CITY OF PALM BEACH GARDENS
OCTOBER 28, 1976
The workshop Meeting of the City Council of Palen }Beach Gardens was
called to order by Mayor Martino at 8:00 P.M. in the Assembly Room,
10500 N. Military Trail, Palm Beach Gardens, Florida, and opened with
the Pledge of Allegiance to the Flag.
Roll was called by the City Clerk and present were: Mayor Martino,
Vice Mayor Feeney, Councilman Kiedis and Councilman Laurie. Attorney
Baldwin was in attendance. Councilman Rossow was absent as he was
out of Town.
MINUTES: The Minutes of the Regular Meeting of October 21, 1976, as amended,
were unanimously approved by the Council.
ANNOUNCEMENTS: Mayor Martino made the following announcements:
Senior Citizens Halloween Dance - Friday, Oct. 29, 1976 at 8 :00 P.M.
at Howell Watkins Jr. High School.
Childrens Halloween CostumeContest - children through the 6th grade
Sunday, Oct. 31, 1976 at 7:30 P.A. - City Hall front slope.
INTRODUCTION ' -]ayor Martino introduced William T. Edwards, new Chief of Police,

OF POLICE: who expressed pleasure in being appointed.
PEDESTRIAN Mayor Martino presented a Pedestrian Safety Citation presented by the
SAFETY
CITATION: American Automobile Association to Lt. Nolan, on behalf of the Police
Department, for a record of no pedestrian fatalities in the City for
the year.
COMMENTS FROM THE PUBLIC FOR ITEMS NOT ON THE AGENDA:
Mayor Martino welcomed and introduced Ann Doyle, reporter for the
Pas t newspaper.

SAM CARSILLO: Sam Carsillo advised that the Boy Scouts would assist in planting the
trees in the Town Hall Home area and requested the Public Works Dept.
to stake out the locations. He thanked the City Manager for obtaining
"no littering" signs to be installed along North Military Trail, and
for the installation of a fence at the bridge on the bicycle path.
Mr. Carsillo expressed concern about the City sharing the cost with
Mr. Pappalardo on the beautification of the PGA median strip from the
Avenue of the PGA east to Hickory Drive.
ITEMS BY THE CITY MANAGER:
PUBLIC WORKS City I'tanager John L. Orr advised he was pursuing the application for
EMPLOYMENT
ACT: funds under the Public Works Employment Act of 1976 for a proposed
library and community center. Mrs. Emily Obst has provided the City
with a rendering of a library and efforts will be made to obtain one
for a community center, which will be included with the application.
PURCHASE OF City Manager John L. Orr advised the City will purchase 2 Portable
PORTABLE
RADIOS: radios for the Police Department in compliance with the PBA Contract.
The purchase will be under State Contract and is a budgeted item.
PURCHASE OF The Council tentatively concurred with the request of the City Manager
1975 CHEVY NOVA:
n purchase one 1975 Chevy Nova from Roger Dean in the amount of
$2300, to be used by the new Building Inspector.
PURCHASE OF Discussion was held on the recommendation of the City Manager to go
CAR FOR NEW
POLICE CHIEF: out fox bids on a 6 cylinder 1975 or 1976 Chevy Nova to be used by
the new Chief of Police. The City Manager will present this item
at the Regular Meeting on November 4, 1976, for action by the Council.
TRI -CITY The Council concurred with the suggestion of the Town Manager of
MEETING:
Lake Park that a Tri -City Meeting should be scheduled in the near
future.

USE OF PLANT The Council approved the use of Plant Drive Field for High School
DRIVE FIELD:
JAYCEES
CARNIVAL:
Baseball games, per the schedule presented by Steve Henning, Recreation
Director.
The Council suggested that Dick Ferrara, Director of the Community
School Program be invited to attend a Council Meeting to discuss the
use of the school facilities.
The Council concurred to allow the North Palm Beach /Palm Beach
Gardens Jaycees to hold their annual carnival on Northlake Blvd.
at MacArthur Blvd. with the provision they provide liability insurance,
parking facilities and security.
ITEMS BY MAYOR AND COUNCIL:
MAYOR The City Manager advised in answer to a question posed by Mayor
MARTINO:
Martino, that he will pursue at a later time with the Council, the
subject of traffic signs in conformance with the Uniform Traffic Code.
COUNCILMAN In answer to questions posed by Councilman Laurie, the City Manager
LAURIE:
advised that he will contact Chateau de Ville regarding a variance
to the Landscape Code, the subject of commercial vehicles parking
in residential areas will be discussed at a workshop meeting in
November and that the Echlin Corp. Staff Members will be in next
wbek.
COUNCILMAN The City Manager advised that Marvin Hill, Planning Consultant, will

meet with the Council and the Planning and Zoning Commission on
November 9, 1976.
RESOLUTIONS: Resolution #43, 1976 appointing a member to the Merit System Board
RESOLUTION
#43, 1976: and Resolution #45, 1976 appointing an alternate member to the
Merit System Board will be placed on the agenda of the Regular Meeting
on November 4, 1976.

RESOLUTION Resolution #44, 1976 appointing members to the Beautification and

Environmental Committee will be placed on the agenda of the Regular
Meeting on November 40 1976.
The City Clerk was directed to contact those persons indicating an
interest to serve on these advisory boards to determine if they are
still available.
ORDINANCES: Ordinance #16, 1976 PUD proposed by Mr. OtIP DiVosta on lands located
ORDINANCE #16,in Sections 7 and 8. Township 42 South, Range 43 Last was discussed

by the Council, after a presentation was made by Mr. DiVosta on
additional items he would provide as a result of previous workshops.
City Manager John L. Orr reported on concerns regarding the drainage
as indicatedby Howard Searcy, City Engineer. Further recommendations
will be made by Mr. Searcy regarding the plans for ingress and egress,
traffic flow within the PUD, in addition to the drainage plans.
ORDINANCE Ordinance #17, 1976 filing fees for petitioners will be read on

second reading with a public hearing at the Regular Meeting on
November 4, 1976.
ORDINANCE Ordinance #18, 1976 rezoning a parcel of land in Section 6 -42_43 will

a public hearing will be held on November 18, 1976.

Councilman Laurie reported he had attended the joint meeting of
the City Council and the Planning and Zoning Commission held
October 26, 1976.
Councilman Kiedis reported he had attended the Committee of Adjustment
Workshop Meeting, October 28, 1976

Meeting held November 25, 1976 and that the Cookery at Oakbrook Square
was granted an extension of time due to proposed future expansion.
P &Z COMMIS SIONVice Mayor Feeney reported he had attended the joint meeting of the
MEETING :
City Council and the Planning and Zoning Commission Meeting held
October 26, 1976.
PBGYAA Vice Mayor Feeney reported he had attended the PBGYAA Meeting held
MEETING:
November 20, 1976 and concern was expressed regarding the scheduling
of the use of the High School gym which will be resolved after a
meeting with Mr. Ferrara.
