CITY OF PALM BEACH GARDENS
JANUARY 230 1975
The Workshop Meeting of the City Council of Palm Beach Gardens
convened after the adjournment of the Special, Meeting at 8 :26 P.M.
in the Assembly Room, 10500 North Military Trail, Palm Beach
Gardens.
ROLL CALL: Those present were: Mayor Martino, Councilman Wiley, Councilman
Kiedi.s and Councilman Feeney. Attorney Brant and City Manager
John Orr were present.
MINUTES: The minutes of the Regular Meeting of January 16, 1975 were
approved unanimously by the Council as submitted.

ANNOUNCEMENTS: Mayor Martino made the following announcements:
The Planning and Zoning Commission Meeting would be held Tuesday,
January 28, 1975 at 7 :00 P.M.
Voter Registration Books would close on Friday, January 31, 1975
at 4 :30 P.M. to prepare for the General Election to be held
Tuesday, March 18, 1975.
PALM BEACH Ms. Florence E. Biller, Director, Palm Beach County Public
COUNTY PUBLIC
LIBRARY SYSTEM: Library System addressed the Council and explained the workings
of the County Library System, and the results if the City is
excluded from the County Library Taxing District,which they are
considering: such as the bookmobile would be discontinued and
the residents would be required to pay a non - resident fee of
$15.00 to have access to the public library service.
Ms. Biller advised of the possibility of having a branch library
in the City, provided by the County, if a location with 1500 sq.ft.
or larger is available or if an appropriate site is located to

construct a building with an area of 4000 sq.ft. minimum.
The Council concurred the City has ample land available and a
library site was considered in the overall plan for the City
Complex, which they will pursue with the County Library Board
at their meeting on February 17, 1975 at 3650 Summit Blvd.,
West Palm Beach at 8 :00 P.M.
Ms. Biller also informed the Council there were two vacancies
in this District on the Library Advisory Board, which the Council
will pursue with Commissioner Culpepper.
Further discussion on the library facilities will be held at the
Regular Meeting of the City Council on February 6, 1975.
The Mayor will invite Commissioner Culpepper to attend a City
Council Meeting in the near future to discuss mutual items of
interest.
MR. BIAHASZ: The City Manager clarified for the benefit of Mr. Biadasz, who
spoke from the audience, that the problem and confusion over the
closing of one side of Holly Drive during school hours and the
signs at said location, had been handled administratively.
The Council directed the City Manager to investigate a means to
improve the situation, and establish a consistency of placing the
signs in the area.
PETITIONS AND COMMUNICATIONS:
Mayor Martino acknowledged receipt of communications from:
TOM MULLINS: 1. Tom Mullins, Offensive Coordinator, Georgetown College, who
was a former coach at Palm Beach Gardens High School, thanking
the City for the plaque of appreciation he had received.

HEALTH 2. Health Planning Council advising of a meeting foX prospective
PLANNING COUNCIL:
members to be held January 23, 1975 at 8:00 P.M. at JFK Hospital.
ARTHUR B. JONES: 3. Arthur B. Jones, Insurance Services Office advising they had
mailed a bulletin to local agents with reference to the changes
in classification for the City.
SENATOR LEWIS: 4. Senator Philip Lewis with attached letter to Senator Lewis
from James E. McDonald, Special Counsel, Office of the Governor,
regarding the proposed Police Standard 5.02 combining police
services.
PB COUNTY 5. Palm Beach County Utilities Company giving their approval to
UTILITIES COMPANY:
paint the fire hydrants in the colors of red, white and blue
as part of the Bicentennial celebration.
The City Manager will ascertain who is to paint the hydrants and
who is to pay for the paint.
AMERICAN PUBLIC 6. Letter to Leonard Devine that he has been appointed District
WORKS ASSOC.:
Representative to District XI, American Public Works Association.
JAMES OWENS:

