Gardens, was called to order -y Mayor Feeney at 8:00
P.M. in the Assem ilYr Foom, 10500 North Military- Trail,
Halm Beach Gardens, Florida, and opened with the Pledge
of Allegiance to trze Flan.
I-OLL CALL: The roll was called )y the Deputy City Clerk and present
were: Mayor Feeney, Vice Mayor Laurie, Councilman Martino,
Councilman Kiedis, and Councilman kossow. Attorney Rrant
was in attendance.
MINUTES: Tne minutes of the F,egular Meeting of July 21, 1977, were
unanimously approved by the Council, as written.

1977 All -Star Team, and reported in cronological order the
accomplishments of t ie team durini the 1977 season as the
mein °sers of the team presented five trophies to the City
(ASA District IV 1st Place Team, ASA Su'i. Dist. 1st Place
Team, 6th Annual Invitational Jr. Division 1st Place Team,
Fla. State ASA runner -Ups, and 2nd Annual Invitation Tour)
they won throughout the duration of qualifying and becoming
the winners of the 1977 Girls Softball National Championship
They also presented an autographed soft` -)all they used during
the championship came.
P��ESENTATION Mayor Feeney, on r)ehalf of the City, presented plaques and

AND PLAQUES on behalf of the PRGYAA, presented trophies to the members

of the team as they were individually congratulated for their
accomplishments by the Council Memhers. Sandra Morgan, Girls
Softball Director of the PBGYAA, presented personalized T-
Shirts to the mem ~)ers of the team on behalf of the PBGYAA.
A five- minute recess was exercised to connratulate the team
and team parents.
REQUEST FOR Mr. Rudolph Arsenicos, Architect and Vice President of the

1978 Fiscal Year's Rudgetary Sessions, suhsidizing the
Chamber in the amount of $19200.00, which is based on the

population and quantity of occupational licenses of the Citv,
to assist in their revitalization program. The cities of
biviera Beach, Palm J?eacn Shores, Lake Park, and North Palm
Beach will also be requested for monies based on the same
formula.
Mr. Ro-)ert Blackburn, vice President of Joyce Environmental
Consultants, Inc., addressed the Council offering a resume
of the corporation.
A motion was made, seconded, and unanimously adopted, that
the City Council accept trie low oid from Joyce Environmental
Consultants, Inc. of 414 Live Oaks Boulevard, Cassel')errv,
Fla., for tree Aquatic Weed Program, eased on the recommendations
of the City Manager and the Director of Public Works, in the
amount of $14,980.00, monies to oe taken from the Aquatic
Weed Control Account.
1/2 -TON TRUCK A motion was made, seconded, and unanimously adopted, that

CAB AND the City Council accept the low bids from General G.M.C. Truck
CHASSIS
Sales and Service, 360 S. Military Trail, W.P.Q., for the
1/2 -Ton Truck, Ca') and Chassis, and 1 -Ton Truck, Ca-) and
Chassis, in the amounts of $3,762.00 and $4,429.00, respec-
tively, '-)ased on the recommendations of the Citv Manar4er and
the Director of Public Works, monies to he taken from the
Pu'-)lic Works Account 505.

RESOLUTION Resolution #34, 1977, requestinn that the board of County
#34? 1977
Commissioners adopt a budget for the Palm kIeach Sheriff's
Department that does not spread the cost of the Sheriff's
load Patrol to properties lying within Palm Beach County
Municipalities maintaining their own Police Departments,
was read in full 'iv the Deputy City Clerk and unanimously=
adopted `)v the Council, as amended.
ORDINANCE Mayor Feenev declared the Public Ilearinq open on considera-

Lion of Ordinance #7, 1977, amendinra Ordinance #15, 1976,
the 'budget Ordinance for the Fiscal Year beginning Octo-)er
1, 1976 and ending Septem :)er 30, 1977 and amending Ordinance
#5, 1977, the City 3udget Revision for the Fiscal Year 1976-
1977, as duly advertised Julv 15, 1977.
City Manaier, John L. Orr, explained that the proposed ')udoet
revision provides for additional revenues received from Florida
Power and Light Company and from Licenses and Permit to he
transferred to the Fire Department for the purchase of the
Ladder Truck and to the Public Works Department for the
purchase of a Packer Truck.
Mayor Feeney declared the Pu,)lic Hearing closed.
Ordinance #7, 1977, was read by the Deputy City Clerk on
second reading, by title only, and unanimously adopted by
the Council.

