HomeMy WebLinkAboutMinutes Council 101476WORKSHOP MF ET ING CITY OF PALM BEACH GARDENS OCTOBER 149 1976 The Workshop Meeting of the City Council of Palm Beach Gardens was called to order by Mayor Martino at 8:31 P.N. following the Special meeting, and was held in the Assembly Room, 10500 N. Military Trail, Palm Beach Gardens, Florida. ATTENDANCE: All the members of the Council and Attorney Brant were present. MINUTES: The Minutes of the Regular Meeting of October 7, 1976 were unanimously approved by the Council. ANNOUNCLMENTS: Mayor Martino made the following announcements: Florida Trail Riders Meeting - Saturday, October 16, 1976 at 7:30 PM Woman's Club Meeting - Wednesday, October 20, 1976 slMeet the Candidates" meeting at the PBG Holiday Inn on Monday, October 18, 1976 from 7 :30 P.M. to 9:00 P.M. APPOINTMENT Mayor Martino, with the approval of the Council, stated that discussion OF CHIEF OF on the appointment of a Police Chief would be placed on the agenda as item #2 under Itema for Discussion. COMMENTS FROM THE PUBLIC FOR ITL-MS NOT ON THE AGENDA: HARRY LEWIS: Harry Lewis, Chairman of the Committee of Adjustment for the Landscape Ordinance reported that 39 applications for variances had been received: 13 were approved, S were granted time, 1 was rejected and no response received from 29. He stated the Committee is taking a realistic view of each variance. LOUIS ZEHNLE: A petition was presented to the Council by Mr. Louis Zehnle, 4596 Spruce Lane, requesting that an Ordinance be passed restricting the parking and storage of certain trucks and commercial vehicles i Workshop Meeting, October 14, 1976 Pag e 2 in residential areas, similar to the Ordinance adopted by the Village of Tequesta. Mr. Zehnle made specific reference to a large 2 ton truck parked at a residence on Holly Drive, stating it lowered the value of property in that area, and suggested using the Tequesta Ordinance as a guide. Victor J. Santa, 4722 Holly Drive, also urged the Council to take action against vehicles in excess of 2 ton and advised that this particular residence was being used as a place of business. The Council concurred to schedule discussion on this subject at a Workshop Meeting in November and a determination will be made whether this is a violation of the Sign and Occupational License Codes. SAM CARSILLO: Sam Carsillo, Chairman of the Beautification and Environmental Committee referred the reporting of their meeting held October 13, 1976 to Vice Mayor Feeney, the Council liasion member, and commended Councilman Rossow for his work with the Committee as the previous liasion member. ITEMS BY THE CITY MANAGER: SALE Or LOT Discussion was held on the proposed sale of Lot 12, Block 68, Plat 6, adjacent to the footbridge over the Earman River, with consideration being given to access by the Gradall to the area for cleaning purposes, and the amount of land to be retained by the City for a walkway. It was the consensus of the Council to pursue the sale of the property and directed the City Manager to obtain from the Utility Company the abandonment of the easements. IRRIGATION OF City Manager John L. Orr asked direction regarding the irrigation 10 ACRES: of the 10 acres adjacent to the City Hall, due to the fact that the City did not receive the grant to finance the project from the Workshop Meeting, October 14, 1976 Community Development Grant Act. Page 3 It was the consensus of the Council to pursue a method to level and grade the land to develop bail fields, money to be taken from the Federal Revenue Account or Contingency Account. The Council will meet with the Recreation Advisory Board on Monday at 6:00 P.M. to survey the area fa-the location of ball fields and determine the value of the existing trees. FUNDS FOR The Council determined approximately $125.00 be appropriated for a RETIREMENT GIFT: retirement gift for Chief Pecht. REPORTS: Vice P:ayor Feeney reported he had attended the Recreation Advisory RECREATION Board Meeting held October 12, 1976 and it was suggested that the ADVISORY BD. tennis pro be placed under the supervision of the Recreation Depart- ment to control league play. BEAUTIFICATION Vice Mayor Feeney reported he had attended the Beautification and & ENVIRONMENTAL COMMITTEE Environmental Committee meeting held October 13, 1976 and the following i tems were brought to the Council's attention: the bike path on Military Trail be policed; the bridge near the home of tomorrow requires fencing for safety reasons; requested a time schedule for the irrigation of the median strip on Holly Drive; requested a sign indicating a fine for crossing the