HomeMy WebLinkAboutMinutes Council 021276WORKSHOP MEETING CITY OF PALM BEACH GARDENS FEBRUARY 120 1976 The Workshop Meeting of the City Council of Palm Beach Gardens was called to order by Mayor Martino at 8:00 P.M. in the Assembly Room, 10500 N. Military Trail, Palm Beach Gardens, Florida, and opened with the Pledge of Allegiance to the Flag. ROLL CALL: Roll was called by the City Clerk and present were: Mayor Martino, Vice Mayor DeLonga, Councilman Wiley, Councilman Kiedis, Councilman Feeney. Attorney Brant was in attendance. MINUTES: The Minutes of the Regular Meeting of February 5, 1976 were unanimously approved by the City Council. ANNOUNCEMENTS: The following announcements were made by Mayor Martino: Filing dates for candidates for the General Election to be held March 16, 1976 are from February 20 through February 299 1976. Merit System Board Meeting - Monday, February 16, 1976. Recreation Advisory Board Meeting - Tuesday, February 17, 1976 Planning and Zoning Commission Workshop Meeting - Tuesday, February 17, 1976. COMMENTS FROM THE PUBLIC FOR ITEMS NOT ON THE AGENDA: HOSPITAL Sad: Carsillo spoke from the audience and questioned the MANS TON _ advisability of the Palm Beach Gardens Community Hospital expansion plan providing for additional rooms before providing for an emergency room. Councilman Feeney advised that the staff of the hospital were of the opinion that additional beds, intensive care units, X-ray rooms etc. had to be provided first in order to be able to handle emergency room cases. i Workshop Meeting, February 12, 1976 Page 2 JAYCEES- Don Rochon, spoke on behalf of the North Palm Beach /Palm Beach CARNIVAL: Gardens Jaycees, asking approval to hold a carnival in the City. Permission was given by the Council for the Jaycees to hold a benefit carnival on Northlake Rlvd. west of the Hetzel Pageant, with the permission of Mr. MacArthur, the land owner; the carnival to be policed by the Jaycees. The carnival will be held from March 8_ 13th. ITEMS BY THE CITY MANAGER: BELLY DANCING: City Manager John L. Orr presented the following items for the Council's consideration: 1. Request by Donna Cassidy to hold practice belly dancing sessions in the Recreation Room was granted by the Council. YOUTH SFERVICES: 2. The Council granted the request from the Division of Youth Services to meet in the Recreation Room on Thursdays from 3- 5 F.M. DR.EISSLY: 3. The Council directed the City Manager to advise Dr. Eissey, Vice - President, North Campus, Palm Beach Junior College, to seek permission to use the High School Tennis courts for a tennis course to be offered by the Jr. College. It was the consensus of the Council that the City's tennis courts were utilized to capacity. COMMUNITY 4. Advised that $5000 had been awarded to the City under the DEVELOPMENT PROGRAM: Community Development Block Grant Program. CONSENT ELECTION:5. The Council concurred with the recommendation of the City Manager that the City have a "consent" election regarding Police Benevolent Association's request to represent the Police Department. NEW TENNIS 6. Advised the construction of the new tennis courts had started. �- COURTS: r Workshop Meeting, February 12, 1976 Page 3 XEROX MACHINE: 7. Advised that consideration is being given to the rental of a new Xerox Machine which will enable the City to print the newsletter at a cost reduction. ITEMS BY MAYOR AND COUNCIL: MAYOR MARTINO: Mayor Martino asked the City Manager to determine the need for repair of the pavement on Holly Drive in the area of the entrance to the High School. VICE MAYOR The City Manager will investigate the feasibility of using the old D LON pipe lying on the side of PGA Blvd. and determine if it is available. COUNCILMAN Councilman Wiley complimented the City Manager on the Project WILEY: priority list he had compiled. The Council concurred with Councilman wileyts recommendation that the Committee of Adjustment have an informal hearing with the businesses who have filed variances regarding the Landscape Ordinance to determine what the hardships are, if any, and the intent of the Ordinance. COUNCILMAN Councilman Kiedis asked that a top priority item should be the KIEDIS: installation of a pump at the waterfalls, MacArthur Blvd. The City Manager will obtain a water quality report from the County or the Utility Company as to pressure and hardness. COUNCILMAN Councilman Feeney recommended that the median strip at MacArthur Y: Blvd. be renovated. Councilman Feeney recommended a cut off of 1_95 at RCA Blvd. to route the traffic down Alt. AIA. The City Manager advised he had contacted the DOT about this possibility. i Workshop Meeting, February 12, 1976 Page 4 CITY MANAGER The Council concurred that the City Manager and the City Attorney NG- should attend a meeting in Clearwater on February 25 -26 relative to collective bargaining. RESOLUTIONS: Resolution #9, 1976 - vandal watch program at Palm Beach Gardens RBSOLUI'ION #9, High School will be considered at the Regular Meeting of February 190 1976. Dr. Smith, Principal of PBG High