CITY OF PALM BEACH GARDENS
JANUARY 20 1975
The Regular Meeting of the City Council of Palm Beach Gardens,
Florida, was called to order by Mayor Martino at 8 :00 P.M. in
the Assembly Room, 10500 North Military Trail, Palm Beach Gardens,
and opened with the Pledge of Allegiance to the <lac}.
ROLL CALL: Roll was called by the City Clerk and present were: Mayor
Martino, Vice Mayor DeLonga, Councilman Wiley and Councilman
Peeney. Councilman Kiedis was absent from the meeting due to
illness. Attorney Brant was present.
MINUTES: The Minutes of the Regular Meeting of December 19, 1974, as
amended, were unanimously approved by the Council.
- ANNOUNCEMENTS: Mayor Martino made the following announcements:
A meeting of the Beautification and Environmental Committee would
be held Wednesday, January 8, 1975 at 7:30 P.M.
A Bicentennial Committee Meeting would be held Wednesday, January 8,
1975.
The Lake Park Bicentennial Headquarters would hold a ribbon cutting
ceremony on January 3, 1975 at 10 :00 A.M.
Mayor Martino, on behalf of the Council, wished everyone a
Happy and prosperous New Year.
AWARDS TO Mayor Martino presented certificates of appreciation to the
PBGYAA :
Board of Directors of the Palm Beach Gardens Youth Athletic
Association and a plaque to Angel Naya, retiring President of
that organization stating it was an apropos way to kick off

the City's Bicentennial Celebration by honoring the Palm Beach
Gardens Youth Athletic Association and its members. Mayor
Martino reiterated the history of the organization which began in
1953 as the Khory League consisting of 100 boys to the present
registration of over 1000 boys and girls.
PETITIONS AND COMMUNICATIONS:
Mayor Martino acknowledged receipt of the following communications:

2. Senator Philip D. Lewis, Minority Leader William G. James,
Senator Harry Johnson and Representative Jack Poorbaugh acknowledging
receipt of Resolution #55 dealing with the abolishment of
Municipal. Police Departments of less than ten policemen.
3. Representative Jack Poorbaugh notification of a Legislative
Delegation Meeting on January 31, 1975.
Mayor Martino declared the Public Hearing open on consideration
of Ordinance #24, 1974 - Firemen's Retirement Fund, which was
duly advertised on December 14, 1974.
No member of the Council or the audience spoke for or against the
ordinance. Mayor Martino declared the Public Hearing closed.
Ordinance #24, 1974 .. Firemen's Retirement Fund was read by title
only, on second reading, by the City Clerk and was unanimously
adopted by the Council.

ITEMS FOR DISCUSSION:
ORGANIZATION The City Manager presented a list of job classifications per
CHAR
department, the number of employees per position, and organization
charts for each department.
The City Manager noted a change in the Recreation Department since
the charts were submitted in November; that being the classification
of Assistant Director to replace the classification Supervisor III.
He advised he was promoting Tom Bolinski to Assistant Director at
Grade 28, Step 3 at a weekly salary of $210.54„ the effective date
to be January 9, 1975.
The City Manager noted a change in the Police Department; that
being a Traffic Lieutenant in place of the Captain and the
addition of one person to the force - a Juvenile Detective. He
advised he will return with a job description for this classification
and a salary range.
The City Manager will resubmit the charts with the names of the
personnel, now staffing all the positions.
Motion was spade, seconded and unanimously adopted that the City
Council accept the administrative organization charts as presented
by the City Manager and the City Manager be authorized to staff
the positions consistent within the Merit System job descriptions
as currently adopted.
INTER LO CA L Mayor Martino acknowledged receipt of a letter from Board of

as a urban county and receive entitlement for Community Development
funds by counting the City's population to reach the necessary

In adopting this agreement, the City would give up for one year=
the right to apply for funds available to the standard metropolitan
statistical area.
A discussion followed. A motion was made by Vice Mayor DeLonga,
seconded by Councilman Wiley that the Mayor and City Clerk be
authorized to enter into the Inter Local Agreement between the
City and the Board of County Commissioners for the application for
the funds for the calendar year 1975.
Vote on motion Mayor Martino, Vice Mayor DeLonga and Councilman
Wiley voted aye; Councilman Feeney voted nay for the reason that
he disagreed with paragraph 3 of the agreement whereby the City
agrees to comply; and expressed concern that the City would not
have a voice in what the funds could be used for in the City or
adjacent area.
ITEMS BY MAYOR AND COUNCIL:
Mayor Martino: Mayor Martino asked that the Council consider placing railings on
all the bridges, in particular at MacArthur Blvd. and Lighthouse
Drive, to alleviate an accident where a bicycle or pedestrian
could fall in the path of a vehicle.
The City Manager and Director of Public Works will investigate
and make a recommendation to the Council.
Vice Mayor The City Manager advised Vice Mayor DeLonga that the switch has

by Howard Kuhns in the near future.
The City Manager advised the Building Department is continuing a
review of all illegal signs in the City and will make a survey

of the billboards that must be removed during a three year period,
as suggested by Vice Mayor DeLonga.
Vice Mayor DeLonga asked that an ordinance relating to the storage
and parking of recreational vehicles in the City be considered by
the Council.
Councilman Wiley: Councilman Wiley requested a summary be prepared of pending items,
projects and ordinances for consideration by the Council.
Mayor Martino advised he had prepared such a list that would be
given to the Council members.
Councilman Wiley advised of a possible illegal sign located at the
south west corner of Gardenia Street and Military Trail.
Councilman Feeney: Councilman Feeney questioned whether a left turn signal at PGA
Blvd. and U.S. #1 was anticipated, due to the increase in traffic
'%—� going to and from Q&kbTaok Square Shopping Center, and was advised
by the City Manager the signalization of this light was scheduled
to be upgraded by the County.
Councilman Feeney reported a vandalism and harassment problem
experienced by the citizens in the Daffodil Circle area.
Nancy Laurie, a resident of the City and member of the Planning
and Zoning Commission, spoke from the audience expressing the
concern by her neighbors of the speeding problem on Larch Avenue
and Larch Court. The City Manager will request that the Police
Department place radar equipment in that area.
ADJOURNMENT: No further business, the meeting adjourned at 9 :55 P.I.
