HomeMy WebLinkAboutMinutes Council 031375WORKSHOP MEETING CITY OF PALM BEACH GARDENS MARCH 139 1975 The workshop Meeting of the City Council of Palm Beach Gardens was called to order by Mayor Martino at 8 :00 P.M. in the Assembly Room, 10500 N. Military Trail, Palm Beach Gardens, and opened with the Pledge of Allegiance to the Flag. ROLL CALL: Roll was called by the City Clerk and present were: Mayor Martino,, Vice Mayor DeLonga, Councilman Wiley, Councilman Kiedis and Councilman Feeney. Attorney Baldwin was in attendance. MINUTES: The Minutes of the Regular Meeting of March 6, 1975 were unanimously approved by the Council. ANNOUNCEMENTS: Mayor Martino announced that E. V. Marshall, General Manager of Pratt Whitney Aircraft would be a guest of the Council at the meeting on March 27, 1975 instead of at the meeting on March 20, 1975 as announced. Mayor Martina announced the Reorganizational Meeting would be held at the Regular Meeting, March 20, 1975. PET ITIODS AND COMMUNICAT IONS., PUBLIC HEARING Mayor Martino acknowledged receipt of a communication from the PRIMARY AND —ROAD County Engineer H.F. Kahlert advising of a Public Hearing by the State Department of Transportation on March 26, 1975 from 9 :00 A.M. to 12 noon at the County Courthouse re primary and secondary road plans. RESOLUTIONS: Discussion was held on Resolution ll, 1975 appointing two new members RESOLUTION #1l, to the Merit System Board and reappointing Rev. David Wolber to that Board. Workshop Meeting, March 13, 1975 Page 2 Mayor Martino stated a letter would be forthcoming from Henry Comstock indicating his interest to serve. Motion was made by Councilman Wiley, seconded by Vice Mayor DeLonga that the City Clerk be authorized to contact Meyer Kesner and Thomas Bratten to ascertain their interest in serving on the Merit System Board and in the event either one cannot serve, then to contact Mrs. Thelma Rosomer. Vote on motion - Vase Mayor DeLonga, Councilman Wiley, Councilman Kiedis and Councilman Feeney voted aye; Mayor Martino voted nay. Resolution #11, 1975 will be placed on the agenda of the Regular Meeting of March 20, 1975. ORDINANCES: Mayor Martino deviated from the agenda, in deference to Clair ORDINANCE #8' Andersen, a member of the Planning and Zoning Commission who was present, to discuss Ordinance #8, 1975, the Site Review and Appearance Code. Minor modifications were made to the Ordinance and Attorney Brant was directed to rework Section 6-14. The Council concurred to discuss, at some other time, the suggestion made by Councilman Wiley to expand the Planning and Zoning Commission to include alternate members that have particular qualifications relative to the administration of the Appearance Plan. ORDINANCE #71 The Council workshopped Ordinance #7, 1975 the Tree Preservation Ordinance. Don Kitchings, Chairman of the Beautification and Environmental Committee was present in the audience and expressed his personal concern that in Section 31.13 Applicability _ the terms and provisions of the Ordinance did not apply to single - family and two - family developed lots. Workshop Meeting, March 13, 1975 Page 3 Other areas of concern by the Council were the section setting forth a fee to accompany an appeal, and who would be named the designated public agency. The City Manager will review Ordinance #7, 1975 and make the recommended modifications for the Councilts consideration. ORDINANCE #20 Discussion on Ordinance #2, 1975, the Noise Ordinance and Ordinance 9 5: #50 1975 the Election Code was tabled. ORDINANCE #5, 1975: ORDINANCE #6t There was no discussion on Ordinance #6, 1975 establishing filing fees r0 11 1 for petitions. A Public Hearing and second reading on Ordinam #6, 1975 is scheduled for March 20, 1975. REPORTS: Mayor Martino reported he had attended the Planning and Zoning P&Z COMMISSION Commission Meeting held Tuesday, March 11, 1975. The Commission MEETING: had granted a conditional use for a drivers license facility to be located on PGA Blvd., and discussed the landscaping at the Oakbrook Shopping Center on U.S.l and PGA Blvd. BICENTENNIAL Vice Mayor DeLonga reported he had attended the meeting of the MEETING: Bicentennial Committee held March 5, 1975 and found a very enjoyable evening with an enthusiastic committee. He mentioned three means they are considering for raising money - a golf tournament, a swap shop and movies at the High School. PBG HIGH SCHOOL Vice Mayor DeLonga reported he had attended a meeting of the Palm C_O_MNNN ITY Gardens ISORY Beach/High School Community School Advisory Board. on Monday, March 10, 1975 and they are planning a parents meeting on April. 