HomeMy WebLinkAboutMinutes Council 061776REGULAR KEYING CITY OF PALM BEACH GARDENS JUNE 170 1976 The Regular Meeting of the City Council of Palm Beach Gardens was called to order by Mayor Martino at 8:00 P.M. in the Assembly Room, 10500 N. Military Trail, Palm Beach Gardens, Florida, and opened with the Pledge of Allegiance to the Flag. ROLL CALL: Roll was called by the City Clerk and present were: Mayor Martino, Vice Mayor Feeney, Councilman Kiedis, Councilman Laurie and Councilman Rossow. Attorney Brant was in attendance. MINUTES: The Minutes of the Regular Meeting of June 3, 1976 were unanimously approved by the Council. ' ANNOUNCEMENTS: Mayor Martino made the following announcements: A Bicentennial Film "Uncle Sam Magoo" will be presented by the Recreation Department on Monday, June 21, 1975 at 6:30 and 8:00 '.:I. in the Recreation Room on the ground floor of the City Hall. Registration for the Summer Program would be held Friday, June 18, 1976 at 9:00 A.M. at Plant Drive. Planning and Zoning Commission Meeting would be held Tuesday, June 2 1976 at 7:30 P.M. A Pet Show would be held at Plant Drive on Friday, June 25, 1976 at 9:00 A.M. A Pet demonstration would be held in the Council Room on Friday, June 25, 1976 at 2:00 P.M. t-ENDELL ORR: Mendell Orr, Architect, addressed the Council relative to the proposed construction oX a 14 unit apartment building, by his client Richard Jacobs, to be located across from the Tanglewood i June I7, 1976 Regular Meeting Pag e 2 Shopping Plaza on the west side of Military Trail. Mr. Orr stated he was appearing before the Council at the recommendation of the Planning and Zoning Commission since there was a question as to whether or not this proposed complex would come under the definition of a townhouse or another definition. Discussion Followed and Mr. Orr met with Attorney Brant to review the plans to make a determination. Attorney Brant reported to the Council that Mr. Orr could proceed under the multiple apartment complex section of the Code after the plans had been reviewed by the Building Official for the setback requirements etc. COMMENTS FROM THE PUBLIC FOR ITEMS NOT ON THE AGENDA: SAM CARSILLO: Mr. Sam Carsillo, Chairman of the ME Committee reported 500 B &E COMMITTEE Tabebuia trees had been received and would be planted in the Town REPORT: Ha 11 homes area; 300 -400 Malayan Palm trees would be planted around the City starting on Holly Drive; means to provide a sprinkler system for the median strip on Holly Drive was being prepared; suggested placing "no dumping signs" on vacant lots in the City and requested the B &E Committee budget figures. KEN STAGGS & Ken Staggs and Buck Van vanderham, members of the Recreation BUCK VAN- WANDER : Advisory Board and Recreation Supervisor Steve Henning came to the meeting after the adjournment of the Recreation Advisory Board Meeting. Mr. Van Wanderham brought to the Council's attention the fact that the lights at the tennis courts had not been operating at full capacity for many months, and asked the Council to consider placing the two maintenance people under the direction of the Recreation Department. Mr. Van ti'anderham stated as a result of the survey, an indication was made that the residents would consider a bond issue for a community swimming pool. s Regular Meeting, June 179 1976 Page 3 Discussion followed and the Council was in agreement that the tennis court facilities should be usable to full capacity. A motion was made, seconded and unanimously adopted authorizing the City Manager to investigate and report back within 6 weeks on the cost for a permanent lighting system for the tennis courts and within two weeks on the cost to replace and repair the present lighting system. ORDINANCES: The Public Hearing was declared open by Mayor Martino on consideratior ORDINANCE #11, of Ordinance #1101976 Designation and Establishment of a Local Planning Agency as duly advertised on May 24, 1976. There was no conversation from the audience or from the Council. Mayor Martino declared the Public Hearing closed. Ordinance #11, 1976 was read on second reading by title only by the City Clerk, and unanimously adopted by the Council. REPORTS: Vice Mayor Feeney reported he had attended the Planning and Zoning P &Z COMMISSION Commission Meeting held June B. 1976 and reviewed the minutes which MEETING are on file. PBGYAA MEETING: Councilman Laurie reported he had attended the PBGYAA meeting held June 4, 1976 and he reviewed the