School, had related to the City Manager that the program was worthwhile and would like to have it continued. ORDINANCES: Ordinance #1, 1976 annexation of lands in Section 5 -42 -43 was ORDINANCE #1, workshopped by the Council. Charles Jacobs, Chairman, planning and 1976: - Zoning Commission was present to explain the reasons for the recommendation of the P &Z Commission to annex the property in question. Mr. Jacobs stated all objections to the annexation by adjacent property owners had been removed at the Public Hearing held by the P &Z Board. Councilman Feeney suggested that, as a policy, any parcel of land that is annexed into the City be taken in no higher than the present zoning or as R -1 for six months; to which Mr. Jacobs replied that the P &Z Commission, the Council, and the Planning Consultant, Mr. Hill, had worked for many months to adopt a Land Use Plan so that any land annexed into the City would be in conformance with that Plan and annexed in under the zoning that was best for the City. Ordinance #1, 1976 will be read on second reading on February 19, 1976. ORDINANCE #259 Ordinance #25, 1976 rezoning of lands in Section 12 -42 -42 was 197S.- workshopped by the Council. It was determined that, at the request of the land owner, the rezoning of Lots 4 and 5, Block 2, PGA #1 was contingent upon the rezoning of the larger parcel lying south Workshop Meeting, February 12, 1976 Pag e 5 of PGA Boulevard from C..1 to R -3C, which the planning and Zoning Commission had agreed to tie together. Mr. Jacobs stated that the Planning and Zoning Commission felt that the proposed use of the corner was consistent with the Land Use Plan. Chairman Jacobs also stated that the Land Use Plan indicates the remaining Lots 1, 2 and 3 as residential. Vice Mayor DeLonga stated he would be late at the meeting of February 19, 1976 when Ordinance #25, 1976 would be read on second and final reading and that he was in favor of the rezoning. ORDINANCE #2� No conversation was held on Ordinance #2, 1976 structures on public -1§76: utility easements, which will be read on first reading on February 19, 1976. ORDINANCE #30 Ordinance #3, 1976, a PUD proposed by Mr. Vincent Pappalardo, 97 Yorkshire Properties, Inc. on land in Section 12 -42-42 was workshopped by the Council. Mr. Raymond Royce, Attorney for Mr. Pappalardo was present to examine and comment on the Ordinance as prepared by Attorney Brant. Minor changes were made and the Ordinance will be re-written by Attorney Brant for first reading on February 19, 1976. PETITIONS AND COMMUNICATI(]116: Mayor Martino acknowledged receipt of communications from: WILLIAM 1. William H. Harrold, Attorney, Public Service Commission, Ham: regarding rate structure of water and sewer. AMERICAN PUBLIC_ 2• American Public Works Association advising that Leonard Devine WORKS ASSOC.; had been nominated as one of the top 10 Public Works Directors. REP. TOM LEWIS: 3. Representative Tom Lewis enclosing a resolution adopted by the r Workshop Meeting, February 12, 1976 Page 6 Palm Beach County Legislative Delegation relative to the traffic hazard at the northern terminus of I -95 in Palm Beach Gardens. Reference was made to the letter sent by the City Manager to the Chamber of Commerce relative to a press release, that as a result of a resolution by the Chamber, quick response was received from the DOT to ease the congestion at I -95 and PGA Blvd. The letter reminded the Chamber that the City has not been idle in their efforts to rectify this problem. Councilman Wiley stated that what is being done is inadequate and recommended that the City continue to press for an overpass at the intersection of I -95 and PGA Blvd. ITEMS FOR DISCUSSION: INSURANCE Robert Diamond, Agent of Record, presented two proposals for the PROGRAM: Council's consideration for an insurance program for the City 1"1 employees, which is due for renewal on February 20, 1976. The Council concurred to accept the proposal from Connecticut General Insurance Company, which will be done by a formal motion at the Regular Meeting on February 19, 1976. APPEARANCE PLAN: The City Attorney was directed to prepare an adopting Ordinance for the Appearance Plan of the City for consideration at the Regular Meeting, March 4, 1976. PROJECT The Project Priority Item list was reviewed by the Council and PRIORITY ITEMS: comments were made on various items. REPORTS: Mayor Martino reported he had attended the Planning and Zoning P &Z COMMISSION Commission Meeting held February 10, 1976; the minutes of the MEETING: meeting are in the Council information folder. i Workshop Meeting, February 12, 1976 Pag e 7 B &E COMMITTEE Councilman Kiedis reported he had attended the Beautification and MEETING,. �^ Environmental Committee Meeting held February 11, 1976. The Committee stressed better maintenance of the plants and trees planted around the City, and will be re- submitting the Tree Ordinance to the Council for their consideration. Councilman Kiedis asked that the manpower at Plant Drive Park be utilized to the .fullest extent.