The Council commended Mr. Devine for receiving this honor.
The City Manager will determine the travel committments incurred
by this appointment and will make a recommendation to the Council
for reimbursement to Mr. Devine for same.
7. Coordinator James Owens, Lake park Bicentennial Committee
notifying the City of their share, in the amount of $1500, toward
the expenses for the 4th of July Parade.
The City Manager was directed to investigate same, since it was
the Council's opinion monies donated by the City should be given
to the Palm Beach Gardens Bicentennial Committee,

have a gospel tent erected near the high school to conduct
religious services in connection with their work with kids on drugs.
The City Manager was directed to sOnd letter to Rev. Woody with
a negative reply to his request.
HIGH SCHOOL 9. Robert Sellers requesting permission for the Tennis Teats of
TENNIS :
Palm Beach Gardens High School to use the six tennis courts at
the City Complex for their tournaments to be held February 18, 200
25, March 4 and April 3 from 2 -6 P.M.
Mayor Martino, Councilman Wiley and Councilman Kiedis concurred
the courts should be reserved for this use with no fee involved.
Councilman :'eeney would not concur until a response is received
from the Tennis Committee and the Recreation Advisory Board as
to their approval. The City Manager will contact same for their
approval.
ORDINANCES: Discussion was held on Ordinance #2, 1975 the Noise Ordinance and
ORDINANCE #2F disposition of same.
The Council was provided with a copy of the Noise Ordinance
adopted by the City of West Palm Beach at the Tri-City Meeting
held Monday, January 20, 1975.
The Council agreed they wanted to adopt an ordinance to provide
peach and harmony in the Community in a simplified form that can
be enforced and applies tD the City.
The City Attorney was instructed to review the Noise Ordinance of
West Palm Beach and Ordinance #2, 1975 to compare the two for
the best use for the City. Consideration will be given to the
section on barking dogs.

Bell Telephone Company regarding the noise ordinance, was
distributed to the Council.
Discussion on the Ordinance #2, 1975 the Noise Ordinance will be
held at the Workshop Meeting, February 13, 1975.
ORDINANCE #lt Ordinance #1,, 1975 Secondhand Dealers was discussed by the Council.
Modifications, as suggested by Councilman Feeney, were made to
Section 17-92, third paragraph, first sentence after describe
to insert "including serial numbers as applicable."
Ordinance #1, 1975 will be read on second reading with a public
hearing at the Regular Meeting, February 6, 1975.
REPORTS: Mayor Martino reported he had attended the Public Forum held by
LEGISLATIVE the Legislative Delegation at the North Palm Beach Village Hall
DELEGATION
FORUM: on January 17, 1975 and made his presentation containing the
comments from the Council. Councilman Kiedis reported he had
also attended this sheeting.
Councilman Wiley made the suggestion that a Legislator be invited
to attend a Council meeting for an exchange of ideas.
TRI..CITY Mayor Martino reported he had attended the Tri -City Meeting held

Monday, January 20, 1975 at the Town of Lake Park together with
Councilman Wiley, Vice Mayor DeLonga, Councilman Kiedis and John
Orr, City Manager. Discussion was held on the proposed noise
ordinance as prepared by Dr. Dunn, which was referred for review
to the City Managers of the three municipalities. Discussion was
also held on the purchase of the Rybovich property, which the
Council agreed should be a County level priority with funds from
the Beach Bond Referendum.

BOARD OF Councilman Feeney reported he had attended a meeting of the Palm

MEETING- PBG Beach Gardens Community Hospital Board of Directors where discussion
HOSPITAL:
was held on an emergency alarm system with the Police Department.
The City Manager advised the City has a contract with Wells Fargo
that needs reviiw toward further benefit to the City, which he
will pursue.
HIGH SCHOOL Mayor Martino reported he had attended a listening post meeting of
ADVISORY BOARD:
the Advisory Board of the High School with interested citizens
where Dr. Smith related what was going on at the High School,
Mayor Martino stated he had advised Dr. Smith to use the newsletter
as a media to inform the citizens of another such meeting to be
h eld in April,.
DR. HARRY Mayor Martino reported he and the City Manager had attended the

