HomeMy WebLinkAboutMinutes Council 040876WORKSHOP MEETING CITY OF PALM BEACH GARDENS APRIL 89 1976 The Regular Meeting of the City Council of Palm Beach Gardens was called to order by '`layor Martino at 8:00 P.M. in the Assembly Room, 10500 N. Military Trail, Palm Beach Gardens, Florida and opened with the Pledge of Allegiance to the Flag. ROLL CALL: Roll was called by the City Clerk and present were: Mayor Martino, Vice Mayor Feeney, Councilman Kiedis, Councilman Laurie and Councilman Rossow. Attorney Brant was in attendance. MINUTES: The Minutes of the Regular Meeting of April 1, 1976 were unanimously approved by the Council. ANNOUNCEMENTS: Mayor Martino made the following announcements: Merit System Board Meeting would be held Monday, April 12, 1976 at 7:30 P.M. Planning and Zoning Commission: Meeting would be held Tuesday, tipril 13, 1976 at 7:30 P.M. Volunteer Firemen's Meeting would be held Tuesdays April 13, 1976 at 7 :30 P.M. Beautification and Envixmmental Committee Meeting would be held Wednesday, April 14, 1976 at 7 :30 P.M. PROCLAMATION: Mayor Martino read a Proclamation declaring April 12 - April 18, 1976 as "Weight Watchers Week ". ITEMS BY THE CITY MANAGER: The following items were presentedfor the Council's consideration by the City Manager: COLLECTIVE 1. Advised of the Election for the Police Department held by PERC BARGAINING: to have PBA represent the Police Department for Collective Workshop Meeting, April 8, 1976 Page 2 Bargaining purposes. The Council had no objection to the recommendation of the City Manager that the City Attorney contact PERC relative to the method of handling the election, which he considered irregular, and would challenge. JATAIS OF LIFE: 2. Advised Jaws of Life was a very impressive tool. MUNICIPAL TRAFFICS. Maintaining the Municipal Traffic Courts if option is extended COURTS: to 1979. The City Attorney was directed to prepare a Resolution, for the retention of the City's Municipal Court, for the agenda of the Regular Meeting April 15, 1976. ITEMS BY THE MAYOR AND COUNCIL: MAYOR MARTINO: Residents of Town Hall Home area have requested trees be planted there and Councilman Rossow will follow up with a request to the Beautification and Environmental Committee for same. `-` COUNCILMAN City Manager John L. Orr advised that the specifications for bid LAURIE: on a new Fire Truck have been prepared by Chief Arrants and are under consideration, and will be placed on the agenda in June. COUNCILMAN The Planning and Zoning Commission will be asked for a recommendation KIEDIS : relative to reserve annexation and the annexation of the land locked areas in the City. The Council was receptive to the recommendation of Councilman Kiedis relative to approaching the owner of the Lake Catherine area regarding a long term lease. VICE MAYOR At the recommendation of Vice Mayor Feeney, the City Attorney was F ENEY: directed to prepare an Ordinance declaring a moratorium for 120 days on the construction of Town Houses in the City. This will allow time for the Planning and Zoning Commission and the Workshop Meeting, April B. 1976 ORDINANCES: ORDINANCE #41, 1976: ORDINANCE #50 T9'7U--. — ORDINANCE #6? T97615— Page 3 consultant, Marvin Hill to provide provisions in the Code for the Town House concept with a realistic definition. Frank Hart spoke from the audience requesting that an area be provided for skate boarders, which Councilman Kiedis will review with the Recreation Advisory Board. No comments were made on Ordinance 04, 1976 adopting the Appearance Plan for the City. A Public Hearing and second reading will be held April 15, 1976. Discussion was held on Ordinance #5, 1976 annexation of certain lands within Section 4..42 -43 with the location of the land pointed out on the map. First reading will be held at the April 15, 1976 meeting and a Public Hearing and second reading on May 6, 1976. Discussion was held on Ordinance #6, 1976 rezoning of certain lands within Section 4- 42 -43. First reading will be held on April 159 1976 and a Public Hearing and second reading will be held May 6, 1976. A recommendation was received from the Planning and