'ITFFER FE- Discussion took place relative to Section 7, Article AIII,

COMMERCIAL Appendix A, Zoninr-i of the Palm 'each Gardens Code, which

abut residential zones /uses. Consideration of an amendment
to the section will take place at a future meeting of the
Council.
Architects John Glidden and Anthonv Oliver, mem 7ers of the
audience, offered their expertise in the preparation of an
amendment to the section.
AUT IORIZATION At the recommendation of the City Manaoer, a motion was

IDENTIFYING In answer to Councilman Kiedis' question, the City Manager

LEGAL LIABIL- Due to the lateness of the hour, discussion relative to the

ities for organized and unorganized sports was postponed
to a later meeting date.
REPORTS: Councilman Kiedis reported he attended the Site Plan and

offered a copy of the minutes for the other Council memhers'
review.
VICE MAYOR Vase Mayor Laurie reported he, together with the City Manager

and Mayor Feenev, attended the Area Planning Board Meeting
held July 28, 1977, in which then considered public input
relative to the Regional Comprehensive Development Plan.
The primary comments that were made indicated smaller cities
were in favor of integrated services, such as police and fire
protection, and larder cities desired to retain their own
individuality.
Vice Mayor Laurie reported he attended the funeral services
of Palm Beach Gardens Police Officer James Flynt, on Monday,
August 1, 1977, and expressed sympathy relative to the unfor-
tunate off -duty accident.

COUNCILMAN Councilman Kiedis suggested, and the other Council members

concurred, Mayor Feeney request the Town of Lake Park and
the village of North Palm 'leach to participate with the City
of Palm Beach Gardens in the funding of the Community School
Program offered at the Palm 'each Gardens Ilioh School.
MAYOR FEENEY Mayor Feeney reported he attended the Area Planning Board
Meeting of July 28, 1977.
Mayor Feeney reported he, together with the City Manager,
attended the wake for Officer Flynt; and subsequently,
visited his wife and offered the services and facilities
of the City in the event the City could be of any assistance
to her and her family in her time of need.
ITEMS BY THE CITY MANAGER:
AUTHORIZATION A motion was made, seconded, and unanimously adopted, that

LADDER TRUCK the City Manager he authorized to expend 58,000 for a ladder
truck from the City of Seminole, Fla., monies to be taken
from Fire Department Account 505.
Mayor Martino noted the commendable foresight the Council had
in obtaining the vital equipment at a tax savings to the
residents.
AUT40RIZATION A motion was made, seconded, and unanimously adopted,

PACKER TRUCK authorizing the City Manager to expend the amount of $12,000
for the purchase of a Packer Truck from the Town of Lake Park,
monies to be taken from Pu')lic Works Department Account 505.

Councilman Kiedis commented that the City Manager's and

Council's pursuit of purchasing the truck will enable the City
to improve its services at a tax savings to its residents.
MEETING WITH John L. Orr, City Manager, reported that he, together with

PLANNING Councilman Martino, attended a joint meeting with the School

Plant Planning Officials, and the discussions were favorable
relative to a lease -type agreement enabling the City to
utilize 8 -10 acres of land adjacent to Plat #4 of the City
for recreational purposes; and the matter is being actively
pursued by Mr. Orr and a mem�)er of the Plant Planning Staff.
REQUESTS FOR John L. Orr, City Manager, reported the requests for propertv

ASSESSMENT assessment adjustments to be considered by the County's Board
ADJUSTMENTS
of Adjustments for properties within the City of Palm Beach
Gardens includes the request of the `lomeowners Association of
Sandalwood that all common property be tax exempt. Attorney
Brant is reviewing the ;natter; and with the concurrence of
the Council, Mr. Orr will represent the City at the hearing
to protect the best interests of all freeholders of the City.

P. HEARINGS ON John L. Orr, City Manager, announced that a Public Hearing
FED. REV.
S14_ARING AND relative to the proposed use of Federal Revenue Sharing
1977/78 BUDGET
Funds will take place August 29, 1977; and the Public Hearing
and Second Reading on the City's 'Iudget Ordinance for the
1977/78 Fiscal Year will take place September 15, 1977.
ITEMS BY T11E MAYOR AND COUNCIL:
MAYOR FEENEY Mayor Feeney thanked the City Council for their expression of
sympathy relative to the recent death of his father.
RECOVERING Mayor Feeney requested the City Attorney prepare an Ordinance
EXCESSIVE
LEGAL AND whereby the City has an option of recovering excessive legal

FEES and engineering fees associated with developers that are not
prepared prior to submitting plans for various projects.
RESOLUTION RE: Vice Mayor Laurie suggested, and the other members of the

STRUCTURE Council concurred, the City Attorney be directed to prepare
a Resolution urging the Public Service Commission to reconsider
the rate structure recently approved by the Commission for
Florida Power and Light Company.
PSC P. HEARING The City Manager reported on the Public Hearing held by the

UTILITIES Public Service Commission this date relative to the low water
pressure and Palm Beach County Utilities' failure to implement
the new Hood Road Plant in November of 1976.

Works Department for their recent working performance.
Mayor Feeney acknowledged receipt of a communication from
Edward M. Eissey, President -Elect of the Palm Reach Junior
College, relative to scheduling a joint meetirq to discuss the
feasibility of building an arts /cultural center within Palm
Beach County.
