HomeMy WebLinkAboutMinutes Council 020675REGULAR MEETING CITY OF PALM BEACH GARDENS FEBRUARY 60 1975 The Regular Meeting of the City Council of Palm Beach Gardens was called to order by Mayor Martino at 8 :00 P.M. in the Assembly Room, 10500 North Military Trail, Palm Beach Gardens, and opened with the Pledge of Allegiance to the Flag. ROLL CALL: Roll was called by the City Clerk and present were: Mayor Martinos Vice Mayor DeLonga, Councilman Wiley, Councilman Kiedis and Councilman Feeney. Attorney Brant was present. MINUTES: The minutes of the Workshop Meeting of January 30, 1975 were unanimously approved by the Council. PROCLAMATION: A proclamation proposed by the Village of North Palm Beach entitled "National Crime Prevention Week" was read by Mayor Martino. PETITIONS AND COMMUNICATIONS: Mayor Martino acknowledged receipt of communications from: R.F. GLADWIN: 1. R.F. Gladwin, Vice President of Gladwin Construction Company commending Jack Hanson, Building Official, for the service received from the Building Department during the construction of the Community Federal Savings and Loan Bank. HAROLD LANE: 2. Harold Lange,a resident of the City, commending Leonard Devine for services rendered to the residents, in particular the cleaning of the Earman River. DEPARTMENT OF 3. Department of Revenue, State of Florida, advising of a change REVENUE: in Revenue Sharing Distributions to Municipalities effective i Regular Meeting, February 6, 1975 Page 2 February 1975 which the City Manager calculated would mean a decrease of $3,000 to $4,000 per month to the City. RESOLUTIONS: Resolution #2, 1975 appointing the Election Officials for the RESOLUTION #2* RESOLUTION #4� RESOLUTION #59 975: R ESOLUT ION #6, ORDINANCES: ORDINANCE #10 General Election to be held March 18, 1975 was read in full by the City Clerk and unanimously adopted by the Council.. Resolution #4, 1975 requesting Public Officials and Governmental Agencies to pursue remedies for increase in cost of oil products and sugar and sugar products was read in full by the City Clerk and unanimously adopted by the Council. Resolution #5, 1975 requesting the Governmental Agencies to encourage the Federal Government to release impounded funds that may create new jobs for the unemployed was read in full by the City Clerk and unanimously adopted by the Council. Resolution #6, 1975 proclaiming the week of February 16 through February 22, 1975 as National Engineers Week in Palm Beach Gardens was read in full by the City Clerk and unanimously adopted by the Council. This resolution was prepared at the request of Bill Antill, Fred Fetterly and Associates, on behalf of the Palm Beach Chapter of the Florida Engineering Society. Mayor Martino declared the Public Hearing open for consideration of Ordinance #1, 1975 Secondhand Dealers* which was duly advertised on January 16, 1975. No member of the City Council or member of the audience spoke for or against the Ordinance. Mayor Martino declared the Public Hea:ing closed. i' Regular Meeting, February 6, 1975 Page 3 Ordinance #l, 1975 Secondhand Dealers was read by title only,with the amendments since the first reading of the Ordinance, by the City Clerk and the Ordinance was unanimously adopted by the Council. REPORTS: Mayor Martino reported he had addressed the members of the Meadows MEADOWS TRAILER Trailer Park Association located on PGA Blvd. regarding the PAR K AS OC . : happenings in the City with his imput on the status of PGA Blvd. The Council concurred with Mayor Martino's suggestion that a March Workshop Council Meeting could be scheduled to be held in the Meadows Trailer Park Auditorium if proper notices were posted advising of same. Councilman K:i.edis reported he had also attended the meeting at the Meadows Trailer Park and related two complaints from the residents; the need for more lighting at the entrance and a drainage problem at PGA Blvd. which the City Manager stated was a problem of the County. PALM BEACH Councilman Wiley reported he had attended the meeting of the Palm GARDENS BIC'NTENNIAL Beach Gardens Bicentennial Committee held February 5, 1975. Some CUMMITTET.7— of the highlights of the meeting were: flag contest is being conducted and notification of this will be placed in the next newsletter; consideration of the prize being a U.S. Savings Bond and Councilman Wiley indicted to the Committee he would ask the Council to consider the committment of funds toward this and other activities; presentation was made on flag5in the Country and a bicentennial flag was adopted; consideration of printing a booklet containing historical documents with items about the City; a trade fair; plans for 4th of July Celebration; against painting the fire hydrants; members interested in library and serving on the County Library Board and will attend meeting on February 10,1975. Y Regular Meeting, February 6, 1975 LIBRARY- LAGUNA V I LLAG E PROPERTY: MEETING WITH DR. CARROLL: Page 4 Highlights of Council meetings will be sent to officers of the Committee; next meeting to be Wednesday, March 5, 1975 at 7 :30 P,M.; will hold regular meetings first Wednesday of each month. Mrs. Nancy Laurie spoke from the audience and questioned the land proposed to be donated by the Laguna Village Planned Unit Development for a library and was advised by the City Manager that construction on this project had temporarily been dropped, and said location on the north side of PGA Blvd. was not suitable for the residents of the