The Regular Meeting of the City Council of Palm Beach Gardens was
called to order by Mayor Martino at 8:00 P.M. in the Assembly Room,
10,500 N. (Military Trail, Palm Beach Gardens, Florida and opened
with the Pledge of Allegiance to the Flag.
ROLL CALL: Roll was called by the City Clerk and present were: Mayor Martino,
Vice Mayor Feeney, Councilman Kiedis, Councilman Laurie and
C ouncilman Rossow. Attorney Brant was in attendance.
MINUTES: The Minutes of the Workshop Meeting of December 9, 1976 were
unanimously approved by the Council as written.
ANNOUNCEMENTS: Mayor Martino :Wade the following announcements:
.Jupiter Christmas Parade _ 2:00 P.M.
Council Meeting of December 23rd will be cancelled and no meeting
scheduled for December 30th.
Administrative Offices will be closed Friday, December 24, 1976 and
Friday, December 31, 1976 for the Christmas and New Years holidays.
PRESENTATION OF PLAQUE TO REV. DAVE WOLBER:
Mayor Martino, on behalf of the Council, presented a plaque of
appreciation to Rev. Dave Wolber for serving on the Merit System
Board since 1971.
INTRODUCTION OF WINNERS OF MISS PALM BEACH GARDENS AND LITTLE MISS PALM BEACH
GARDENS:
Steve Henning, Recreation Director introduced Mary Ann Kise,
Recreation Supervisor, who presented the winners of the Miss Palm
I Beach Gardens and Little Miss Palm Beach Gardens contests, and

Steve Henning, Recreation Director, announced that the City's float
was awarded First Prize in the Boynton Beach Parade, that the float
was entered in the Christmas In Dixie Parade and will be in the
Jupiter Christmas Parade. Steve also announced that the Christmas
tree in the Council room was decorated by the Senior Citizens.
AWARDING OF At the recommendation of the City Manager, a motion was made, seconded
and unanimously carried to award the bid for the purchase of two
POLICE CARS:
Chevy Novas from Roger Dean for the bid amount of $9664.32, monies to
be taken from the Federal Revenue Account. Mr. Orr advised that
Roger Dean was the only bidder on the cars, and that he had contacted
the other Chevrolet dealers and their reasons for not bidding was the
fluctuation of prices and not enough profit.
LIGHTS FOR At the recommendation of the City Manager, a motion was made,
TENNIS COURTS:
seconded and unanimously carried to award the bid for the Lighting
System for the City's tennis courts to C. R. Dunn for the qualified
low bid amount of $ 9,433.04 for the Metal Halide Lighting System,
monies to be taken from the Revenue Sharing Account. Mr. Orr advised
that the Tennis Committee had played on courts under the Metal Halide
lighting system and were very impressed with the system and
recommended that the City purchase this type. Councilman Rossow
commented that absolute steps should be taken to install the poles
and lights at the correct height. The City Manager advised that C.
R. Dunn would supervise the installation.
The City Manager advised that a time clock system and an electrical
panel will be installed to regulate the lighting system, and at his
recommendation, a motion was made, seconded and unanimously carried
authorizing the expenditure oc $2,095.69 for material to install
a time clock and the electrical panel including necessary wiring,

monies to come frora the Federal Revenue Sharing Account, and
authorizing the expenditure of X1782.31 for labor by C. R. Dunn
to provide the electrical services, monies to come from the Federal
Revenue Sharing Account.
Vice Mayor Feeney suggested, that due to the total price for the
tennis lights to exceed $13,000, that the Council proceed to
raise the tennis membership fees to compensate for the loss in
revenue by eliminating the meters.
Discussion on this item will be held at a workshop meeting in
,January.
COMMENTS FROM THE PUBLIC FOR ITEMS NOT ON THE AGENDA:
Sam Carsillo addressed the Council from the audience and complimented
the City Manager on the excellent appearance of the City Complex.
He commented he was happy to serve on the B &E Committee and the
Landscape Committee of Adjustment, and felt an item should be
placed in the Newsletter commending the businesses for cooperating
with the Landscape Committee in beautifying their places of business.
He suggested replacing the dead trees in the
Town Hall Homes area, and pursuing the illegal crossing of the
median on Northlake Blvd.
Mr. LaChance, 10190 Dasheen Ave. a new resident in the City was
introduced to the Council by Mr. Carsillo.
PETITIONS AND COMMUNICATIONS:

