CITY OF PALM BEACH GARDENS
SEPTEMBER 23, 1976
The Workshop meeting of the City Council of palm Beach Gardens was
called to order by Mayor Martino at 7:00 P.M. in the Assembly Room,
10500 N. Military Trail, Pala Beach Gardens, Florida, and opened
with the Pledge of Allegiance to the Flag.
ROLL CALL: Roll was called by the City Clerk and present were: Mayor Martino,
Vice Mayor Feeney, Councilman Kiedis, Councilman Laurie and
Councilman Rossow. Attorney Brant was in attendance.
MINUTES: The Minutes of the Regular Meeting of September 16, 1976 were
unanimously adopted by the Council.
ANNOUNCEMENTS: Mayor Martino announced that the Planning and Zoning Commission
P &Z COMMISSIONMeeting would be held Tuesday, September 28, 1976 at 7:30 P.M.

BOB BURNS- Mayor Martino introduced Bob Burns, the new reporter with the palm

FIRE -KLOCK City Manager John L. Orr reported that the fire on Wednesday, Sept.
COMPANY
22, 1976 at the Klock Company, located on Burns Road east of the
City Hall Complex had caused considerable smoke damage to the
building and an evaluation was being made as to the cause.
Mayor Martino, on behalf of the Council, expressed thanks to Chief
Arrants, Bill White and the Volunteers for their quick response
and efficiency.
ITEMS BY CITY MANAGER:
RESURFACE City Manager John L. Orr reported the cost to resurface the tennis

$1.00 per sq.yd. to last three years - $2800 and Alt. 2 - $2.00 per
sg3,d . to last five years - $5,000.
The City Council directed the City Manager to prepare the
specifications to go out for bid.
LIGHTS- The City Manager, John L. Orr presented the cost figures for lighting

the tennis courts and updating the existing lights. The Tennis
Committee will be asked for their recommendations, and the City
Manager will provide a tabulation of expenses and revenues from the
tennis program.
NOISE FROM The recommendation of the City Manager to amend Section 17 -33- Noise
LAWNhDWERS-
CHANGE HOURS: from lawnmowers, the hours to be changed from 12 noon on Sunday to
10 :00 A.M. on Sunday will be considered at a Workshop Meeting the
latter part of October.
DYER DUMP: The Council was in full agreement with the Palm Beach County Municipal
League's proposed agreement by the Board of County Commissioners for
enlarging Dyer Dump contingent upon the fact that the Riviera Beach
water problem is resolved.
HITCHHIKING: The recommendation by the Palm Beach County Municipal League to
establish a uniform policy relative to hitchhiking will be considered
at a later date after input is received from other municipalities.
ITEMS BY MAYOR AND COUNCIL:
MAYOR Mayor Martino was advised by the City Manager that the location of

trees in the Town Hall Home area would be accomplished on Friday,
September 24, 1976.
COUNCILMAN Councilman Laurie reported smoke from burning trees and debris at

the site of Mr. Pappalardo's PUD was hadardous. It will be determined

whether a permit was issued for the burning.
Councilman Laurie reported the PBGYAA will establish a time table

to clean and re -clay the Lake Catherine ball field. The PBGYAA have
requested that the Police walk around Plant Drive during the evening
hours when games are being held to control the crowd.
Councilman Kiedis reported he had talked with Rev. Frerking relative
to the Hetzel Pageant and commented that he felt nothing had been
done to improve the area. The City will remove the trash located
next to the west turret.
Vice Mayor Feeney presented the Council a copy of the letter he had
written to the Governor relative to the increase in automobile
insurance rates and asked for comments and consideration of a
resolution to that effect.
Vice Mayor Feeney requested that political signs nailed to trees and
poles be removed.
Vice Mayor Feeney referenced the article regarding the Nova Police
cars and suggested that a copy be given to the newspapers to make
the people aware of the cost savings.
Mr. Otto DiVosta made a preliminary presentation to the Council
on his proposed Sandalwood PUD to be located in Section 7 and 8.
Township 42 South, Range 43 East.
At the recommendation of the Planning and Zoning Commission, Mr.
DiVosta indicated on his plans the addition of a bicycle pedestrian
path around the loop road and along Burns Road, and the addition
of a basketball court and kiddie recreational area on 3 acres of
land in the development.
Mr. DiVosta agreed to appear before the Site Plan Review Board
with his final Landscape Plan.

Mr. DiVosta agreed to submit before advertising, final certified
plans for review by the public.
The items yet to be submitted for the Council's review are:
1. Dedication of proposed canal rights -of -way
2. Final drainage, water and sewer plans - salinity barrier
3. Final road plans for on -site
4. Overlay for consistency with the Land Use Plan
5. Performance Bond to City for completion of positive outflow
drainage system
6. Additional recreational facilities

The schedule for advertising will be first reading of the Ordinance
on October 7, 1976, a Public Hearing on October 28, 1976 as required
by the new Statute, and second and final reading of the Ordinance
on November 4, 1976.
ADJOURNMENT: On a motion unanimously carried by the Council, the meeting was
recessed until Friday, September 24, 1976 at 7:00 P.M. to be held in
the Assembly Room, 10500 N. Military Trail, to consider Item 1. under
Items for Discussion on the agenda.
The meeting adjourned at 9:30 P.M.