City. The City Manager reported he had attended a meeting with Dr. Carroll and was informed the summer enrichment funds have been terminated. ITEMS FOR DISCUSSION: APPEARANCE Discussion was held on the Appearance Code and the Council CODE: concurred with the proposal made by Mayor Martino to incorporate all elements of the Appearance Code, the Site Plan Review Ord., the Landscape Ordinance and the Sign Ordinance, which the City Attorney was directed to prepare; to create a one function committee to draw up an Appearance Plan; the committee to consist of 6 or 7 members; the plan to be completed within 90 days* The City Council will recommend prospective members to the City Manager whb will contact them to determine if they would be interested in serving. SECURITY The City Manager advised Dr. Smith had selected a family to reside TRAILM AT HJLUH L: in a trailer which will be placed on the grounds of the High School for security reasons. Discussion by the Council followed and no action will be taken until the City Manager obtains further information in writing as to the exact location of the trailer Regular Meeting, February 6, 1975 and the name of the family involved. Page 5 Sam Carsillo spoke from the audience and suggested exploring the use of the Burns Agency to provide security at a lesser cost. EMERGENCY ROOM Mr. Carsillo also asked the status of the emergency room at the PBG COMMUNITY HOSPITAL: Palm Beach Gardens Community Hospital and was informed by Councilman Feeney a meeting would be held March 27, 1975 to determine the availablity of money and supposedly construction would begin soon of ter. BELLEWOOD A group of ladies from Bellewood Street with Mrs. Smith and Mrs. STREET RESIDENTS: Schlosser as spokesmen addressed the Council making them aware the children in that area have no place to play. They were informed by Mayor Martino the Council is making every effort toward buying property in that vicinity. ITEMS BY CITY MANAGER: LIBRARY The City Manager reported Mrs. Biller, Director, County Library LOCATION: System had visited the City and inspected the recreation room as a possible location for a temporary library, and had concluded it was not conducive for this use. ENCLOSE POLICE At the recommendation of theCity Manager, the Council authorized DISPATCHERS the expenditure of $799 to enclose the Police Dispatchers area; funds to be taken from the Federal Revenue Sharing Account. The City Manager announced that Nancy Laurie and Clair Andersen would participate in a program on TV Channel 12 at 12 noon on Sunday, February 9, 1975 pertaining to the Land Use Plan adopted by the City. Regular Meeting, February 6, 1975 Page 6 LETHEL YELLawjNG :The City Manager reported preventive measures against lethel yellowing disease in the palm trees would be taken after Mr. Devine, Director of Public Works attends a meeting on February 7, 1975 to determine the cost factor. TREE Don Kitchings addressed the Council from the audience expressing TRIMMING: concern about the severe trimming of the palm trees. The City Manager explained the tree trimming program and stated corrective measures will be taken when the program is initiated next year. ITEMS BY MAYOR AND COUNCIL: MAYOR MARTINO: A recommendation will be made by the City Manager regarding the protective rails for the bridges. Mayor Martino advised he was participating in a donkey basketball game on February 7, 1975. VICE MAYOR Ordinance #3, 1975 drawn on the recommendation of the mayor and DE LONGA: presented by Vice Mayor DeLonga increasing the annual salary O_RDINANCE #3� of the City Manager, was read in full by the City Clerk and unanimously adopted by the Council. Second reading and a public heax'ing on Ordinance #3, 1975 will be held at the Regular Meeting March 6, 1975. The City Manager reported the new sewer treatment plant was in the checkout phase. AGREEMENT_PBG An agreement between the City and the Palm Beach Gardens Youth YOUTH ATHLETIC ASSOC. AND CITY: Athletic Association, pertaining to the new storage building being constructed by the PSGYAA and turned over to the City, was reviewed by the Council and corrections made at the suggestion of Councilman Feeney. Regular Meeting, February 6, 1975 Page 7 The Council with the exception of Councilman Feeney concurred the air conditioning system be excluded from the contract and made a responsibility of the PBGYAA. Attorney Brant was directed to return with a modified copy of the agreement incorporating the changes made by the Council,. COUNCILMAN Councilman Kiedis proposed that the street markers be painted KIEDIS: red, white and blue for the Bicentennial Celebration. Councilman Kiedis mentioned he had received a credit memo from his insurance company on the decrease in rates due to the lower fire rating classification. At the request of Councilman Kiedis, all written material from the City must be dated. The City Manager will determine the purpose of the stakes on the south side of Lilac Street. Councilman Kiedis requested and the Council agreed the Tree Preservation Ordinance be placed on a future agenda for review. MAYOR MARTINO: Mayor Martino informed the Council of the District Basketball Tournament to be held at the High School on February 21, 1975 and the request by Mrs. Peg Snyder for $ 100.00 toward expenses. The Council concurred it was not their policy to donate monies and suggested contacting a civic group. ADJOURNMENT: N further busine�s, the meeting adjourned at 11 :00 P.M.