the City to extend the inter -local agreement to include the City's
population so that Palm Beach County may qualify as an Urban County
to receive .funds.
The Council will consider continuing the agreement after a review
of the agreement has been made by the City Attorney.
RESOLUTIONS: Resolution #50, 1976 - Designating the Anti - recession Fiscal
RESOLUTION #50tAssistance Account was read in full by the City Clerk and
unanimously adopted by the Council.
The City Manager advised that the City had received funds based on
the high rate of unemployment in Palm Beach County, which he had
placed in an interest bearing account. He will attend a seminar
in Orlando on January 5th on how the money is to be spent.
Resolution #51,Resolution #51, 1976 - Designating the Bicentennial Account and
1976:
placing the balance of the funds into the General Account was read
in full by the City Clerk and unanimously adopted by the Council.
ORDINANCES: The Public Hearing on consideration of Ordinance #19, 1976 uniform
ORDINANCE #19, maximum penalty which may be imposed for any misdemeanor violation
of all City Ordinances was declared open by Mayor Martino as duly
advertised on N rNvember 26, 1976.
No comments were made by members of the Council or the audience.
The Public Hearing was declared closed by Mayor Martino.
Ordinance #19, 1976 was read by title only on second reading by the
City Clerk and unanimously adopted by the Council.
REPORTS: Councilman Laurie reported he had attended the Planning and Zoning
P &Z COMMISSION Commission Meeting held December 14, 1976: Site plan had been

by Armara Shrine Temple for a rezoning and conditional use and an
informal request by a Doctor for professional offices for a rezoning
and conditional use; and discussion on the contract with Marvin Hill.
RECREATION Vice Mayor Feeney reported he had attended the Recreation Advisory
ADVISORY BOARD
REETMUT Board Meeting held December 14, 1976: Lynn Gough submitted her
resignation; discussion was held on the tennis courts and lights;
and the grading and irrigation of the 10 acres.
Councilman Kiedis stated he felt the first priority would be to
grass the entire area of the 10 acres.
TRI -CITY Mayor Martino reported that the Council had attended the Tri -City

Meeting held December 13, 1975 with Lake Park and North Palm Beach.
ITEMS FOR DISCUSSION:
NEED FOR CITY Attorney Brant presented a report on the pros and cons of whether

IN COUNTY the City should retain a Prosecutor for violations of its municipal

ordinances in the County Court, and recommended that the City
not retain a Prosecutor.
The Council agreed to the State Attorneyts office serving in the
roll of Prosecutor and directed the City Manager to advise them
of the same, however, they want the opportunity at a later date
to reverse their decision.
City Manager John L. Orr advised that four additional notories
in the City will be needed for around the clock coverage after the
abolishment of the Municipal Court in January, 1977.
ITEMS BY CITY MANAGER:
CONTRACT WITH City Manager John L. Orr reported on the recommendation of the
MARVIN HILL:
I— Planning and Zoning Commission relative to the updating of the
Zoning Code by Marvin Hill or to hire a full time planner.

The recommendation of the P &Z Commission was:
Alt. 1. hire a full time planner
Alt. 2. hire a planner on a retainer basis with hourly fee to
only rewrite the Zoning Code.
Alt. 3. retain Marvin Hill
'following discussion a motion was made by Vice Mayor Feeney, seconded
by Councilman Rossow to table discussion until the City Manager
can provide monetary figures relative to the costs for Alt. 1, 2
and 3. Motion was carried unanimously.
ITEMS BY THE MAYOR AND COUNCIL:
MAYOR MARTINO: The City Manager advised Mayor A.artino that the Public Hearing on
the request by Pratt and Whitney for a Helistop and for Echlein
Corp. for conditional uses will be held January II, 1976.
COUNCILMAN Councilman Rossow commented on the excellent article in the

Post/Times regarding the Police Department.
COUNCILMAN The City Manager advised Councilman Laurie that the Police Department

would not enforce the reflectivity statute until equipment is
purchased to measure same.
Councilman Laurie stated he was against reducing the speed limit on
Alt. AIA.
Councilman Laurie asked that the cost for sidewalks on Gardenia
Drive be obtained.
COUNCILMAN Councilman Kiedis stated he was against placing sidewalks on
KIEDIS :
Gardenia Drive.
A Resolution will be prepared for the January 6th meeting appointing
a member to the Recreation Advisory Board to replace Lynn Gough.

Councilman Kiedis reported that the Recreation Advisory Board
would prefer a woman.
ADJOURNMENT: No further business, the meeting adjourned at 9 :35 P.M.
