HomeMy WebLinkAboutMinutes Council 013075WORKSHOP NESTING CITY OF PALM BEACH GARDENS JANUARY 3030 1975 The Workshop Meeting of the City Council of Palm Beach Gardens was called to order by Mayor Martino at 8:00 P.M. in the assembly room, 10500 North Military Trail, Palm Beach Gardens, and opened with the Pledge of Allegiance to the Flag. ROLL CALL: Roll was called by the City Clerk and present were: Mayor Martino, Vice Mayor DeLonga, Council —n Wiley, Councilman Kiedis and Councilman Feeney. Attorney Brant was excused from attending the meeting. MINUTES: The minutes of the Special Meeting of January 23, 1975 and the minutes of the Workshop Meeting of January 23, 1975 were unanimously approved by the Council. PURPOSE: Mayor Martino announced that the purpose of the meeting was to discuss the approach the Council should take regarding the adoption of an Appearance Code and plan for the City: whether to create a separate Appearance Board or to increase the responsibilities of the Site Plan Review Ordinance which is administered by the Planning and Zoning Commission. Mr. James Blakely, Chairman of the Community Appearance Board of North Palm Beach, at the invitation of the Council, spoke offering his advise and knowledge and explained how the Appearance Board functions in that City. Mr. Blakely answered questions posed by the Council and members of the audience. f Mr. Cunningham and Mr. Jacobs, members of the Planning and Zoning Commission and Mrs. Jeni Hamilton, Mrs. Comstock and Mr. Kitchings, members of the Beautification and Environmental Committee were Workshop Meeting, January 30, 1975 Page 2 in attendance at the meeting. Mr. Vince Pappalardo, a resident and Building Contractor recommended the Council consider the consolidation of administering the sign, appearance and landscape codes under one Board and after submitting plans to this Board, a decision be reached within a 30 day period, to avoid delay on the part of the contractor. Consideration of an Appearance Code and Board will be an agenda item at the Regular Meeting, February 6, 1975. DICK MACHIN- Dick Machin , President of the Palm Beach Gardens Youth Athletic PBGYAA: Association, advised the Council the storage utility building at Plant Drive, constructed by their organization, will be ampleted February 1, 1975 and they are .making pllns to obtain insurance to cover the contents owned by them which will be stored in the building. The Council concurred a dedication ceremony will be held in conjunction with the opening day of the baseball season. The City Attorney was directed to draw up an agreement to idemnify and hold harmless the City from all claims arising out of the use of the property by the PBGYAA, and that the PBGYAA have priority use of the building. PLANT DRIVE The Council directed the City Manager to expedite a program for the growth of grass on Plant Drive ball field and to keep the field closed and advise the PBGYAA when it is available for play. The City Manager reported the dugouts at Lake Catherine will be enclosed in the near future. The Council concurred the softball teams will be allowed the use of the Plant Drive field one night per week and on Sunday, and the PBGYAA will provide the City Manager with their play schedule. Workshop Meeting, January 30, 1975 Page 3 Mr. Machin presented the Council with the bills incurred in the construction of the storage building at Plant Drive. COMMUNICATIONS: Mayor Martino acknowledged receipt of communications from: CHARLES RING: 1. Charles Ring calling attention to the lack of maintenance to the median strip on Holly Drive, which was referred to the B &E Committee. PRATT WHITNEY: 2. Letter of invitation was sent by Mayor Martino to the General Manager of Pratt Whitney to attend a Council Meeting in February and congratulating the Plant on receiving the air force contract. JOHN VOLLMER: 3. Letter of invitation from the Mayor to John Vollmer, RCA to attend a Council Meeting in February to discuss mutual relations. WALTER COLBATH: 4. Walter Colbath, Mayor, Village of North Palm Beach, stating that City will not support the efforts regarding the proposed acquisition of land by the County, namely the Rybovich property. DONALD M. 5. Donald M. Shepherd, Engineer, to the Palm Beach County Health 990TTRUDY: Department regarding the new STP and Master Lift Station (Palm Beach County Utilities Company). The City Manager related that he was in contact with the