Beach Gardens was called to order by mayor Martino at 8:00 P.U. in the Assembly Room, 10500 N. Military Trail, Palm Beach Gardens, Florida, and opened with! 1. the Pledge of Allegiance to the Flag. S> ROLL CALL: Roll was called by the City Clerk and present were: Mayor Martino, Vice Mayor Feeney, Councilman Kiedis, Councilman Laurie and Councilman Rossow. Attorney Baldwin was in attendance. MINUTES: The Minutes of the Special Meeting of October 14, 1976 and the Workshop Meeting of October 149 1976 were unanimously approved by the Council as written. ANNOUNCEMENTS: Mayor Martino announced that the Honorable L.A. (Skip) Bafalis would be at City Hall, Friday, October 22, 1976 at 9:30 A.M. and that a Planning and Zonino Commission Meeting would be held Tuesday, October 26, 1976 at 7:30 P.M. This will be a joint meeting with the Council to review the zoning code for input to Marvin Hill, Planning Consultant PRESENTATION OF CERTIFICATES OF AWA20: POSTER AND Fire Chief Ed Arrants with the assistance of Ray Latabert and Bill TEST : O'Brien, Assistant Fire Marshals presented Certificates of Award and cash prizes to the winners of the Poster and Essay Contests, held during Fire Prevention Week, October 3 -9. The North Palm Beach/ Palm Beach Gardens Jaycees, Hon ell Protector Services and the Palin Beach Gardens' Women's Club were co-sponsors of the contests and received Certificates of Appreciation from the Fire Department. A Certificate of Appreciation was also given to Mrs. Martha Bowles for Regular Meeting, October 21, 1976 her assistance in the program. Page 2 Mayor b�artino paid tribute to Chief Arrants and the Volunteers for their service to the City and the Citizens. PLAQUE TO Mayor Martino presented a plaque given by Olympia Sporting Shop, to RECREATION DEFT.: Steve Henning, Director of Recreation, awarding the Recreation Department the National Sport Certificate of Merit. A five minute recess was declared to congratulate the winners of the Poster and Essay Contest. The Meeting reconvened at 8 :30 P.M. COMMENTS FROM THE PUBLIC FOR ITEMS NOT ON THE AGENDA: SAM Sam Carsillo commented that Congressman Bafalis and other politicians CARSILLO: should be informed to hold their public meetings and appearances at night when it is more feasible for the residents to attend. Mayor Martino acknowledged receipt by Mr. Sam Carsillo of a National Safety Award in connection with his work at Pratt & Whitney. PETITIONS AND COMI+IUNICATIONS: Mayor Martino acknowledged receipt of communications from: CHATEAU DE 1. Chateau de Ville Condominium Association, Meridian Park, requesting V ILLE : relief from the provisions of the Landscape Ordinance. Vice Mayor Feeney suggested that the Council re- evaluate the necessity for further landscaping at the Longwood, Tamberlane, Meridian park and Camberwell Condominiums due to the age of the residents living there on fixed incomes, who could not afford an increase in their maintenance fees for additional landscaping. The Council agreed that the Landscape Committee of Adjustment would handle all the requests for variances in due course, and the City Manager was directed to contact the Chateau de Ville to present their request for a variance to the Committee. / Regular A�eeting, October 21, 1976 Page 3 2. Councilman Kiedis mentioned that he had received 22 telephone calls relative to the appointment of the new Chief of Police. RESOLUTIONS: Resolution #41, 1975 authorizing the use of a mobile home trailer at RESOLUTION the Electro -Oxide Corp. 3896 Burns Road was read in full by the City 94119 197c): Clerk, inserting a one year time limit in Section 1, and was unanimously adopted by the City Council. Mr. Baldyga, owner of Electro -Oxide Corp., advised within the year, they intended to move their administrative offices into another bay, thus eliminating the trailer. The Council indicated to Mr. Baldyga that they would not look favorably to another extension of time for the use of the trailer. RESOLUTION Resolution #429 1976 appointment of a Chief of Police, inserting the name William T. Edwards in Section 1, $16,200.00 in Section 3 and October 25, 1976 in Section 5 was read in full by the City Clerk, after discussion was held by the Council and members of the audience. Motion to adopt Resolution #42, 1976 as read, was made by Councilman Laurie, seconded by Vice Mayor Feeney. No discussion was held. Vcte on the motion: Mayor Martino, Vice Mayor Feeney, Councilman Laurie and Councilman Rossow voted aye, Councilman Kiedis voted nay. ORDINANCES: