CITY OF PAL1 EEACH GARDENS
FEEPUARY 27, 1975
A Special Meeting of the City Council of Palm Beach Gardens was
called to order by Mayor Martino at 8:16 P.M. in the Assembly
Room, 10500 N. Military Trail, Palm Beach G;Irdens.
ROLL CALL: Present were: Mayor Martino, Councilman Wiley, Councilman Kiedis
Councilman Feeney and Attorney Brant. Vice Mayor DeLonga was absent
due to a prior commitment.
PURPOSE: The purpose of the Special meeting was to consider the authorization
of funds to be expended for the purpose of joining Lake Park and
North Palm Beach in hiring the consultant firm of Diversified
Utilities Service of Margate, Florida to prepare a case, in the
interest of representing the three Cities, to present before the
1 Public Service Commission regarding the proposed rate increase for
water and sewer service.
Mayor Martino reported a Tri -City Meeting had been held on Monday,
February 24, 1975 and Mr. Howard Osterman and fir. Elia from
Diversified Utilities Service were present to explain their
experience and what they would do if hired.
Motion was made, seconded and unanimously adopted that the City
Council authorize the City Attorney to enter into a contractural
agreement with the Diversified Utilities Service of Margate, Floridz-
to act as a special counsel on behalf of the City of Palm Beach
Gardens at the hearing before the Public Service Commission on
March 10, 1975 to provide expert testimony in the field of
financial evaluation of the Utility case as presented, legal
assistance as experts in the field, and any engineering background,

all three services which are provided by this firm; that the fee
not exceed $5,000, funds to be taken from the Contingency Fund.
Councilman Wiley stated he had prepared a letter which was hand
carried to the People's Counsel by Attorney Brant, that was a critique
on the case in hand and summarized the comments made by the Council
at previous meetings.
John Orr, City Manager, informed the Council he had the forms for
residents to fill out if they were interested in appearing at the
public hearing as prospective witnesses, and encouraged the
residents to make a personal appearance.
ADJOUPNNIENT: No further business, the meeting adjourned at 8:30 P.M.