Zoning Commission, as a result of a Public Hearing held March 23, 1976 that the parcels in question be annexed and rezoned. PETITIONS AND COMMUNICATIONS: Mayor Martino acknowledged receipt of communications from: DOYLE- SPENCER: 1. Doyle- Spencer, Inc. apologizing for a sales sign being placed at Military Trail and Lilac Street in violation of the Sign Code. NORTHERN PALM 2. Invitation from the Northern Palm Beach County Chamber of BEACH COUNTY CHAMBER OF Commerce to a Coffee at the Sweden House on April 14, 1976 at 8 :00 A.M. Workshop Meeting, April 8,1976 Page 4 H.C. CHANDLER 3. H.C. Chandler, Jr. District Maintenance Engineer, DOT relative DOT: to further improvements to Northlake Blvd. as suggested in a letter from Mayor Martino to them dated March 26, 1976. REP. TOM LEWIS: 4. Representative Tom Lewis regarding Mayor Martino's letter dated March 26, 1976 to DOT. SENATOR CHILDERS:5. Senator Donnell Childers regarding Mayor Martino's letter dated March 26, 1976 to DOT. MRS. MICHAEL 6. Mrs. Michael Gianetti stating that the Hetzel Brothers Pageant GIANETTI: has become an eyesore between showings and should be removed. AREA PLANNING 7. Frank Brutt, Area Planning Board re designation of municipal BOARD: representatives to the "Areawide Advisory Group". FLORIDA GAME & 8. Florida Game and Fresh Water Fish Commission relative to the FRESH WATER COMMISSION: Amur fish and their inability to place in the canals in the City. CONGRESSMAN 9. Congressman Rogers notice of an Environmental Protective ROGERS : meeting at the West Palm Beach Library on April 21, 1976 from 10 -. 11:30 A.M. ITEMS FOR DISCUSSION: ORD. #100 1975- Ordinance #10, 1975 - Revisions to the Landscape Ordinance was REV ISIONS-7u- D P RD.: workshopped by the Council making reference to the comments by Councilman Wiley for landscaping pole and ground signs, the input from Art Nelson and the B &E Committee and Ordinance #7, 19752 the Tree Preservation Ordinance. Councilman Kiedis suggested that the Tree Preservation Ordinance be incorporated into the Landscape Ordinance confining it to the preservation of native trees only. Workshop Meeting, April 80 1976 Page 5 Ordinance #10, 1975 will be workshopped at the April 22, 1976 meeting to consider the requirement for pole and ground signs and the incorporation of the Tree Preservation Ordinance. NON - CONFORMING Mayor Martino referred to the many requests received for variances to Ordinance #1, 1974, the Landscape Ordinance for non - conforming areas that must comply by May 17, 1976. The Council concurred to leave in Section 31.6 Non - Conforming Areas as it is now written in Ordinance #1, 1974. COMMITTEE OF Discussion was held on the composition of the Committee of ADJUSTMENT - RD.: Adjustment as spelled out in the Ordinance. The Council concurred that the City Manager, the Mayor and the Building Official should not serve on the Committee. It was decided that the Chairman of the Site Plan Review Committee; the Chairman of the Beautification and Environmental Committee; Art Nelson, a Landscape ArchiJect; a businessman and an interested citizen should serve as members. The City Manager will obtain the names of businessmen and citizens who are interested in serving, and the City Attorney was directed to prepare a resolution appointing members to the Committee of Adjustment for consideration at the meeting of April 15, 1976. NEGOTIATING The Council discussed who should serve on the Negotiating Committee COMMITTEE C70IM ECTIVE to represent the City relative to Collective Bargaining. The BAR UK —IN-TN"G : names of the City Manager, City Attorney, Chief of the Police Dept., and Councilman Gerald Rossow were suggested. Further discussion will be held at the meeting of April 15, 1976, for direction to the City Manager. ~' REPORTS: Councilman Kiedis reported he had attended the Bicentennial Committee Meeting held April 7, 1976; an updated report was made on the confirmed program for the 4th of July. The City Manager was asked to supply additional justification for the recommendation of increased compensation to Alyce Marshall, Tennis Pro, for further consideratim by the Council.