Ordinance #17, 1976 filing fees for petitioners, was read in full, ORDINANCE on first reading, by the City Clerk. A Public Hearing and second #17� 1976: 11 reading on the ordinance will be held on November 4, 1976. REPORTS: Mayor Martino reported he had attended the "Meet the Candidates Night" MEET THE and a floral arrangement was given to the City to give to the CANDIDATES NIGHT: Children's bard in the PBG Hospital. PBG HOSPITAL: Vice Mayor Feeney reported that David Monks, Administrator at the PBG Hospital, has been offered a transfer to Tennessee and the Regular Meeting, October 219 1976 Board of Directors was contemplating a new appointment. ITEMS FOR DISCUSSION: Page 4 AUTOMOBILE 1. Vice Mayor Feeney expressed concern on his part for the people of INSURANCE: Palm Beach, Dade and Broward Counties for the extreme difficulty they are experiencing obtaining automobile insurance at reasonable rates, and had written to the Governor and the Legislative Delegation expressing this concern. The Council agreed to sponsor a resolution which Vice Mayor Feeney and Attorney Brant will prepare. Lake Park and North Palm Beach will be asked to sponsor a similar resolution simultaneously with the City. PGA MEDIAN 2. Discussion was held on the letter received from Mr. Pappalardo relative STRIPS to the beautification of the PGA Median strip from the Avenue of the PGA east to Hickory Drive. The City Manager was directed to obtain a cost figure, and consideration will be given at a later date to the possibility of adjacent property owners, together with Mr. Pappalardo and the City sharing the cost on a 1/3 basis. It was the consensus of the Council in terms of priority to first consider the amended 10/28/76 Holly Drive median strip. ITEMS BY THE CITY MANAGER: SALES TAX.- 1. City Manager John L. Orr referenced a letter dated October 15, GARBAGE BAGS: 1976 from the Department of Revenue indicating that the City must charge a sales tax on garbage bags, and must pay back assessments to the Department of revenue. Motion was made, seconded and unanimously carried authorizing the City Manager to pay the back assessment for sales tax to the Department of Revenue. TRAFFIC 2. At the recommendation of the City Manager John L. Orr, and by a TROL AGREEMENT: r Regular Meeting, October 21, 1976 Page 5 unanimous motion, the Mayor and City Clerk were authorized to sign the agreement with the County relative to the traffic control device at the Intersection of PGA Blvd. and entrance /exit to Florida's Turnpike. MONIES FOR 3. By a unanimous motion of the Council, $150.00 was authorized for RETIREMENT GIFT: the retirement gift for Chief Herbert Pecht, monies to be taken from the Community Development Fund. ITEMS BY MAYOR AND COUNCIL: MAYOR MARTINO: Mayor Martino asked that the Council members review the zoning code prior to Tuesday's meeting with the Planning and Zoning Commission so that a constructive discussion can be held. COUNCILMAN Councilman Laurie questioned the intrepretation of the Sign Code in LAURIE., relation to parking commercial vehicles in a residential area. A workshop meeting will be scheduled in November on this subject. COUNCILMAN Councilman Kiedis mentioned the following items for attention or KIEDIS: follow -up: Pizza sandwich sign on car at Dante's pizza place is illegal; place order for Australian Pines and determine if pines can be placed along Johnson Dairy Road; Thompson River near Holly Drive City Manager amended 10/28/76 needs cleaning - - -Mr. Kiedis stated he would notify the / of the next meeting of the Turf Association when they have a demonstration on the White Carp fish; asked the status of the Hetzel Brothers pageant; mounds of dirt at waterfalls be removed; check on bus at Church of God cutting across the median strip on Holly Drive; shrubbery at DiVosta project undersized, and advised that Emily Obst, Architect, has pictures of library buildings that the City can review and use. `rte VICE MAYOR Vice Mayor Feeney advised that he had extended an invitation to the Principal of PBG High School to attend the Council meeting on October 28, 1976. Regular Meeting, October 21, 1976 Page 6 The City Manager advised he had directed letters to the County relative to the crossing the median strip on Northlake Blvd. and the maintenance of the median strip at PGA Blvd. and Military Trail. COUNCILD44N Councilman Rossow asked that consideration of the Landscape Ordinance be placed on a November agenda, and that the canals at Town Hall Homes and Meridian Park areas be cleaned.