80 1975 to explain the scheduling procedures for next year and would like publicity in the newsletter. Workshop Meeting, March 13, 1975 Wage 4 B &E COMMITTEE Councilman Kiedis reported he had attended the Beautification and MEETING: Environmental Committee Meeting held Wednesday, March 12, 1975. RECREATION ADVISORY BOARD MEETING : PBG COMMUNITY HOSPITAL: Election of officers was held - Don Kitchings was named Chairman, Lorraine Comstock, Vice Chairman and Chuck Sanders, Secretary. The Committee asked that the median strips at Holly Drive! MacArthur Blvd. and entrance to the City Complex adjacent to the fire station be watered; made mention of the potted plants in the Public Works yard that died for lack of water; questioned the need for a permit by the Hetzel Brothers pageant for the portable sanitary facilities; concurred they did not wish to invest the $750.00 from their budget for a wall at the east side of the slopes at City Hall but would rather buy trees with that money; and would like to experiment with a different type of ground cover on the east slopes. Councilman Feeney reported he had attended the tweeting of the Recreation Advisory Board held Tuesday, March ll, 1975 and the members indicated they would like to receive a copy of the highlights. Councilman Feeney reported Mr. Monks, Administrator of the Palm Beach Gardens Community Hospital had indicated the report was ready and would be given to Marvin dill to- include in the Land Use plan and that a decision had not been made on the expansion of the hospital. Councilman Wiley commented /regarding the invitation extended to E.V. Marshall# General Manager of Pratt Whitney Aircraft that it was the intent of the City to establish an interchange of ideas and thoughts. ITEMS FOR DISCUSSION: JANITORIAL The City Manager reported he had received four proposals for SERVICE PROPOSALS: Janitorial Service for the City Hall and recommended that the Workshop Meeting, March 13, 1975 Page 5 low estimate of $600 per month on a three year basis be considered; all work to be done after normal working hours. A discussion followed and it was the consensus of the Council that the additional expenditure should not be made at this time, but reviewed again at budget discussions, and to explore the possibility of rescheduling the hours of the present employee doing this work. ITEMS BY CITY MANAGER: PALM BEACH The City Manager was directed to vote yes on Resolution #2 -1975 of COUNTY MUNICIP LMGUE RES. the Palm Beach County Municipal League endorsing enactment of a r r general law relating to co- ordination of certain municipal and county zoning and planning actions, at the League meeting to be held March 14, 1975, The vote was taken by Mayor Martino as follows: Mayor Martino and Vice Mayor DeLonga voted nay; Councilman Wiley, Councilman Kiedis and Councilman Feeney voted aye. PALM BEACH The City Manager was directed to vote yes on Resolution #3 -1975 of COUNTY MUNICIPAL the Palm Beach County Municipal League endorsing enactment of a #3t : general law imposing a tax on real estate transfers for the sole purpose of funding construction of school plant facilities, at the League meeting to be held March 14, 1975. The vote was taken by Mayor Martino as follows: Mayor Martino, Vice Mayor DeLonga, Councilman Wiley, Councilman Kiedis voted aye; Councilman Feeney voted nay. ITEMS BY MAYOR AND COUNCIL: VICE MAYOR Vice Mayor DeLonga commented on the following items: DE LONGA : Too many items on the agenda; will assure Mrs. Thomas Gaines the City will treat the palm trees for lethal yellowing; the pine trees in City are being destroyed by pine borers; emphasized the need for a traffic light at Burns Road and Alt. AlA and one at Workshop Meetinge March 13, 1975 Page 6 Military Trail and PGA Blvd.; and verified with the Council anyone can play on the tennis courts located on the north side of the City Complex when they are not reserved for play. The one dollar fee applies only if reservations are made by a member and he or she includes a guest. The City Manager will review the resolution concerning tennis reservations to assure the intent of the Council is included. COUNCILMAN At the request of Councilman Wiley, the City Manager will ascertain WILEY: if fees are charged to members of tennis teams from other Cities, when they play in tournaments in this City. The City Manager advised the vacancy due to the resignation of Tom Bolinski will be filled. COUNCILMAN The Council agreed to consider a resolution to the State Legislative F EN Y : Delegation urging them to find funds allowing the Palm Beach Junior College to offer more courses. COUNCILMAN The City Manager was directed to advise Dick Machin that the Plant KIEDIS : Drive baseball field is open for play. ADJOURNMENT: No further usiness, the meeting adjourned at 11 :30 P.M.
