HomeMy WebLinkAboutMinutes Council 111176f L WORKSHOP MEETING CITY OF PALM BEACH GARDENS NOVEMBER 110 1976 The Workshop Meeting of the City Council of Palm Beach Gardens was called to order by Mayor Martino at 8 :00 P.M. in the Assembly Room, 10500 N. Military Trail, Palm Beach Gardens, Florida, and opened with the Pledge of Allegiance to the Flag. ROLL CALL: Roll was called by the City Clerk and present were: Mayor Martino, Vice Mayor Feeney, Councilman Kiedis, Councilman Laurie and Councilman Rossow. Attorney Brant was in attendance. MINUTES: The Minutes of the Regular Meeting of November 4, 1976 were unanimously approved by the Coucil. If f i V ANNOUNCEMENTS: Mayor Martino announced that the Committee of Adjustment Meeting would be held on Monday, November 15, 1976 at 7:30 P.M., and that the Swine Flu shot would be given on November 30, 1976 from 1 -7 P.M. at the North County Court House. A moment of silent prayer was held in commemoration of Veterans Day. PRESENTATION OF GOLF TROPHIES - CITY TOURNAMENT HELD OCTOBER 23, 1976: Trophies were presented by Mayor Martino, with Recreation Director Steve Henning assisting, to the winners of the Palm Beach Gardens 1976 Golf Tournament held at Eastpointe on October 23, 1976. Mayor Martino thanked the Recreation Department and the people who participated in making it a very successful tournament. Charles Ring won the all out City Championship. Steve Henning, Recreation Director thanked the Council and the City Manager for their assistance and introduced Betsy Klink, new Recreation Supervisor. COMMENTS FROM THE PUBLIC FOR ITEMS NOT ON THE AGENDA: I-- SAM CARSILLO: Sam Carsilio, Chairman of the Beautification and Environmental Committee spoke from the audience advising the Committeefwith the assistance of the Boy Scouts,had planted 450 trees in the Town Hall Homes area; were setting up a meeting with Mr. Pappalardo relative to the beautification of the median strip on PGA Blvd.; and that the 200 palm trees donated by Mr. Carsillo had died. He related he had talked with Congressman Skip Bafalis relative to Bill S625 which he will present to the delegation for consideration. HARRY LEWIS: Harry Lewis spoke from the audience expressing concern about the traffic pattern on Holly Drive, and questioned if the school guards were exceeding their authority by holding up 30 vehicles to allow one child to cross. ITEMS BY THE CITY MANAGER: ADDITIONAL Discussion was held on the proposed purchase of additional cars POLICE VEHICLES: for the Police Department. A motion was made, seconded and unanimously carried authorizing the City Manager to go out for bids for 2 new police vehicles. CLEAN AND PAINT The City Manager advised consideration to clean and paint the CITY COMPLEX: City Complex would be held at a later date when the man was available to do the job. PUBLIC OFFICIALS Discussion was held on Public Officials Liability Insurance LI BILfTY IN ANCE: erage and further consideration will be made after a review of the policy is made by the City Attorney as to its merit. FLOATING HOLIDAY :The City Manager advised that the employees will have a floating holiday on November 26, 1976 the day after Thanksgiving. Workshop Meetings November 119 1976 Page 3 A Christmas certificate of $10.00 will be given to all employees members of the Advisory Boards and Volunteer Firemen. Councilman Laurie expressed approval that the Advisory Board members would be included this year and would receive a certificate. ITEMS BY MAYOR AND COUNCIL: COUNCILMAN LAURIE: The City Manager advised Councilman Laurie that Howard Searcy, Engineer, was reviewing the bids for the resurfacing and lighting of the tennis courts before an award is made. The City Manager advised that a letter will be written to Senator Chiles regarding the Public Works Act after additional information is received. COUNCILMAN Councilman Kiedis suggested and the Council concurred that the KIEDI : City Clerk compile a welcome letter to new residents to contain '—1 information regarding schools, churches, voter registration etc. RESOLUTIONS: Resolution #46, 1976 relative to the inequities resulting from RESOLUTION #46f the current law and administrative orders regulating insurance, will be considered at the regular Meeting on November 18, 1976. RESOLUTION #47, Resolution #47, 1976 requesting the FCC to deny the petition 1976: which would remove the right of religious organizations to televise will be considered at the Regular Meeting on November 18, 1975. Councilman Rossow stated this resolution was consistent with a resolution recently adopted by the Exchange Club. ORDINANCS: Ordinance #16, 1976 was workshopped by the Council with input �✓ ORDINANCE #16 from Mr. DiVosta, on the proposed PUD in Sections 7 and 8. Township 42 South, Range 43 East. i Workshop Meeting, November 11, 1976 Page 4 Ordinance #16, 1976 will be further revised by Attorney Brant and a meeting will be held on Monday, November 15, 1976 between Mr. DiVosta, City Manager John L. Orr, Howard Searcy, Engineer for the City, Tim Messler, Engineer for Mr. DiVosta, Attorney Brant and Mr. Gordon, Attorney for Mr. DiVosta, to finalize some of the concerns of the Council-on the following: 1. Legal description of the recreational area to attach to Ord. 2. Proposed layout of recreational facilities to include twice as much equipment as shown on existing drawing. The Council concurred to approve the recreational facilities if presented in final form by Mr. DiVosta. 3. Reflect on drawing 50' dedicated road rights-of-way with Miami Swale s 4. Remove the bicycle /pedestrian path out of the dedicated right -of- way. S. Partial CO's to be reflected in Ordinance if sufficient positive drainage for the number of CO's (building numbers to be correlated) is certified by Howard Searcy. 6. Clarification on reference to North Palm Beach Waterway or Intracoastal Waterway. Second reading and a Public Hearing on Ordinance #16, 1976 will be held at the Regular Meeting, November 18, 1976. PETITIONS AND COMMUNICATIONS: Mayor Martino acknowledged receipt of communications from: PALM BEACH COUNTYI. Palm Beach County Planning and Zoning Commission regarding pending petitions. The Council made no comments. INSURANCE 2. Vice Mayor Feeney acknowledged receipt of a letter from C MM�NER : Philip F. Ashler, State Treasurer and Insurance Commissioner relative to automobile insurance. ITEM FOR DISCUSSION: Motion was made, seconded and unanimously carried to table Workshop Meetingr November 119 1976 Page 5 discussion on commercial vehicles parked in residential areas and annexation procedures, due to the lateness of the hour. REPORTS: Councilman Kiedis reported he had attended the Tennis Committee TENNIS Meeting held November 8p 1976; discussion was held on the COMMITTEE G: fighting and resurfacing of the tennis courts; increasing membership flies; prepare set rules for tennis courts; erect "no dogs" sign facing Tanglewood; questioned value of halide vs quartz lights; and Alyce Marshall reported 52 men are participating in leagues. COMMITTEE OF Councilman Kied is reported he had attended the Committee of ADJU TM Adjustment Meeting held November 8, 1976: 1 year extension granted to the Mobile gasoline station on PGA Blvd. and variance granted to Mobile gasoline station on Northlake Blvd and Trails End Condominium and Southern Bell given 30 days to produce plans. RECREATION Vice Mayor Feeney reported he had attended the Recreation Advisory 8i)AMEETING: Board Meeting held November 9, 1976: the Jaycees were present and proposed to construct a building on City property for use of the City with first priority on the use of building by the Jaycees. Further consideration will be given this request. B &E COMMITTEE Vice Mayor Feeney reported he had attended the ME Committee MEETING: Meeting held November 10, 1976 that had already been reported bn by Sam Carsillo. SITE PLAN Councilman Laurie reported he had attended the Site Plan and REVIEW Cu I TTEE COMMITTEE: Appearance Review Committee and that the proposal submitted by Camdaras was recessed to the next eegular meeting. Councilman Laurie questioned the number of vehicles parked at the Rose residence on Holly Drive, which Vice Mayor Feeney �r Workshop Meeting, November 11, 1976 ADJOURNMENT: Page 6 explained was in connection with Mr. Rose's business in Andros Island. Councilman Laurie mentioned the fact that the contractors and residents were letting trash accumulate on their property which is a violation of the Code, and the City Manager will investigate same. Councilman Laurie reported that the Gold Coast wrecker service was parking junked cars on Keating Drive in the County area. No further business, the meeting adjourned at 11 :50 P.M.
