Ailita.ry Trail, Palm Beach Gardens, and opened with the Pledge of Allegiance to the Flag. ROLL CALL: Roll was called by the City Clerk and present were: Mayor :Martino, Councilman Wiley, Councilman Kiedis and Councilman Feeney. Attorney Brant was present. Vice Mayor DeLonga was delayed and arrived at the meeting later. MINUTES: The minutes of the Regular Meeting of February 200 1975, as amended, were unanimously adopted by the Council. { ANNOUNCEMENTS: Mayor Martino made the following announcements: The Palm Beach Gardens Bicentennial Committee rleetirg would be held Wednesday, March 5, 1975 at 7 :30 P.m. The filing date for candidates for the lurch 18, 1975 Election would close at 4 :30 P.M. on Friday, February 28, 1975. Councilman Kiedis, Group 2 and Mayor Martino Group 4 both filed as incumbents. The Beautification and Environmental CormA ttee would hold a work party on Saturday, March 1, 1975 at 8:00 A.M.; workers to meet at the home of Selema Oxnevad. HERBERT KAHLERT Mr. Herbert Kahlert, County Engineer, who was scheduled to address toONTY ER . the Council at this meeting was unable to attend but advised he and County Commissioner Culpepper would attend the Regular `�eeting on l March 20, 1975 to discuss priorities on road improvements within the City. Workshop Meetings February 27, 1975 Page 2 Mayor Martino recessed the Workshop P/deeting at 8:15 P.M. to hold a Special Meeting, The Workshop Meeting reconvened at 8:31 P.M. with all members of the City Council present except Vice Mayor DeLonga. PETITIONS AND COMMUNICATIONS: Mayor Martino acknowledged receipt of the following communications from: JAMES ANTON: 1. James C. Anton, Special Projects Division, Palm Beach County Engineers Office, advising the County is interested in taking over the maintenance of the intersection of PGA Blvd. and Alt. AlA and will prepare an agreement for the City to execute. Dot. VOLLMER: 2. Dr. James Vollmer, General Manager, RCA, stating due to pressing business he would not attend the Council Meeting on March 6, 1975 as previously announced, but will appear in '�pril. A. JEFFERIES: 3. A. Jefferies, Assistant County Administrator, recognizing the fact that 19 municipalities have joined together to qualify as an Urban County and receive entitlement to Community Development Act f ands. John Orr, City Manager will seek two members from the Community to serve on a technical advisory and a citizen action committee. JEAN PIPES: 4. Jean Pipes, Chairman, Palm Beach County Library Advisory Board assuring their interest in establishing a branch library service in the City. CHRISTIAN 5. Christian Businessmen's Committee of Palm Beach Gardens will BUBU IS�MEN'S COMMITTEE: hold their 7th Annual prayer breakfast at the West Palm Beach Auditorium on March 1, 1975 at 8 :07 A.M. JEAN Mrs. Jean Nemec, 3639 Cypress Street addressed the Council regarding the location of an air conditioner and a driveway proposed to be located in her neighbor's side yard. The City Manager will investigate the situation and so advise Mrs. Nemec. ORDINANCES: The Council workshopped Ordinance #2, 1975, the Noise Ordinance, ORDINANCE #2, and concurred that the definition section be approved as written. Ordinance #2, 1975 will be workshopped at the meeting on March 13, 1975. ORDINANCE #82 Discussion was held and revisions made on draft #4, dated 2,42/75 of the Site Review and Appearance Code. The modified ordifiance which will be numbered Ord. #80 1975 will be read on first reading at the Regular !Meeting, March 6, 1975. APPEARANCE A list of names of persons interested in serving on the Appearance PLAN COMMITTEE: REPORTS: PLANNING AND ZONING COMMISSION MEETING: Plan Committee will be given to the Council by the City Manager and the appointing of members to the Committee will be made at the Regular Meeting, March 6, 1975. Mayor Martino reported he had attended the Planning and Zoning Commission meeting held Tuesday, February 25, 1975. Marvin Hill, Planning Consultant, who was hired by the City to formulate a Comprehensive Plan, was in attendance and explained his work to date; presented 2 maps delineating the existing land use in the City, and will return on March 11, 1975 with a more comprehensive report. ITEMS BY THE CITY MANAGM : John Orr, City Manager, reported Ms. Biller, Director of the Palm Beach County Public Library System was still interested in finding a location with an area of 1400 sq.ft. for an interim library facility. Workshop Meeting, February 27, 1975 Page 4 Mr. Orr commented he was investigating the cost and feasibility of renting a :nodular building; had contacted Mr. MacArthur about the �. use of a portion of the Molecular Research Bldg. on Burns Road; and had ruled out an offer by Sy Fine for the use of space in his building on Burns Road because of the lack of parking space and that the area does not have sufficient lighting during evening hours. ITEMS BY MAYOR AND COUNCIL: VICE MAYOR Vice Mayor D eLonga referred to a comment by old Dixie Fire Department DE LON : regarding mutual aid and was advised by the City ]Manager that the City's Fire Department would cooperate in mutual aid with all communities. COUNCILMAN Councilman Feeney made reference to the fact that from the Emergency FEENEY: Manpower program, the City, at not cost, would have in its employ 3 people, if final approval is given by the County Commission; and suggested that these people be used to work on the median strip on Holly Drive to improve its appearance, as that area deserved consideration. COUNCILMAN Councilman Kiedis suggested that Keating Drive and MacArthur Blvd. KIEDIS : median strips also be improved, and asked that the trees be watered at the Fire Station. MAYOR MARTINO: Mayor Martino thanked the City Manager for his efforts in obtaining the employ of three people through the Emergency Manpower Program. COUNCILMAN KIEDIS: Councilman Kiedis suggested that the crossing guards, at the start of the school year, advise the children on bicycles they must follow the traffic rules, and that the crossing guards enforce same. Workshop Meeting, February 279 1975 page S COUNCILMAN The Council concurred with Councilman Wileyts request that a ramp WILEY: to constructed on the Holly Drive bridge in conjunction with the construction of a protective rail on that bridge.
