WORKSHOP MEETING
CITY OF PALM BEACH GA%ZDENS
MARCH 11, 1976
The Ktorkshop Meeting of the City Council of Palau Beach Gardens
was called to order by Mayor Martino at 8:00 P.M. in the Assembly
Room, 10500 N. Military Trail, Palm Beach Gardens, Florida and
opened with the Pledge of Allegiance to the Flag.
ROLL CALL: Roll was called by the City Clerk and present were: Mayor Martino,
Vice Mayor DeLonga, Councilman Wiley, Councilman Kiedis and
Councilman Feeney. Attorney Brant was in attendance.
MINUTES: The Minutes of the Regular Meeting of March 4, 1976 were
unanimously approved by the City Council as written.
ANNOUNCEMf.NTS : Mayor Martino made the following announcements:
Merit System Board Meeting - Monday, March 15, 1976 at 7 :30 P.M.
General Election _ Tuesday, March 16, 1976. Polls open at 7 A.M.
to 7 P.M.
Woman's Club meeting -. Wednesday, March 17, 1976.
PRESENTATION: Mayor Martino presented the City Council with an authentic replica
of the Bicentennial Seal received from and donated by Don Barr,
=271 Althea Way, Palm Beach Gardens.
MEET THE A public forum "Meet the Candidates Night" was held by the North
CANDIDATES
NIGHT: Palm Beach /Palm Beach Gardens Jaycees emceed by Frank Shurick, a
member of the Jaycees.
The lnorkshop Meeting was recessed to conduct the forum and
reconvened at 10 :00 P.M. A�ayor Martino thanked the Jaycees for
hosting the political forum which demonstrated their interest in
the community.

QUESTIONS Mayor Martino entertained questions pertaining to the Charter.
PERTAINING TO
CHARTER: On behalf of the Council he urged the residents to endorse
Proposition One which is the adoption of the Charter, as revised,
to make it a more viable document, and will be presented to the
voters on a referendum ballot at the March 16th election.
Mayor Martino advised a newsletter had been mailed to all the
residents explaining in detail the changes made in the Charter.
The Council did not take a formal stand on Proposition Two, changing
the term of office of Councilmen from 2 years to 3 years, which
will also be presented to the voters on the referendum ballot.
COMMENTS FROM THE PUBLIC FOR ITEMS NOT ON THE AGENDA:
DIRT BIKES- Mr. Bill Davis, Althea way commended the City Council on the
ALTUR.A WAY
dignified manner in which they conduct their meeting. He informed
the Council of a dangerous and annoying situation where dirt bikes
are driven by children between the ages of 13 and 16 years of age
on the easement on the canal bordering Althea Way, and asked for
assistance from the City Council to eliminate this situation.
Mike Jackson, Althea Way and other residents from that area were
also present at the sheeting expressing concern about the noise
pollution caused by the dirt bikes in this area.
The Council irstructed the City Manager to construct cawing gates
at the exits of the easement on both sides of the Farman River
bordering Althea Gray and Empress Street to block the access way,
PETITIONS AND COMMUNICATIONS:
COUNTY ENGINFER:Mayor Martino acknowledged receipt of a communication from
the Assistant County Engineer asking for input relative to road

construction by April 15, 1976 for consideration during their
budget hearings.
Ed Himmelsbach addressed the Council relative to the lack of curbs
on the median on Northlake Blvd.
REPORTS: Councilman Kiedis reported he had attended the Planning and Zoning
PLANNING AND_ Commission and Site Review and Appearance Plan Committee meeting
_ MMTSSION
1AIEETING., held March 9, 1976: a Conditional Use was granted to the palm Beach
Gardens Hospital for the existing and all future expansion and
ground rules were determined for approving site plans by the Site
Review and Appearance Plan Committee.
RECREATION Councilman Kiedis reported that he had attended the Recreation
ADVISORY BOARD
MEETING. Advisory Board Meeting held March 9, 1976: the tennis committee
made a report, hand ball courts were discussed, comments given
relative to tennis reservations, plans for 18 soft ball teams given,
and suggestion made for marquees to be placed at 3 locations
advertising some important happening in a particular week.
PBG HOSPITAL Councilman Feeney reported he had attended the groundbreaking

March 5, 1976. Councilman Kiedis, acted as fpokefian for the City
in the absence of the Mayor.
ADJOURNMENT: No further b siness, the meeting adjourned at 10 :30 P.M.
