HomeMy WebLinkAboutMinutes Council 052776W1ORKSHOP MEETING CITY OF PALM REACH GARDENS MAY 27, 1976 The '-orkshop Meeting of the City Council of halm Beach Gardens was called to order by Mayor Martino at 8:00 P.M. in the Assembly Room, 10500 N. Military Trail, Palm Beach Gardens, Florida, and opened with the Pledge of Allegiance to the Flag. ROLL CALL: Roll was called by the City Clerk and present were: Mayor Martino, Vice Mayor Feeney, Councilman Kiedis, Councilman Laurie and Councilman Rossow. Attorney Brant was in attendance. MINUTES: The Minutes of the Regular Meeting of May 20, 1976 were unanimously approved by the Council. ANNOUNCEMENTS: Mayor Martino made the following announcements: A Bicentennial Committee Meeting would be held Wednesday, June 2, 1976 at 7 :30 P.M. A Public Hearing by the Public Service Commission would be held on '-'ednesday, June 2, 1976 relative to the application of Seacoast Gas Corp. to change its rates and charges. The Administrative Offices would be closed on Monday, May 31, 1976 Memorial Day. COMMENTS FROM THE PUBLIC FOR ITEMS NOT ON THE AGENDA: IRRIGATION Leonard Devine, Director of Public works explained to the Council §YSTEM T CITY MP E:;: his recommendation to provide an irrigation system to the City Complex (which encompasses the -}0 acres) from the Thompson River. Mr. Devine estimated the cost of the project to be $4,177.78 and stated he would provide the Council with the information in writing together with a schematic. i Workshop Meeting, May 27, 1976 Pag e 2 City Manager John L. Orr advised that this item was next on the priority list and funds would be taken from the Federal Revenue Account. ITEMS BY THE CITY MANAGER: City Manager John L. Orr advised the Council of the .following: DRAINAGE -PGA 1. Received word from Don Kohl, Administrator, North County BLVD. Complex, that the drainage problem at the PGA. Shopping Center located on PGA Blvd. and Prosperity Farms Road will be corrected. MARY IN HILL: 2. Marvin Hill, Planning Consultant, will be in the City on Tuesday, June 1, 1976 and will attend the Planning and Zoning Commission to review the work that has been completed by that Committee. ECHLIN 3. The Planning and Zoning Commission at their meeting held (MANUFACTURING COMPANY: May 25, 1976 recommended that Corporate Administrative oifi.ces when located on a primary street be placed in the Code under a conditional use. This resulted from a presentation from Bro%7n & Orr, Realtors, representing Echlin Manufacturing Company to locate a world headquarters within the R -3 Zoning category on the west side of Military Trail. CONDITIONAL Discussion followed by the Council and it was the consensus of the USE: Council that all uses in Section 6. R -3 residential district, items 4 through 9 be placed under a conditional use. The Planning and Zoning Commission at their Special Meeting to be held on Tuesday, June 1, 1976, will consider this recommendation as an item ror discussion. ITEMS BY MAYOR AND COUNCIL: COUNCILMAN The City Manager advised Councilman Kiedis that appraisals will be KIEDIS: obtained on the property on the south side of Burns Road adjacent i Workshop Meeting, May 27, 1976 page 3 to the Presbyterian Church and MRI property after a survey is received from Howard Searcy. Councilman Kiedis asked that the bottom lambs of the tree located on Holly Drive near the First Church of God be trimmed. COUNCILMAN Councilman Laurie asked that the ;police Department closely monitor LAURIE: the violation of bicycles without reflectors. VICE MAYOR Vice Mayor Feeney commented on the use of attack dogs to fight FEENEY: crime in New York City and recommended placing in the Code provisions for an identification on the collar of these dogs and registration with the Police Department in order to prevent serious injury to unsuspecting people. COUNCILMAN City Manager ,john L. Orr advised Councilman Rossovi that the signs R had been placed on the front slope of the City Hall indicating the hours that skate boards may be used at that location. COMMIT TEE TO At the recommendation of the City Manager, a Committee consisting UPDATE CODE of Vice Mayor Feeney, Councilman Rossow and Councilman Laurie wil review and update the Code book. Mayor Martino appointed Vice Mayor Feeney as Temporary Chairman. ORDINANCE #8 No discussion was held on Ordinance #8, 1976 increasing the costs 976: for filing of an annexation petition. A Public Hearing will be held on June 3, 3976. ORDINANCE #10, No discussion was held on Ordinance #10, 1976 Interim Services and Facilities Fee. A Public Hearing will be geld June 3, 1976. /&- ORDINANCE # . Discussion was held on Ordinance #, 1975 revisions to the �9 Landscape Ordinance, in particular, the comments from Art Nelson regarding the landscaping of a pole and ground sign, and the i Workshop Meeting, May 27, 1976 Page 4 comments from Mr. Walter Wiley regarding same. The City Attorney was instructed to prepare a new draft of the ordinance incorporating all the changes made and to include a section relative to the maintenance responsibility and penalty clause. PETITIONS AND COMMUNICATIONS: 9 -1 -1 SYSTEMS itayor Martino acknowledged receipt of a communication from the PLANNING C TTEE: -1 System Planning Committee enclosing a copy of their minutes of the meeting on April 290 1976. REPORTS: Mayor Martino read a report from Mr. t'alter Miley, a member of the ZONING BOARD OF Zoning Board of Appeals, of the meeting held this date. A APPEALS: variance for a swimming pool was granted to fir. & Mrs. Eddy Del Rio, 380 Aster Street. A reorganization meeting was held which resulted in Mr. 1,iley being appointed Chairman, Philip Bowdre - Vice Chairman and Dr. Smith - Secretary. Dr. Smith who is an alternate member has agreed to serve as a regular member in place of George Kelch, who has resigned to serve on the P &Z Commission. Discussion was held on the request from Mr. Pappalardo for a variance to the Sign Code, and the City Attorney will determine if the ZoniE4 Board of Appeals has the jurisdiction to hear the request. PLANNING AND Vice Mayor Feeney reported he had attended the Planning and Zoning ZONING COMMISSION: Commission Meeting held May 25, 1976; the action of the Committee had already been reported by the City Manager. ADJOURNMENT: No further business, the meeting adjourned at 11 :10 P.M.