major items that were discussed including a Spring Sports Review, changes to the Charter and the success of the Fabulous 50's event. BICENTENNIAL Councilman Kiedis reported he had attended the Bicentennial COMMITTEE MEETING: committee Meeting held June 16, 1976 and the meeting of the RECREATION Recreation Advisory Board held this evening, prior to the Council ADVISORY BOARD MEETING: meeting. Councilman Kiedis asked that some small eucalyptus trees be planted at Plant Drive, the Australian pines be trimmed around the tennis courts and the small trees staked around the tennis courts. Regular Meeting, June 179 1976 Page 4 PURCHASE OF A motion was made, seconded and unanimously adopted authorizing AMP LI FER : the City Manager to spend $125.00 from the Contingency Fund toward the purchase of an amplifier for the City. PLAQUE TO A motion was made, seconded and unanimously adopted authorizing DR. ANNE SMITH# t he City Manager to spend up to $50.00 to purchase a plaque to CHOOL: present as a remembrance to Dr. Anne Smith, Principal of Palm Beach Gardens High Schools, who is leaving the area. Monies to be taken from the Contingency Fund. B &E COMMITTEE Councilman Rossow reported he had attended the B &E Committee MEETING: Meeting held June 90 1976 and that the Committee was moving agressively toward achieving an irrigation system for the median strip on Holly Drive and he was in full support of the project. TRI -CITY Mayor Martino reported he was in contact with the Council members fUT from North Palm Beach and Lake Park and they were in agreement that a Tri -City Meeting should be held in July to be hosted by Palm Beach Gardens. Any input as to agenda items should be given to Mayor Martino. ITEMS FOR DISCUSSION: HETZEL BROTHERS Mayor Martino read a letter from Rev. John L. Frerking, President PAGEANTS: and member of the Board of Directors, Hetzel Brothers Christmas and Easter Pageants, Inc. .informing the City that they plan to continue the pageants on a regular basis and plan to improve the grounds. Discussion followed and the Council agreed the pageants were beneficial, but that a permanent structure did not belong in that particular zoning location. Rev. Frerking will be advised not to proceed until he has met with the Council to discuss his plans. i Regular Meeting# June 17, 1976 Page 5 REVISIONS TO A workshop discussion was held on the amended draft of the LANDSCAPE ORD.: revisions to the Landscape Ordinance as prepared by Attorney Brant. Changes were made to the Penalty Clause section and the Non- Conforming Areas section plus other minor changes, which will be made by Attorney Brant for first reading on July 1, 1976. The Council will consider the retroactive provision of this Ordinance at a future meeting. COMPLIANCE BY The Council directed the City Manager to prepare sketches and obtain THE CITY: cost figures by July 15, 1976 for compliance by the City to the Landscape Ordinance. ITEMS BY CITY MANAGER: The City Manager John L. Orr brought the following to the attention of the Council: DII.STANLEY DUNN:l. Dr. Stanley Dunn, Professor at FAU would attend the meeting of the B &E Committee on June 30, 1976 to give a talk and show movies relative to sound barriers for I -95. AUTHORIZATION 2. Motion was made, seconded and unanimously adopted authorizing TO PAY FOR APPRAISAL: the City Manager to pay Richard Groves in the amount of $150.00 for an appraisal on the 12 acre parcel located on the south side of Burns Road adjacent to the Westminster Presbyterian Church property, monies to be taken fromihe Contingency Fund. JUDGE SHOLTS- 3. In order to clarify questions relative to the phasing out of PHASING OUT OF MUNICIPAL Municipal Courts in January, 19779 Attorney Brant will invite COURTS: Judge Sholts or the Administrator to attend the Council Meeting on July 1, 1976 to address the Council. Regular Meeting, June 17, 1976 ITEMS BY MAYOR AND COUNCIL: Page b COUNCIL MEETING It was the consensus of the Council that certain tapes of Council TAPES: Meetings will be kept for more than a year if so specified by the Council. IDENTIFYING Councilman Laurie was advised by the City Manager that the SIGN FOR CITY Recreation Advisory Board were pursuing a marquee type sign for in front of the City Hall Complex. The City Manager was directed to obtain cost figures for a sign similar to the one designed by Hilmy Adeeb. The City Manager was directed to apply weed killer on Plant Drive field in preparation for the football season.
