HomeMy WebLinkAboutMinutes Council 100776REGULAR MEETING CITY OF PALM REACFI GARDENS OCT03ER 7, 1976 The Regular Meeting of the City Council of Palm Tleach Gardens was called to order by Mayor Martino at 8 :00 P.M. in the Assemf)ly Room, 10500 North Military Trail, Palm ;each Gardens, Florida, and opened with the Pledge of Allegiance to the Flag. ROLL CALL: Roil was called by the Deputy City Clerk and present were: Mayor Martino, slice Mayor Feeney, Councilman Kiedis, Coun- cilman Laurie, and Councilman Rossow. Attorney Irant was in attendance. MINUTE : The minutes of the Workshop Meeting of September 23, 1976, were unanimously approved as written. The minutes of the 'Workshop Meeting of September 24, 1976, were unanimously approved as written. The minutes of the Special Meetinn of September 29, 1976, were unanimously approved as written. ANNOUNCEMENTS: Mayor Martino made the following announcements: A Merit System Roard meeting would be held Monday, October 11, 1976, at 7 :30 P.M.. A meeting of the Planning and Zoning Commission will convene at 7 :30 P.M. on Tuesday, October 12, 1976. Regular Meeting, October 7, 1976 Page 2 A Volunteer Firemen's meeting would be held Tuesday, w October 12, 1976, at 7:30 P.M.. A meeting of the Recreation Advisory Board would take place on Tuesday, October 12, 1976, to convene at 7:30 P.M.. A Beautification and Environmental Committee meeting would be held on Wednesday, October 13, 1976, at 7:30 P.M.. A "Meet the Candidates ", sponsored by the Republican Com- mittee of Palm Beach Gardens, would take place at the P. S. Gardens Holiday Inn on Monday, October 18, 1976, from 7:30 P.M. until 9:00 P.M.. Mr. Richard Kinney, District Assistant to Senator Lawton Chiles, would be available in the City Hall on Wednesday, October 13, 1976, from 2 :00 P.M. until 3 :00 P.M,, to assist the citizens with any problems they may have with the Federal Government. PETITIONS AND COMMUNICATIONS: DON R. KOHL Mayor Martino acknowledged receipt of a communication of response from Don R. Kohl, Special Assistant to the County Administrator, advising that possible means are being explored relative to providing a traffic signal at the intersection of State Road Alternate A -1 -A and Burns Road. .11-� Regular Meeting, October 7, 1976 Page 3 P. B. COUNTY The members of the Council didn't express any objections to PLAN. COM. Petition Nos. 148, 151, and 156 to be considered by the P. B. County Planning Commission and Board of County Commissioners on October 14, 1976, and October 28, 19769 respectively, which were outlined in a legal notification provided the City as a courtesy. SOLID WASTE Mayor Martino acknowledged receipt of a communication from AUTHORITY the Solid Waste Authority of P. B. County seeking a nomina- tion from the City for appointment to the Citizen's Advisory Committee. The members of the Council concurred to nominate Mr. Harry Lewis of 4332 Holly Drive, PRG, contingent upon Mr. Lewis indicating his willingness to serve. RESOLUTIONS, Resolution #40, 1976, appointing and reappointing members RESOLUTION #40� to the Zoning Board of Appeals and inserting the name St-ymour A. Pine in Section 1 and the name Philip Bowdre in Section 2, was read by the Deputy City Clerk and unani- mously adopted by the City Council. RESOLUTION #41, A motion was unanimously adopted that consideration of 1976 Resolution #41, 1976, authorizing the use of one mobile home trailer at the Electro Oxide Corporation, 3896 Burns Road, PBG, be tabled until the Regular Meeting of October 21, 1976, enabling the entity to advise of their future plans for discontinuing the usage of the trailer. Regular Meeting, October 7, 1976 Page 4 ORDINANCES: Ordinance #16, 1976, providing for the creation of a +f ORDINANCE #16, Planned Unit Development use on lands located within 1976 Sections 7 and 8, Township 42 South, Range 43 East, per the petition of Mr. Otto DiVosta, was read in full by the Deputy City Clerk with the incorporation of revisions made by the Council to Section 2, Section 3 - sub - paragraph B, and the second paragraph of Section 4. REPORTS: Councilman Laurie reported on the meeting he attended of the PBGYAA PBGYAA on Monday, October 4, 1976. At that meeting a motion was duly adopted by the membership that the yearly dues of the PBGYAA be increased by $1 per family to be deposited into a special trust fund and donated to the City in five years for the construction of a community center within the City. REC. ADV. BD. Councilman Kiedis reported that during the discussions of TENNIS CIDM. the City's Recreation Advisory Board and Tennis Committee they have encouraged the installation of lights on the easterly four tennis courts at the City Hall Complex prior to the upcoming winter season enabling their maximum usage. DYER BLVD. The City Manager, John L. Orr, reported on the meeting he DUMP attended at the N. E. Palm Reach County Courthouse Annex on Wednesday, October 6, 1976, relative to the availability of the Dyer Boulevard Dump for an extended period of time. _, Regular Meeting, October 7, 1976 Page 5 ITEMS FOR DISCUSSION: COUNCIL REPRE. Council representatives were selected to be liaison members TO ADV . 