meeting at the Colonnades Hotel on Tuesday, January 21, 1975
when a presentation was made by Dr. Harry Merritt, University of
Florida regarding carrying capacity and land use planning which
was very informative.
ITEMS BY THE CITY MANAGER:
TRAFFIC CONTROL The Council concurred with the recommendation of the City Manager

to ask the County to take up the maintenance and operation of the
traffic control devices at Northlake Blvd. and MacArthur Blvd„
Northlake Blvd. and Military Trail, Prosperity Farms Road and
PGA Blvd., Ellison Wilson Road and PGA Blvd., and RCA Blvd. and
Alt. A1A with an interlocal agreement similar to the one for the
traffic devices at Alt. AIA and PGA Blvd. and U.S. #1 and PGA Blvd.
The City Manager will also propose to the County the possibility
of the City selling the equipment from the intersection of
Northlake Blvd. and

MacArthur Blvd. to defray the cost of upgrading the signalizati.on
at Lighthouse Drive and Alt. AIA.
APPEARANCE The City Manager informed the Council he was unable to contact
BOARD:
Mr. James Blakely regarding his attendance at the January 300
1974 Council Meeting to discuss the Appearance Board as it
functions in North Palm Beach. If Mr. Blakely is unavailable,
Councilman Kiedis offered to contact him to obtain the information
the Council is seeking.
The Council will review the Job Classification of Comptroller as
submitted by the City Manager.
ITEMS BY MAYOR AND COUNCIL:
MAYOR MARTINO: Mayor Martino inquired if Disney World cards had been offered to
the Advisory Boards and the Volunteer Firemen.
The City Manager informed Mayor Martino the dedication of Gardens
East Drive will be completed when Howard Searcy, Engineer, makes
a final test of the road for drainage.
A sample ordinance will be obtained by the City Clerk regarding
the construction of helicopter landing pads on buildings for the
Council's consideration.
COUNCILMAN The City Manager was asked by Councilman Wiley to investigate the

storage building Located on the east side of the natural gas
pumping station at PGA Blvd., and the signs indicating House of
Tomorrow on Flax Court.
Councilman Wiley, as a spokesman for the Jaycees, requested the
City's help in finishing the Press Box at the High School, and
will return with a specific list of things needed.

ANIMAL CONTROL: An item will be placed in the next newsletter reminding the residents
to abide by the ordinance regarding cats and if they have a problem
to call the Animal Control Warden.
COUNCILMAN Councilman Kiedis asked the City Manager to obtain a cost estimate
KIEDIS :
to place sidewalks on the northside of Lighthouse Drive from North
Palm Beach to the City limits, and a cost estimate to place
Australian pines on the east side of the tennis courts located on
the north side of the City Complex.
Councilman Kiedis will contact the Beautification and Environmental
Committee to approach Mr. MacArthur to supply trees for the rear
of the Publ.ix Shopping Center to screen the unsightly condition
that exists.
COUNCILMAN At the suggestion of Councilman Feeney a resolution proposed by
IWENEY :
the Tri -.City group urging and requesting that public officials
and governmental agencies pursue remedies for the exorbitant
increase in cost of electrical and gas energy: oil products
a nd sugar products, will be reconsidered for adoption by the
Council at a workshop meeting in February.
Councilman Feeney advised that Ruth Barnett's sister is interested
in applying for the position of tennis pro for the City.
Councilman Feeney was advised by Vice Mayor DeLonga that Dr. Smith
is attempting to have the High School tennis courts resurfaced
in connection with the resurfacing of the parking lot.
Councilman Feeney state the PBGYAA Board of Directors have requested
that a member of the Recreation Department attend their meetings.
Councilman Feeney questioned what could be done to interest

industry in the area as he was informed SEL Computer Company
had indicated they would like to locate in West Palm Beach.
The Mayor will write a letter to said company listing the
advantages of this area for industry.
ADJOURNMENT: No further business, the meeting: adjourned at 11:20 P.M.
