HomeMy WebLinkAboutMinutes Council 092277I1OPKSHOP MEETING CITY OF PALM BEACH GAPP`rNS SEPTEMBER 22, 1977 The workshop Meeting of the City Council of Palm Beach Gardens was called to order by Mayor Feeney at 8:17 P.M. following the Special Meeting, and was held in the Assr -mbly Room, 10500 North Military Trail, Palm Beach Gardens. ATTENDANCE: All members of the Council, City Manager J )hn L. Orr, and City Attorney George Baldwin were present. MINUTES: The minutes of the Regular Meeting of September 15, 1977, were unanimously approved, as amended. COMMENTS FROM THE PUBLIC FOR ITEMS NOT ON THE AGENDA: '�'I LBERT FENDEIANDER : PETITIONS AND COMMUNICATIONS: E. LLWYD EC C ELS TONE r JR. QUARTERS ORDINANCES : OPOINANCE 12, l Mr. ',-filbert Fendelander, 10162 Meridian hay, PBG, addressed the Council thanking them for the fine job they are doing. Mr. Orr acknowledged receipt of an invitation from Mr. E. Llwyd Fccelstone, Jr., developer, to attend a meeting with permitting agency representatives on September 23, 1977, to discuss the pro- posed PGA National Headquarters Project. Mr. Orr, Councilman Kiedis, and Councilman Martino orfered they would be present at this meeting. Ordinance #12, 1977, creating the licensing of Special Regulated Uses relative to Pornographic Arts, was workshopped by the Council. Attorney Baldwin was requested to rewrite the ordinance incorpor- ating the comments of the Council. A Public Hearing and second reading on Ordinance x#12, 1977, will be held at the Pegular Meet- ing on October 20, 1977. City Council Workshop Meeting, 9/22/77 -2 The Council was of the opinion that the Special Regulated Uses i. should be placed in the C-2 Zoning Classification of the City, which will be given to the Planning and Zoning Commission for consideration at a latex date. ITEMS FOR DISCUSSION: ORDINANCE RE: Due to the lateness of the hour, the Council concurred to table PARKING O! COMMERCIAL discussion relative to considering an ordinance restricting the VEHICLES parking of commercial vehicles in residential areas. REAPPOINT COUNCIL Council representatives were selected to be liaison members to AS LIAISON MEM- BERS TO ADVISORY the Advisory Boards and Special Projects. BOARDS: PETITIONS AND COMMUNICATIONS: Mayor Feeney acknowledged receipt of communications from: STATE REP. 1. State Representative Tom Lewis re: Resolution #37, 1977, ATOM LEWIS urging the PSC to reconsider their position on the inverted rate structure granted Florida Power and Light Company. WM. T. MAYO 2. William T. Mayo, Member of the PSC, acknowledging receipt PSC MEMBER of Resolution #37, 1977, and advising the Commission decided that the Conservation Incentive Rate Structure granted Florida Power and Light Company would be implemented on a one year trial basis. MAX S. LONG, JR. 3. Max S. Long, Jr., PLANTEC, introducing the services the sub- sidiary corporation provides. REPORTS; VICE MAYOR LAURIE: Vice Mayor Laurie reported that on September 20, 1977, he, together with the City Manager and Councilman Kiedis, attended the ribbon- cutting ceremony of the new branch office of the Singer Island National Bank opened on the southeast corner of U. S. #1 and PGA B lvd . City Council Workshop Meeting, 9/22/77 -3 COUNCILMAN Councilman Kiedis reported on the Beautification and Environmental KIEDIS : Committee Special Meeting he attended on September 21, 1977. VICE MAYOR vice Mayor Laurie reiterated his suggestion that as an incentive, UR the Beautification and Environmental Committee consider presenting "Home Beautiful of the Month" awards to homes and commercial establishments in the various sections of the City. ITEMS BY THE CITY MANAGER: BALL FIELDS The City Manager advised he provided Vice Mayor Laurie a scale 10 ACRES: drawing of the 10 acres adjacent to the City Complex for the purpose of laying out the baseball fields after a meeting is held by the Recreation Advisory 3oard this date to determine their location, and after a joint meeting is held between the Council and the Recreation Advisory Board to agree upon the locations. SPRINKLER HEADS The City Manager reported the cost received from Jim Pruitt, 10 ACRES: Florida Asgrow, for additional sprinkler heads for the 10 acres adjacent to the City Complex was '102 each; however, a sample of a less costly sprinkler head from another firm in Miami will be tested, and if satisfactory, will be ordered. ITEMS BY MAYOR AND COUNCIL: COUNCILMAN WILEY: Councilman Kiedis offered to request at the School Advisory Board's MAINTENANCE AT Meeting of September 27, 1977, that the lands along the sidewalk in PBGHS front of the PBGHS be edged and maintained and reiterate the con- cerns outlined in Councilman Martino's communication dated April 19, 1976, addressing the Principal. : OUNCILMAN Councilman Martino noted that the lights at the PBGHS tennis courts '-" ARTINO: had been out and requested the City Manager to check into the hatter. City Council Workshop Meeting, 9/22/77 ..4 LIGHTS -- PLANT Councilman Martino requested that the timer for the lights at DR IV E PARK: Plant Drive Park be readjusted to turn them on earlier. INOPERATIVE STREET LIGHTS RECREATION FACIL- ITIES - SANDAL- WOOD EST7ftUS CITY MANAGER JOHN L. ORR Councilman Martino noted the quantity of street lights out in the City, and suggested that in the future those inoperative be deducted from the rental fees charged the City. Councilman Martino indicated dissatisfaction in the lack of the developer completing the recreation facilities at Sandalwood Estates. The City Manager advised that the South Water Management District has required the developer of Sandalwood :.states to provide for DRAINAGE SYSTEM SANDALWOOD the retention of an excessive amount of storm water on their ESTATES: lands prior to flowing to the drainage canals. NICE MAYOR Vice Mayor Laurie requested the City Manager to ascertain infor_ LAURIE: IIS�F^ PBGHS GYM mation relative to whether or not the PBGYAA must pay for utilities PBGYAA to use the gym at the PBGHS. MAYOR FEENEY: Mayor Feeney requested that the grass growing on the outside of MAINTENANCE - the curbing of the median at the entrance to the City on MacArthur ENTRANCE TO CITY Boulevard be removed. FUTURE STREET Mayor Feeney suggested that the Council take into consideration LIGHTS: the high cost of electricity when determining the quantity and locations of future street lights. ADJOURNMENT: With no further business, the meeting adjourned at 11 :14 P.M..