3DS . to the various Advisory Boards and Special Projects. A Council Policy was trade that the Council members serve on the Boards and Committees for three -month periods to allow each Council member an opportunity to serve on the various Boa rds . SALE OF LOT Mr. Orr reported that the Trinity Methodist Church requested ON EARMAN RIVER IN that the City consider the sale of Plat 6, Block 68, Lot 12, PLAT 6 enabling the expansion of their parsonage. The City Manager and City Attorney were directed to research the possibility of selling the lot and at the same time satisfying the various public needs that prompted the purchase of the lot by the City. A Public Hearing will be scheduled at the Workshop Meeting of October 14, 1976, for the purpose of notifying the residents as a courtesy of the Council's consideration of going out for bids for the sale of the lot. ITEMS BY TFIE CITY MANAGER: CLEANING & The City Manager reported that an estimate was received from PAINTING OF CITY HALL a firm in the amount of $9,317 for the cleaninca and painting of the City Hall Complex. The Council members concurred that prior to considering such an expenditure, a portion Regular Meeting, October 7, 1976 Page 6 of the City Hall Complex be pressure- cleaned by the Public 1-1 Works Department and observed for six months. PBGHS "HOME- The members of the Council granted the PBG Hirsh School per - COMING PARADE" mission to have a "Homecoming Parade" within the City, with the stipulation that the parade is policed properly by the school and the school's staff participates. EXPENDITURES The Council reviewed the "Expenditures vs Revenue" of the VS REVENUE Tennis Membership Courts as outlined in a report prepared TENNIS MEM- BERSHIP COURTS by the Recreation Director. Vice Mayor Feeney stated and other members of the Council concurred that an increase in membership fees be considered in the near future, enabling the membership courts to be financially self- sustained. CALL FOR BIDS A motion was unanimously adopted that the City Manager be TENNIS COURT authorized to go out for bids for the lighting of the LIGHTS & RESURFACING easterly and westerly membership courts, with the proviso that the lights be installed on poles provided by the City; and that the City Manager be authorized to go out for bids for the resurfacing of the westerly membership courts. FUNDS FROM The City Manager was requested to research the necessary PUBLIC WORKS BILL data to apply for funds made available by the "Public Works Bill ", to construct a library and possibly a community center within the City. Regular Meeting, October 7, 1976 Page 7 SALES TAX The City Manager was directed to advise the Department of ON TRASH BAGS Revenue that additional clarification is requested prior to the City paying the amount of $587.21 levied against the City by the Department for sales tax on the trash baqs sold by the City the last three years. CONTRACT WITH The City's contract with Mr. Marvin C. Hill, Planning MR. HILL, PLANNING CON- Consultant, will be discussed at the Workshop Meeting of SULTANT October 14, 1976. ITEMS BY THE MAYOR AND COUNCIL- MAYOR MARTINO: Mayor Martino reiterated that prior to the issuance of a PINEHURST building permit for the development of the Pinehurst Garden GRDN APTS Apartments, the developer is required to submit the documents relative to conveyance of fee simple title for Attorney Brant's perusal. ECHLIN MANU- In answer to Mayor Martino's question, the City Manager FACTORING COMPANY advised further information has not been received from the Echlin Manufacturing Company relative to their proposed development within the City. EXCESSIVE STORM The City Manager advised that the unsatisfactory flow of the �R ALONG PGA BLVD excessive storm water along PGA Boulevard, west of Prosperity Farms Road, has not been alleviated. MAINTENANCE OF Mayor Martino requested that the canal at Meridian Park be MERIDIAN PK CANAL cleaned and mowed. Regular Meeting, October 7, 1976 Page 8 COUNCILMAN In answer to Councilman Laurie's question, the City Manager LAURIE: advised that Federal Revenue Sharing Funds have not been FEDERAL REV. SHARING FUNDS passed and appropriated. DENIAL OF COM. The City Manager advised that the City did not qualify for DEV. GRANT FUNDS monies from the "Community Development Grant" for the irriga- tion of the ten acres of land located contiguous to the City Hall Complex. LANDSCAPING The City Manager advised that the landscaping plans for the PLANS - CITY HALL City Hall will be resubmitted to the Landscape Committee of Adjustments for consideration of approval. PROHIBITING The adoption of an Ordinance prohibiting outside burning OUTSIDE 11URNING within the City will be considered in the future. VICE MAYOR Vice Mayor Feeney reiterated the need for railroad guard FEENEY- gates and a traffic signal at the corner of A -1 -A Alternate RR GUARD GATES & TRAFFIC and Burns Road. SIGNAL AUTOMOBILE Vice Mayor Feeney recommended that a Resolution relative to INSURANCE RATES automobile insurance rates be considered in the near future. COUNCILMAN The City Manager advised that the week of October 10, 1976, ROS SOW: he will recommend to the City Council for their consideration RECOMMENDATION OF POLICE an individual to fill the position of Chief of Police upon CHIEF Chief Pecht's retirement.
