENT, No further business, the meeting adjourned at 9:15 P.M.
