HomeMy WebLinkAboutMinutes Council 120976WORKSHOP MEETING CITY OF PALM BEACH GARDENS DECEMBER 9, 1976 The Workshop Meeting of the City Council of Palm Beach Gardens was called to order by Mayor Martino at 8:00 P.M. in the Assembly Room, 10,500 N. Military Trail, Palm Beach Gardens, Florida and opened with the Pledge of Allegiance to the Flag. ROLL CALL: Roll was called by the City Clerk and present were: Mayor Martino, Vice Mayor Feeney, Councilman Kiedis and Councilman Rossow. Councilman Laurie was absent because of illness in the family. Attorney Brant was in attendance. MINUTES: The Minutes of the Regular Meeting of December 2, 1976, as amended,`' were unaimously approved. t ANNOUNCEMENTS: The following announcements were made by Mayor Martino: Christmas Tree Lighting Ceremony - City Hall - Friday, Dec. 10, 1976 at 7:00 P.M. Christmas In Dixie Parade - Sunday, Dec. 12, 1976 at 2:00 P.M. Registration for the Fall Recreation Program - Monday, Dec. 13, 1976 from 1 -9 P.M. Planning and Zoning Commission Meeting - Tuesday, Dec. 14, 1976 at 7:30 P.M. Recreation Advisory Board Meeting - Tuesday, Dec. 14, 1976 at 7 :30 Phi Volunteer Firemen's Meeting - Tuesday, Dec. 14, 1976 at 7 :30 P.M. Senior Citizen's Christmas Party - Tuesday, Dec. 14, 1976 at Howell Watkins Junior High School. COMMENTS FROM THE PUBLIC FOR ITEMS NOT ON THE AGENDA: Mr. John Rose, .14011 Holly Drive spoke from the audience to follow up on a complaint relative to a traffic citation received by his son. The City Manager will obtain a written report from the Police ( Department as to their recommendation to fully enforce the Statute 4 relative to the measure of reflectivity. Workshop Meeting, December 9, 1976 Page 2 ITEMS BY THE CITY MANAGER: The City Manager presented the following items for consideration by the Council. COST TO INSTALL 1. Advised that the cost for miscellaneous parts and material to TENNIS COURT LIGHTS: install the Metal Halide Lights at the tennis courts will be $1782.00 and the cost for labor will be $2095.00. Authorization to expend these funds will be made at a regular meeting. OPENING OF 2. Advised that the opening and closing of the bridge on PGA Blvd. BR IDLE ON PGA BLVD. ON A over the Intracoastal waterway is under the control of the Coast Guard. The Coast Guard may schedule opening and closing subject to approval of the DOT after a traffic count is made. The Village of North Palm Beach is now taking steps for the bridge on U.S. to open on a fixed schedule, and the Council agreed to pursue the time of opening the bridge on PGA Blvd, if it is determined to be within the boundaries of the City. PROPOSED PUBLIC 3. Application for the proposed Public Library under the Public L - - Works Act has been received in Washington. REQUEST FOR 4. A request for an addition to the "Great Sign" at the Tanglewood NATIONAL SANK: Shopping Center, by the First National Bank has been submitted and it has been determined there is no need for a variance. ITEMS BY MAYOR AND COUNCIL: Mayor Martino: Items to be added to the letter to be given to new residents of the City are: Councilmen's name and telephone number, President of PBGYAA and phone number, item re Volunteer Fire Dept. and item re Advisory BdE These letters will be sent to new residents who have received a CO from the Building Dept. A Resolution will be prepared in January appointing a member to the Merit System Board to replace Dave Runkel. Workshop Meeting, December 9, 1976 Wage 3 Vice Mayor Vice Mayor Feeney suggested that the City request that the speed e,._ limit on Alt. A1.A be reduced to 35 miles per hour. Mayor Martino advised a meeting is scheduled on January 5th relative to the widening of Alt. AlA, which he will attend. Councilman Councilman Kiedis suggested that the letter from the Fire Dept. Kiedis: soliciting funds,that was enclosed in the Newsletter,i.n the future be reviewed and approved by the City Manager prior to mailing. Councilman Kiedis conveyed a request from Mr. Jarrell that the speed limit on Northlake Blvd. west of the Turnpike be reduced. The City Manager was directed to write to the County Commission relative to this request. Councilman Kiedis pointed out the undersized shrubbery at the Sandalwood Condominium Project and the parking of cars in the Swale areas. Mayor Martino suggested that the Council entertain an Ordinance in the future dealing with the problem of parking cars in the swales. Councilman Kiedis suggested planting