HomeMy WebLinkAboutMinutes Council 102777t 14ORKSHOP "1EETING CITY OF PALM REACH GARDENS OCTOBER 27, 1977 The T orkshop Meeting of the City Council of palm Beach gardens was called to order by Mayor Feeney at 8: 00 P.M. in the Assembly Room, 10500 North Military Trail, Palm Beach Gardens, Florida, and opened with the Pledge of Allegiance to the Flag. ROLL CALL: Roll was called by the City Clerk and present were: Mayor Feeney, Vice Mayor Laurie, Councilman Martino, Councilman Kiedis and Councilman 1%iley. Attorney Brant was in attendance. MINUTES_ : The Minutes of the Reqular Meeting of October 20, 1977 were unanimously approved by the Council as written. pF ANNOUNCEMENTS: Mayor Feeney made the following announcements: Zoning Board of Appeals Meeting - ednesday, November 2, 1977 at 7:30 P. M. Senior Citizens Picnic and Meeting - Thursday, November 3, 1977 at 12 :30 P. ^1. PRESENTATION OF CERTIFICATES TO THE BICENTENNIAL COMMITTEE: trice mayor Laurie presented Certificates of Appreciation to the members of the Bicentennial Committee, and thanked them for their assistance by serving on the Committee. Those present to receive Certificates were Rear Adnirai Ed Weimer, Charlene Smith, Mildred Hadnott and Gary Krielow. COMMENTS FROM THE PUBLIC FOR ITEMS NOT ON THE AGENDA: Carl Thelander, Meridian Park, addressed the Council seeking relief from the noise of the motorcycles that traverse the streets, requested consideration be given to placing sidewalks along Gardens East Drive to Lighthouse Drive for the safety of the residents, and pointed out the dangerous intersection at Gardens 1�orkshop Meeting, October 27, 1977 Page 2 SPEED LIMIT.- East Drive and Meridian way. It was the consensus of the Council GARDIENS DR.. that the speed limit on Gardens East Drive should be reduced to 25 miles per hour, and the City Manager was directed to study the situation and report to the Council. JOHN ROSE: Mr. John Rose, 4,101 Holly Drive, stated he was also concerned about the dangerous situation that existed at the High School when the children riding motorcycles, mopeds, etc. leave the school and ride on the right-of-way. ORDINANCE #16, Ordinance #16, 1977 restricting the parking of commercial vehicles T3'I7--. in residential areas was workshopped by the Council. Vice h:ayor Laurie reiterated the reason for the Ordinance,which was drafted primarily to restrict vehicles over one ton rated capacity from parking in residential areas. Mayor Feeney read a letter from Vincent J. Pappalardo dated October 25, 1977, suggesting a modification be made to include PUD's, and a letter from Mr. & Mrs. Donald Kiselewski, dated October 27, 1977 suggesting several guidelines be set for the parking of boats, campers, etc. in residential areas. Members of the audience provided input as follows: Hobert Jandreau, 4282 Osha Drive, advised he had a � ton pile driving truck, that he brought home at night, because of vandalism if he lett it at his office in Mangonia bark, and that he had no intentions of not parking it at his home. John Rose, 4401 Holly Drive suggested a more definitive Ordinance be drafted to make it more defensible. Carl Thelander, Meridian Park, agreed that vandalism was a good reason for parking a vehicle at a person's residence, and related several incidents of vandalism in Meridian Park. vorkshop 4leeting, OLtober 27, 1977 Page 3 Curtis Peterson, 4140 Larch Avenue, referred to private deed restrictions in his area, and was against the parking of any type of commercial vehicle in residential areas. Bruce Zabel, 4619 Juniper Lane, stated he had a large van parked next to his residence, and objected to the signs painted on the sides. Dick Turner, 4624 Holly Drive, expressed that he owned a one ton truck, which he parked at his home, and was making provisions to park it behind his residence. John Hawkins, Executive Secretary, Professional 1�'recker Operators of Florida, Inc. addresed the Council on behalf of Don Lyons and Howard Kauff, owners of wrecker services in the area, and asked that emergency vehicles including wreckers, when the driver is on call, be allowed to park in residential areas, to cut down on response time for the safety and convenience of the public. Mr. Howard Kauff, stated the weight of a wrecker, used as an emergency vehicle is a one ton classification, and that they are licensed as an emergency vehicle, the same as an ambulance. Terry Heath, 4331 Birdwood, disagreed with the comments made by Mr. Hawkins, and related that his neighbor has a small wrecker a wrecker business which is not used expressly for emergency calls and /is parked at his home during the week- ends.and used for service calls. Wayne Giddens, 4860 Holly Drive was against the parking of trucks in residential areas and pointed out a situation on Holly Drive where the exchange of loads from one truck to another was being made, which he considered was similar to conducting a business from your home. John Rose, 4401 Holly Drive made specific reference to Sections workshq)Meeting, October 27, 1977 Page 4 B (2) and D (2) which the Council will review and consider. Don Lyons, 9801 Buttercup Circle, stated he did not sanction the parking of wrecked vehicles in residential