HomeMy WebLinkAboutMinutes Council 121377SPECIAL MEETING CITY OF PALM BEACH GARDENS DECEMBER 13, 1977 The Special Meeting of the City Council of Palm Beach Gardens was called to order by Mayor Feeney at 7:30 P.M. in the Recreation Room, 10500 North Military Trail, Palm Beach Gardens, Florida, and opened with the Pledge of Allegiance to the Flag. ROLL CALL: The roll was called by the City Clerk and present were: Mayor Feeney, Vice Mayor Laurie, and Councilman Martino. City Manager John L. Orr and Attorney Brant were in attendance. Councilman Wiley and Councilman Kiedis were absent. PURPOSE: Mayor Feeney stated that the special meeting was called for the purpose of continuing the discussion on the petition of Mr. Otto DiVosta for the creation of a Commercial/Multi- Family residential Planned Unit Development on land located on the northwest corner of PGA Blvd. and North Military Trail within Section 1- 42 --42, from the Regular Meeting of December 1, 1977. Discussion was held on the architecture and landscaping of the project. Mr. Ted Davis, Architect, explained that they had placed the emphasis on a total architecturl environment under a site master plan concept, and that the basic concept was for uniformity. He further elaborated that the buildings are not different from Sandalwood but improved, and that the buildings lose themselves in the overall unique design, using foliage and moundings. The basic landscape design includes water I— elements, curving roadways, a park area with open space, recreational facilities, a roadway loop and elevated clusters with the use of many existing trees. Special Meeting, December 13, 1977 Page 2 Mr. Hayden, Planner, showed slides of the existing Sandalwood Estates pointing out the use of open space, which would be increased in this new project, and other areas that have been improved upon. Several ideas were suggested by members of the Council with the result that Mr. DiVosta stated he would consider the possibility of dedicating the area in the northwest corner, temporarily as a park for the use of the City until the time that 1 -95 would be continued through that area; and he agreed that the area along Military Trail would contain higher and more dense foliage. Mr. DiVosta stated he would like to be able to pick up his own garbage in lieu of the City being responsible, and the City Attorney was directed to investigate if this is possible. Mr. Stancliff spoke on the school impact saying he had been in contact with the School Board Plant Planner, Mr. Johnson who assured him that the busing system would not change with the exception of 5 -15 year olds who have not been assigned to a school. The City Manager will determine from the School Board what the projection is and exactly what schools the children from that area will attend. Relative to the park area, the Council suggested that lights be provided for the basketball courts, and Mr. DiVosta agreed to give consideration to this idea. Mr. DiVosta confirmed that the bicycle paths and the bridges will be on private property. Mr. Ron Dixon, Engineer from Brockway, Owen and Anderson addressed the irrigation system, and confirmed that they have Special Meeting, December 13, 1977 Page 3 verbal approval as to the concept from the Northern Palm Leach County Water Management District. The water will be maintained at a high flow through the project from west to east, and the parking lots will be drained by inlets and pipes, with an overflow structure at elevation 11. In answer to a question posed by Mr. Orr, Mr. Dixon stated the aquatic weed control will be the responsibility of the Homeowners Association. Mr. Ted Davis, Architect reviewed the commercial area which will be called "Garden Square ", and the shops will consist of 93,OOD sq.ft. of space plus 5,000 sq.ft. for each free standing bank building located on each end of the area. He explained the variety of depth in the buildings and the uniform sign control. Mr. Stancliff advised that he has selected choice clientele for the stores. Mr. DiVosta advised that the dumpsters will be enclosed in a screened area by an 8' wall; that the lighting in the parking area will be uniform using 10' poles; and that the air conditioning on the roof will be screened from all sides. Mayor Feeney suggested an access be made from the County Road on the west side of the property. Mr. DiVosta did not agree to this because of the problems it would cause. Mr. DiVosta stated he intends to provide green on the median on Military Trail. Additional discussion on the total acreage devoted to recreation will be held at the December 22, 1977 City Council meeting when a full Council will be present, plus any other items that the two absent Councilman might have. Councilman Martino requested that Mr. DiVosta provide a sketch Special Meeting, December 13, 1977 Page 4 of access points as far as traffic is concerned in the area of the shopping Center and including the main entrance. The advertising dates for the Public Hearing on the Ordinance will be scheduled at the Regular Meeting on Decmeber 15, 1977.
