CITY OF PALM BEACH GARDENS
MAY 139 1976
The Workshop Meeting of the City Council of Palm Beach Gardens
was called to order by Vice Mayor Feeney at 8:00 P.M. in the
Assembly Room, 10500 North Military Trail, Palm Beach Gardens,
Florida, and opened with the Pledge of Allegiance to the Flag.
ROLL CALL: Roll was called by the City Clerk and present were: Vice Mayor
Feeney, Councilman Laurie and Councilman Rossow. Councilman
Kiedis was absent. Mayor Martino was detained and arrived late.
Attorney Brant was present when the meeting reconvened after
visiting the Fire Station.
MINUTES: The Minutes of the Regular Meeting of May 6, 1976 were unanimously
approved by the Council.
ANNOUNCEMENTS: Vice Mayor Feeney made the following announcements:
Thomas Hayes, Assistant to Senator Lawton Chiles would be at the
City Hall on Wednesday, May 19, 1976 from 9 -11 A.M.
A Bicentennial Committee Meeting would be held on Wednesday,
May 19, 1976 at 7:30 P.M.
ITEMS BY THE CITY MANAGER:
LIBRARY: The City Manager, John L. Orr, reiterated, for the benefit of the
two new members of the Council, the directive to the City Attorney
to prepare a letter of intent to the County Commission confirming
the location of a Library on City property on the corner of
Military Trail and Burns Road for their consideration at their
next budget session. The Council concurred to pursue this item.
FEDERAL REVENUE The City Manager, John L. Orr, advised he would present the Council

with the latest update on the Federal Revenue Sharing Account
and the Contingency Account. The Public Works Director will attend
the next Council meeting to inform the Council of the method to
provide water to the City Complex for an irrigation system at the
complex and at the ball fields on the adjacent 10 acres.
ITEMS BY MAYOR AND COUNCIL:
COUNCILMAN Councilman Laurie suggested consideration be given for a Civic

Center with the possibility of using Federal Funds.
COUNCILMAN Councilman Rossow commented on the complaints regarding the

maintenance of the canals in the City and the feasibility of a
traffic light at Holly Drive and Military Trail.
The City Manager was directed to contact the County relative to
the above mentioned traffic light and also the location of one
at Alt. AlA and Burns Road.
ADJOURNMENT: At the suggestion of Mayor Martino, the meeting was recessed at
8 :35 to tour the Fire Station.
The Council, City Manager, City Clerk and Edith Judge, reporter,
went to the Fire Station. Chief Arrants, Fire Fighter Bill white
and the Board of Directors of the Volunteer Hire Department were
there to show the vehicles and equipment and to explain the
workings of the Department. A demonstration was held on the
use of the "Jaws of Life ", as a life saving device. A question
and answer session followed.
The Workshop Meeting reconvened at 10:50 in the Assembly Room,
10500 North Military Trail.
RESOLUTIONS: Resolution #23, 1976 amending the Merit System Rules and Regulations

RESOLUTION #23, was workshopped by the Council. The following changes were made:
1976:
Page XI -1 B. 1. add "within 10 days of the infraction ".
1� Page XN -2 C. 2. to read "The Merit System Board shall, within or
no later than forty five (45) days from date appeal is filed,
hold a hearing to hear the evidence...." Second sentence hereto
changed to thereto.
Page XV -2 D. 1. Second sentence add "or his counsel" after
concerned.
Resolution I#23, 1976 will be placed on the agenda of the May 20,
1976 meeting.
RESOLUTION #25, Resolution #25, 1976 appointing a member to the Zoning Board of

Appeals and Resolution #26, 1976 appointing a member to the
RESOLUTION #260
1976: Beautification and Environmental Committee will be placed on the
agenda of the May 20, 1976 meeting.
ORDINANCES: The City Manager, John L. Orr, explained to the Council his reasons
ORDINANCE #9, for the budget revision figures.
1976:
Ordinance #9, 1976 Budget Revisions will be read on second reading
with a public hearing at the May 200 1976 meeting.
ORDINANCE #10, Ordinance #10, 1976 - Interim Service and Facilities Fee will be

read on second reading with a Public Hearing at the June 3, 1976
meeting.
ORDINANCE #11, Ordinance #11, 1976 Designating the Planning and Zoning Commission:
as the Local Planning Agency, pursuant to the Local Government
Comprehensive Planning Act of 19751 will be read on first reading
at the Regular Meeting on May 20, 1976.
ORDINANCE #10, Due to the lateness of the hour, discussion on Ordinance #10, 1975 .
1975:
revisions to the Landscape Ordinance will be held at the May 20,
1976 meeting.

Mayor Martino acknowledged receipt of a communication from
Representative Poorbaugh relative to Resolutions 18 and 20 from
the City.
Vice Mayor Feeney reported he had attended the Planning and
Zoning Commission Meeting held May 11, 1976 which was adjourned
due to the lack of any pertinent items on the agenda.
Councilman Rossow reported he and Sam Carsillo, Chairman of the
Beautification and Environmental Committee toured the City to try
an establish locations for the planting of trees. Special
consideration was given to the Crestdale and Tows: Hall areas for
this project.
No further business, the meeting adjourned at 12 :00 midnight.