pine trees at the Public Works Complex where needed and to till in spaces as needed at the Tennis Courts; also pointed out a dead shrub at the corner of the Police Station. Councilman Kiedis related that he had asked the Director of the basketball program to enforce the rule that children riding bicycles to practice not be permitted to practice in order to eliminate children riding their bicycles home in the darkness after practice. PETITIONS AND COMMUNICATIONS Mayor Martino acknowledged receipt of communications from: Workshop Meeting, December 9, 1976 Page 4 "SKIP"BAFALIS: 1. Congressman L.A. "Skip" Bafalis endorsing the City's application for a grant under the Local Public Works Job Act for a Library. JOHN SANSBURY: 2, John C. Sansbury, County Administrator relative to insurance coverage regulations for motor vehicles. ALEX M. 3. Alex M. Steverson, Director, Financial Research and Development STEV ERSON : relating to automobile insurance, and referring the resolution to the Public Service Commission. 4- LAMING ALT. 4. Notice of Public Hearing on January 5, 1977 at 7:30 P.M. on A : 4- laving Alt. A1A at Jupiter High School Cafeteria. The meeting was recessed for twenty minutes to view the new Fire Pumper. ITEMS FOR DISCUSSION: CONTRACT WITH The Council reviewed the suggested revisions to the original contract .1 MARVIN HIL L: with Marvin Hill, Land Planning Consultant, to prepare a Zoning Code to implement the adopted General Development Plan, for the amount of $10,200. The Council agreed that the Zoning Code needed re- writing. Vice Mayor Feeney was of the opinion that a full time planner should be considered; Mayor Martino and Councilman Rossow favored Marvin Hill rewriting the Code as did Councilman Kiedis, however he objected to the additional fee being charged. A copy of the contract will be given to the Planning and Zoning Commission for their input to the Council. The City Manager was directed to contact Mr. DiSantis to obtain the average fee to update a zoning code and the fee to hire a full time planner. Workshop Meeting, December 9, 1976 Page 5 CAPITAL A list of Capital Project Priorities given to the Council by the PROJECT PRIORITIES: City Manager was reviewed. Priority #1 - Irrigation system to 1- City Complex from Thompson River and Priority #2 - Grade and level 10 acres with irrigation are in the working stage. Priority #3 and #5 will be combined - Irrigation of Median - Holly Drive and Curbing of Holly Drive Radius. The City Manager presented the cost of 34.00 per lineal foot to place concrete curbs the entire length of Holly Drive, and $.70 per lineal foot for concrete alone, without labor. It was suggested that the City Manager call Toro to obtain more information about different types of irrigation heads. The City Manager was directed to paint the curbing of the radius at the City Complex. The City Manager advised that Priority #6 upgrade traffic signs and school zone signs is required by the Uniform Traffic Code, and Priority #7 - mark streets to conform to traffic code is the responsibility of the City. Vice Mayor Feeney disagreed that school crossing signs were the responsibility of the City, since children from other areas attended the schools in the City. The Council requested that the City Complex be cleaned and painted, work to start the beginning of January. The Council will consider the widening of the MacArthur bridge Crossing (east side) when school is recessed for the summer. Walkways - Lighthouse Drive from Alt. AIA to North Palm Beach City Limits - the Council agreed to pursue. The City Manager will contact the County about the possibility of placing a bicycle path along the Workshop Meeting, December 9, 1976 Page 6 east side of Alt. A1A in the vicinity of Lighthouse Drive for the use of the children living in the unicorporated areas riding their bicycles to school. REPORTS: Councilman Kiedis reported he had attended the PBGYAA Meeting held PBGYAA MEETING :Tuesday, December 7, 1976 and the Tennis Committee Meeting held TENNIS the same evening. The Tennis Committee suggested turning the COMMITTEE MEETING: lights at the tennis courts off at 11:15 P.M., and having a paid attendant work on Sundays and evenings. Councilman Kiedis observed two employees working on the Plant Drive fields that could be utilized better in some other areas. Councilman Kiedis advised a light standard was broken on the front slope of City Hall and the wiring was semi exposed.
