CITY OF PALM BEACH GARDENS

The Workshop Meeting of the City Council of Palm Beach Gardens
was called to order by Councilman Kiedis at 8:00 P.M. in the
Assembly Room, 10500 North Military Trail, Palm Beach Gardens,
Florida, and opened with the Pledge of Allegiance to the Flag.
ROLL CALL: The roll was called by the City Clerk and present were:
Councilman Kiedis, Councilman Martino and Councilman Wiley.
Attorney George Baldwin arrived later in the meeting.
Mayor Feeney and Vice Mayor Laurie were absent.
MINUTES: The Minutes of the Regular Meeting of December 1, 1977, as amended,
were unanimously approved by the Council.
ANNOUNCEMENTS: Councilman Kiedis made the following announcements:
Planning and Zoning Commission Meeting - Tuesday, Dece. 13, 1977 at 7:30 PM
Recreation Advisory Board Meeting - Tuesday, Dec. 13, 1977 at 8:00 P.M.

COMMENTS FROM THE PUBLIC FOR ITEMS NOT ON THE AGENDA:
DICK ALDRED: Councilman Wiley introduced Dick Aldred who told the Council he was a
CPA and had worked with privately owned Public Utilities and had acted
as a member of a sounding board for proposed utility rate increases.
Mr. Aldred offered his services to the City and will work with the
City Manager regarding the gathering of facts to establish the public
or private ownership of Palm Beach County Utilities Company as being
�.: the best course of action for the citizens of Palm Beach Gardens.
CARL THE L ANDS R: Mr. Carl Thelander, Meridian Park, addressed the Council asking them
to consider placing sidewalks from the shopping center to Meridian Park

for the safety of the residents; complained about speeders; and asked
for assistance in obtaining replacements for the dwarf palms that were
killed by the winter frost.
He also called attention to cars crossing the median illegially on the
south side of the intersection of Northlake Blvd. and Military Trail.
The subject of sidewalks, speeders and replacement of trees will be
items for discussion at a future workshop meeting.
PETITIONS AND COMMUNICATIONS:
Councilman Kiedis acknowledged receipt of communications from:
LEAGUE OF WOMEN 1. League of Women Voters notice of meeting on December 15, 1977 at the
VOTERS:
Martin County High School re coastal management plan.
LUND CONST. CO.: 2. Lund Construction Company for Jack Davidson Interiors, Oakbrook Square
Shopping Center letter commending Jim Albano, Building Inspector for his
courteous and consciencious manner in conducting the inspections.
J. B. STAN- 3. J.B. Stancliffe letter of appreciation for warm welcome received from
CLIFFE:
Council members.
CONGRESSMAN 4. Councilman Wiley advised of a letter he had written to Congressman
BAFALIS:
Bafalis relative to tax reform and revisions to the Social Security
system. The Council agreed that Councilman Wiley prepare a Resolution for
consideration by the Council at the Regular Meeting December 15, 1977
incorporating the items contained in his letter.
RESOLUTIONS: Discussion was held on the draft of a resolution prepared by the City
COUNTY Manager endorsing the County Library System concept.
LIBRARY SYSTEM:
Councilman Wiley suggested adding a section encouraging non - participants
to go back into the system. Consideration of the resolution, as amended,
will be held at the Regular Meeting on December 15, 1977.
Councilman Kiedis with the concurrance of the Council adjusted the format
of the agenda awaiting the arrival of Attorney Brant and Attorney Herrold
representing Camdaras.

ORDINANCES: No discussion was held on ordinance #17, 1977 relative to conditional
ORDINANCE #17, uses permitted within a C -2 General Zoning District, and a Public Hearing
19-77:
and second reading will be held on the Ordinance at the Regular Meeting
on December 15, 1977.
ITEMS FOR DISCUSSION:
PBGYAA REWF ST Tom Schwartz, representing the PBGYAA was present to answer questions
TO PLACE regarding their request to place advertising signs on fences to be located
ADVERTISING
SIGNS ON FENCES: at the ball fields on the 10 acre parcel of land adjacent to the City
Hall.
The Council were in favor of the concept of the project and the use of
the money derived from this activity, but expressed concern over
vandalism, the storage of the signs between seasons, depreciation, and
that it is a violation of the Sign Code. The Council suggested using
the Lake Catherine fields on a trial basis for a year, but Mr. Schwartz
y stated it was not their intent to use the fields at Lake Catherine.
City Manager John Orr pointed out the problem of maintaining the fields
and the interference of the sprinkler system. Mr. Schwartz assured the
Council that vandalism, storage and depreciation were the responsibility
of the PBGYAA and not the City.
Consideration of the request from the PBGYAA will be held at the Regular
Meeting December 15, 1977 when a full Council is present, and the City
Attorney should be prepared to address the legal questions.
REPORTS: Councilman Martino reported he had attended the PTO meeting held at
ALLAMANDA Allamanda School concerning the need for sidewalks from Sandalwood
PTO MEETING:
Estates along Burns Road and Allamanda Drive to the school. It was
pointed out at the meeting that Allamanda Drive is privately owned by
Mr. MacArthur and that the road right -of -way along Burns Road belongs
to the City, however the City has no funds in the budget for such a
project. The members attending the meeting will explore obtaining funds