median strip on Northlake Blvd.; stake out locations for shrubs in Town Hall home area; place no littering signs on Military Trail, requested the status of Hetzel Brothers pageant. Mayor Martino reported a meeting of the Board of Directors for the Hetzel Brothers pageant was scheduled on Thursday, October 21, 1976 and the Chairman of the B &E Committee will be asked to attend. Attorney Brant was directed to prepare a release form f or citizens to sign, as a result of the request from the B&B Committee to advise the citizens in a Newsletter that a gun is available to Workshop Meeting, October 14, 1976 Page 4 inoculate the trees against lethal yellowing. The City Manager was asked to locate the plan prepared by the B &E u. Committee for the recreation use of the 10 acres. CHRISTMAS PARTY FOR ADVISORY DS COMMITTEE OF ADJUSTMENT MEETING: The Recreation Advisory Board asked that the kwouncil sponsor a Christmas dinner party, as an expression of appreciations to members of Advisory Boards. The Council concurred to consider this request. Councilman Kiedis reported he had attended the Committee of Adjustment Meeting held October 11, 1976 and felt that the Committee had handled the three cases on the agenda with speed and efficiency. P &Z COM1�1ISSION Councilman Laurie reported he had attended the Site Plan and Appearance MEETING: Review Committee Meeting and the Planning and Zoning Committee Meeting held October 12, 1976. VOLUNTEER Mayor Martino reported he and the City Manager had attended the FIREMEN MEETING: monthly meeting of the Volunteer Firemen, where the Jaycees, in appreciation for the use of the Fire Station, had donated conference tables to the Volunteers. ITEMS BY THE MAYOR AND COUNCIL: MAYOR MARTINO: City Manager John L. Orr advised Mayor Martino that the canals at Meridian Park had been cleaned and no word had been received from the Echlien Corporation. He also advised that he planned to hold staff meetings with the Department heads once a month. VICE MAYOR Vice Mayor Feeney stated he preferred a concrete radius on the medians FEENEY: located at the entrance to the City Hall which were recently installed RADIUS ON MEDIANS: by the Public Works Department. A cost break down will be determined by the City Manager for concrete radius on the medians on Holly Drive. Workshop Meeting, October 14, 1976 Page 5 ORDINANCES: Minor changes were made to Ordinance #17, 1976 - filing fees for ORDINANCE #17, petitioners, which will be read on first reading October 21, 1976 and 1976: second reading and public hearing on November 4, 1976. PETITIONS AND COMMUNICATIONS: Mayor Martino acknowledged receipt of communications from: p&Z COMMISSION:1. Planning and Zoning Commission recommendation to rezone a parcel of land within Section 6 -42 -43 from A -1 to C -2. This action taken as a result of a Public Hearing held October 12p 1976. Attorney Brant was instructed to prepare an ordinance for consideration by the Council at the meeting of October 28, 1976 for workshop with first reading of the Ordinance on November 4, 1976. Vice Mayor Feeney and Councilman Kiedis both indicated they would n of vote for the rezoning as they considered it spot zoning and contrary to the Land Use Plan. MARIE 2. Marie Gottfried, President, Childbirth Education Association of GOTTFRIED: the Palm Beaches, Inc. requesting the use of a room at City Hall for classes. A determination will be made if a fee is charged and if the organization is non - profit. CAROL A. PAPA: 3. Carol A. Papa, Wilcox Gallery of Homes, Inc. expressing appreciation for the talk by Jack Hanson, Building Official. REV. WOLBER: 4. Resignation of Rev. David A. Wolber from the Merit System Board due to additional responsibilities and commitments. GLENN S. Glenn Blankenship, President Student Government, PBG High School VL7MTdF-NSHIP: inviting Mayor Martino and City Manager John L. Orr to ride in Lead Car at Homecoming Parade. W. W. DUKES: 6. Mrs. Virginia Amato requesting to be appointed to the Zoning Board of Appeals. ITEMS FOR DISCUSSION: CONTRACT WITH The City Council agreed to meet with the Planning and Zoning MARVIN • Commission on Tuesday, October 26, 1976 for the purpose of arriving at a uniform approach to rewriting the Zoning Code and to establish guidelines for Mr. Marvin Hill, Planning Consultant, and two weeks hence Mr. Hill will be invited to meet with the Council and the Planning and Zoning Commission. APPOINTMENT OF Discussion was held on the appointment of the Chief of Police and CHIEF OF POLICE: the Council concurred to reschedule any action to the Regular Meeting to be held October 21, 1976.