areas. Mayor Feeney concluded the discussion by stating the comments received would be taken under advisement by the Council, consideration would be given to screening, and to the suggestion made by Councilman Wiley to restrict the parking to paved areas. Ordinance #16, 1977 will be workshopped again at the meeting to be held November 10, 1977. ORDINANCE #13, Ordinance #13, 1977 providing that the Site Plan and Appearance 1977: Review Committee shall have certain authority to waiver the requirements of buffer areas was workshopped by the Council. It was the consensus of the Council that no further application or fee would be required, that reference to the adopted Land Use Plan should be added, that the recommendation from the Planning and Zoning Commission should be considered by the Council if positive or negative, and a time limit specified for acting upon the recommendation, on a one time basis. Ordinance #13, 1977 will be redrafted by the City Attorney for workshop at the meeting to be held November 10, 1977 and advertised for Public Hearing at the Regular Meeting, November 17, 1977. ITEMS FOR DISCUSSION: C_2 GENERAL Discussion was held on the recommendation from the Planning and COMMERCIAL USES: Zoning Commission dated October 13, 1977 relative to an amendment to the C_2, General Commercial District Zoning Classification, which was read in full by Mayor Feeney. Under the 7 uses listed that may be permitted, the Council V-orkshop Meeting, October 27, 1977 Page 5 tentatively agreed to strike golf driving range, and other recreation or amusement park uses, public or private; change water boggan park to water slide park, and change pitch and putt golf course to miniature golf course. A motion was made by Councilman Wiley, seconded by Councilman Martino authorizing the City Attorney to draft an ordinance containing the recommendation of the Planning and Zoning Commission with the changes made by the Council for consideration of the Council at the Workshop Meeting on November 10, 1977. Vote on motion: Mayor Feeney, Councilman Martino, Councilman Wiley and Councilman Kiedis voted aye; Vice Mayor Laurie voted nay. REPORTS: Mayor Feeney reported the Council had attended a meeting on Monday, PURCHASE OF October 24, 1977 with North Palm Beach and Lake Park relative to WATER PLANT: the proposed purchase of the water plant from Palm Beach County Utilities Company. Further discussion on this will be held at the workshop Meeting, November 10, 1977. P &Z COMMISSION Councilman Kiedis and Vice Mayor Laurie reported they had attended MEETING: ... the Planning and Zoning Commission Meeting held October 25, 1977. PBGYAA MEETING: Councilman Martino reported he had attended the PBG Youth Athletic Association Meeting held October 26, 1977. The Council concurred that consideration of the proposal by the PBGYAA for placing advertising signs on the fence at the ball fields be scheduled for the workshop Meeting, November 10, 1977. ITEMS BY CITY MANAGER: PUBLIC LIABILITY The City Manager, John L. Orr stated he had given the Council t copies of Public Liability Insurance for their review and he will obtain cost figures from Bob Diamond for further discussion at a future date. Orr advised of a letter from Ted Climer, Royal American Industries requesting that they be permitted to release the remaining lots in Plat 4 for issuance of building permits, which was referred to the City Attorney and City Engineer for their input and recommendation. BALL FIELDS: City Manager John L. Orr advised that the three ball fields located at the lQ acre parcel adjacent to the City Hall have been staked out. ITEMS BY MAYOR AND COUNCIL: COUNCILMAN Councilman Wiley advised he would be unable to attend the Zoning w_ILEY: Board of Appeals Meeting on November 2, 1977, and Councilman VICE MAYOR •✓ LAURIE: Martino volunteered to attend in his place as liaison to the Board. City Attorney Brant advised Councilman Wiley he was preparing a resolution requesting the DOT, in lieu of pylon type signs along I -95, that service stations be indicated by interstate -type green and white signs containing the logo of each station. Councilman Wiley expressed concern over the injustice that Lake Park and North Palm Beach do not contribute to the Community School Program, which he will call to the attention of James DeLonga, School Board member and former member of the Council. Councilman Wiley suggested, and the Council concurred that a schedule should be prepared of the major events leading to the completion of the bail fields, and that a target date of January 15th be set for completion. The City Manager advised Vice Mayor Laurie that the Planning and Zoning Commission would schedule at their meeting to be held November 8, 1977 the Camdaras, Inc. petition. workshop Meeting, October 27, 1977 Page 7 PROPOSED PARK- City Manager John L. Orr reported that he had attended the meeting Y VILLAGE PIT with the County and Mr. Kendall relative to the proposed. Parkway Village project, and consideration is being given to using Burma Road which is located in the County as the access road, and the County will make a traffic study of the area. Mr. Orr will keep the Council informed of any further development.