from a private sector. Members of the school board planning department
were in attendance at the meeting and agreed to split the costs for
bicycle paths as a consideration in next years budget discussions.
The Council agreed to also consider bicycle paths for several areas
of the City at budget workshop meetings.
MERIT SYSTEM Councilman Wiley reported he dial not attend the Merit System Board Meeting
BO RD:
but was informed by Lloyd Mazer that they would be addressing at the
January meeting a proviso for the employees that are not covered by the
Merit System. The Council agreed with the suggestion of Mr. Wiley that
all Councilmen attend this meeting.
ZONING BOARD OF Councilman Wiley reported he had prepared a Zoning Board of Appeals
APPEALS:
Handbook, a copy of which will be placed in the Council's Information
folder. A review of the Handbook will be an item on the agenda of the
Zoning Board of Appreals Meeting on December 14, 1977.
ITEMS BY THE CITY MANAGER:
CHRISTMAS IN City Manager John L. Orr, Jr. reminded the Council of the Christmas In

Dixie Parade on Sunday, December 11, 1977 at 2 :00 P.M, and the
TREE LIGHTING Christmas Tree Lighting Ceremony to be held at City Hail, Friday,

JAMES WATTS: City Manager John L. Orr acknowledged receipt of a letter from James
Watts, Attorney for West Palm Beach relative to dual taxation.
ITEMS BY MAYOR AND COUNCIL:
Councilman Wiley asked that the Sign Code be enforced at Dante's Pizza
place of business.
City Manager John L. Orr advised Councilman Martino in answer to his
question, that the Fire Insurance Inspector was in the City and found
things to be in order, and that a rating report will be received in about
three months.

The City Manager advised that be is pursing the leaks at the Fire Station.
1___/ The manager of Jacobson's Department Store and the Oakbrook Shopping
Center manager will be invited to attend a meeting to allow the Council
to express their feelings about the fact that they are advertising their
stores as being located in North Palm Beach.
The City Manager reported he had met with the people from the Aquatic
Weed Control Agency from Tallahassee, and that they will return in
three months to re- evaluate the program.
ITEMS FOR DISCUSSION:
AMENDMENT TO Discussion was held on consideration of an amendment to the Conditional
CONDITIONAL
M -IA: —� Use sub- section of the M -1A, Bight Industrial Zoning Classification.
Attorney George Baldwin was present at this time and also Mr. Lloyd
Herrold, Attorney for Chan Clark, Camdaras, Inc.
Attorney Baldwin advised that inasmuch as the Planning and Zoning
Commission did not make a recommendation to the City Council as a result
of a Public Hearing held October 25, 1977, due to the lack of a second to
a motion to recommend an amendment, the City Council has the authority
to address the "conditional use" and make a decision.
A draft of an ordinance dated September 6, 1977 prepared by Attorney
Brant was reviewed. At the suggestion made by Councilman Wiley the
wording paved area in the third paragraph will be deleted; the words
fully enclosed building in the first paragraph be changed to read not
visible from the street or protected from public view; and that all
promoting and sales be conducted within a fenced area. The Council
concurred with these recommended changes.
The Council agreed that recreational vehicles should be defined in the
ordinance.
Mr. Clark agreed to leave only one unit outside the fence during the
day and to remove it at night.

He also advised that the entire area was enclosed by a fence; however
only the front area and a portion of the sides were enclosed by a wooden
fence, the other portion of the sides and the rear were enclosed with
a cyclone fence.
Councilman Wiley suggested that a specific document be created that
addresses fences, landscaping etc. for conditional uses in all areas of
the City.
Councilman Martino suggested that a specific ordinance be prepared setting
up the licensing structure.
Attorney Brant was directed to redraft the Ordinance to include the
comments from the Council and to draft any additional ordinances that
are deemed necessary.
REWRITE OF Discussion on the rewrite of the City's Zoning Codes, in particular
CITONING Article II, will be held at the Regular Meeting on December 15, 1977
CODE: when a full Council is present.
ADJOURNMENT: No further business, the meeting adjourned at 10:25 P.M.
