HomeMy WebLinkAboutMinutes Council 032576I WORKSHOP MEETING CITY OF PALM BEACH GARDENS MARCH 2 5, 1976 The Workshop Meeting of the City Council. of Dalm Beach Gardens was called to order by Mayor Martino at 8:45 P.M. following the Reorganization Meeting and the showing of home movies by ivir. Wiley of Council functions. The meeting was held in the Assembly Room, 10500 North Military Trail, Palm Beach Gardens. ROLL CALL: All members of the Council and Attorney Brant were present. ANNOUNCEMENTS: Mayor Martino announced that the NPB /PBG Jaycees would hold a meeting in the Assembly Room on Monday, March 29, 1976. ITEMS BY THE CITY MANAGER: City Manager John L. Orr advised that the lighting program in Plat 1 would be completed next week with the addition of 29 new lights in the area; and that the baseball season would officially begin on April 3, 1976 at the Plant Drive fields. ITEMS BY THE MAYOR AND COUNCIL: MAYOR MARTINO: Mayor Martino stated that, in view of the fact that a fate. accident had occured this date at PGA Blvd. and Prosperity Farms Road, he would write to the County requesting further consideration of additional safety factors at the conjested intersection. VICE MAYOR City Manager John Orr assured Vice Mayor Feeney the fence at FEENEY: Lake Catherine that was torn down by the Boy Scouts would be replaced. COUNCILMAN It was determined that the Bicentennial posters had been misplaced or given back to the winners. i Workshop Meeting, March 25, 1976 Page 2 RESOLUTIONS: Resolution #15, 1976 requesting that the laws relating to motor RESOLUTION #151 vehicle insurance for persons between the ages of 18 and 25 be amended, was workshopped by the Council, and will be put on the agenda of the Regular Meeting of April 1, 1976. ORDINANCES: ordinance #40 1976 adopting the Appearance Plan for the City ORDINANCE #4, was discussed by the Council and will be read on first reading 1976: at the Regular Meeting of April 1, 1976, will be workshopped on April 8, 1976 and a Public Hearing and second reading will be held at the Regular Meeting of April 15, 1976. PETITIONS AND COMMUNICATIONS: Mayor Martino acknowledged receipt of communications from: NORTHERN PALM 1. Northem Palm Beach County Chamber of Commerce relative to BEACH COUNTY CHA0,13ER OR the traffic congestion at the Northlake Boulevard interchange of COMMERCE: I -95. MANGONIA PARK: 2. Mangonia Park, Florida enclosing a resolution requesting the Governor and the Legislative Delegation repeal Article V, Section 20 (U) (4) of the Florida Constitution permitting the continued existence of Municipal Courts. Judge Rogers had indicated to Attorney Brant that he would attend a Council meeting to explain the abolishment of Municipal Courts by January 3, 1977, and the Council concurred to invite Judge Rogers to attend the Meeting of April 8th. NORTHERN PALM 3. Northern Palm Beach County Chamber of Commerce invitation to BRACH COUNTY CHAMBER Or become a member at a cost of $100.00 per year. The Council CONL1 dERCE: directed the City Manager to attend a Board Meeting of the Chamber to determine if it was worthwhile for the City to become a member. An invitation was also extended to the Mayor and Council to attend Workshop Meeting, March 25, 1976 Page 3 the Commerce Breakfast at the Sweden House on April 14, 1976 at 8:00 A.M. MINCE ALVAREZ: 4. Vince Alvarez, President, Palm Beach Gardens Youth Athletic Association requesting the use of the Fire Station on may 1, 1976 to hold a "Las Vegas Night" fund raising event. The Council concurred to take this request under advisement. REPORTS: Mayor Martino reported he had attended the Site Plan and Appearance SITE PIAN & Review Committee and Planning and Zoning Commission Meeting held APPEARANCE COMMITTEE; March 230 1976; the site plans for the expansion of the hospital were approved. P &Z COMMISSION Councilman Kiedis reported he had also attended the above mentioned MEETING: meeting; the P &Z Commission had unanimously approved the request for annexation and rezoning of a parcel within Section 4_42..43 by R.D. Realty, Incorp. The Council directed the City Attorney to prepare the necessary Ordinance for consideration by the Council. BICENTENNIAL Councilman Kiedis reported he had attended the Bicentennial COMMITTEE MEETING: Committee Meeting held March 24, 1976 and he read a list of activities planned by that Committee for the 4th of July.