DPC who will advise the City when the new plant is certified and fully operational. COMMISSIONER 5. County Commissioner Culpepper pertaining to the purchase of the Rybovich property by the County. MRS. BILLER: 7. Letter to Mrs. Biller, Director, County Library System from the Mayor, stating the City is interested in the pursuit of a library facility in this City, was approved for mailing by the Counci] Workshop Meeting, January 30, 1975 Page 4 REPORTS: Mayor Martino reported he had attended the Planning and Zoning PLANNING AND Commission Meeting held Tuesday, January 28, 1975. A review was ZONING MEETING: made and the site plan approved for the construction of a duplex by Mr. Edgecomb; and a recommendation was made to the City Council that a fee be fixed in conjunction with a request for a conditional use. JAYCEES AWARD: Councilman Wiley reported the North Palm Beach -Palm Beach Gardens Jaycees had presented their Distinguished Award to Vince Alvarez, and a letter of congratulations will be forwarded to Mr. Alvarez from the City. ITEMS $Y THE CITY MANAGER: PDQ STORE; The City Manager related he had talked with the owner of the PDQ Store located at the corner of U.S. #1 and PGA Blvd. concerning the problem of noise and other disturbances emitting from that location and a solution will be worked out. MAILING ADDRESS The City Manager advised the mailing address labels will be changed LAB_ ELS : to read "resident" and the adlress, at a great cost savings to the City. The Council concurred. LEASE /PURCHASE The City Manager was authorized to pursue and make initial -- NT negotiations toward a lease purchase agreement with the owner of the 912 acres adjacent to the City Complex and Plant Drive; said lease on Plant Drive to expire July 1, 1977. ENCLOSE POLICE The City Manager was authorized to proceed with the installation OFFICE: and construction of enclosing the Police Dispatchers Office for security reasons and to provide counter space on the outside if possible. Workshop Meeting, January 30, 1975 Page 5 ITEMS BY MAYOR AND COUNCIL: MAYOR MARTINO: At the suggestion of Mayor Martino, the City Manager will make a recommendation regarding the purchase of additional walkie- talkies for the Fire Department. The Council will be advised of the next visit by Marvin Hill, Consultant, to enable them to attend the Planning and Zoning Commission Meeting to hear his presentation. Mayor Martino requested a report from Leonard Devine, Director, Public Works, concerning the protective rails to be placed on the bridges. Mayor Martino requested that Dr. Smith be contacted for her answer to the parking problem at the High School during the evening hours. COUNCILMAN Councilman Wiley asked that an article be placed in the newsletter WILEY: recommending each resident contact his insurance agent regarding the fire insurance reduction due to the lower classification rate. The City Manager advised, in answer to Councilman Wiley's question, that the Annual Report is near completion and a copy will be available for the Councilts perusal. VICE MAYOR in reply to Vice Mayor DeLongats question, the City Manager 5S ) reported the shed located on PGA Blvd. near the pumping station was a golf ball testing device. COUNCILMAN Councilman Ki.edis recommended when contractors obtain building KIEDIS : permits, they be advised of the Sign Ordinance. Councilman Kiedis proposed that bicycle owners when obtaining licenses be advised of the regulation regarding lights and the Workshop Meeting,, January 30,, 1975 Pag e 6 Police Department make a special effort to enforce same. COUNCILMAN Mayor Martino advised Councilman Feeney that consideration would be FEENEY e given to a resolution pertaining to remedies for the increase in cost of electrical and gas energy and oil and sugar products, at the Regular Meeting, February 6s 1975. A concern by Councilman Feeney regarding annexation proceedings was clarified. Councilman Feeney requested attention be given to traffic control and enforcement on Holly Drive between the hours of 7 -10 P.M. due to the increased traffic generated by the Community School program. Vice Mayor DeLonga proposed a request be made to the Legislative Delegation for a requirement that 2 patrolmen ride in police cars during the hours of darkness. The Council concurred a meeting would be scheduled on a fifth Thursday in the month between the Council and the Police staff to discuss this possibility.
