CITY OF PALM BEACH GARDENS
MARCH 209 1975
The Regular Meeting of the City Council of Palm Beach Gardens was
called to order by Mayor Martino at 8 :31 P.M. following the
Reorganization Meeting, in the Assembly Room, 10500 North Military
Trail, Palm Beach Gardens.
ROLL CALL: All members of the Council and Attorney Brant were present.
MINUTES; The Minutes of the Workshop Meeting of March 13, 1975, as amended,
were unanimously approved by the Council.
COUNTY Mayor Martino introduced guests County Commissioner Robert Culpepper
COMMISSIONER
ROBERT and County Engineer Herbert Kahlert who addressed the Council to

COUNTY share the projects and planning of the County on road improvement
ENGINEER
KAHLERT: priorities in and around the City, including the Bicycle Path Program
and the F.I.N.D. Program showing the spoils locations along the
Intracoastal Waterway that could be used for recreational activities.
PETITIONS AND COMMUNICATIONS:
AL POLLARD: City Manager John Orr acknowledged receipt of a letter of resignation
from Al Pollard from the Merit System Board.
RESOLUTION Resolution #I1, 1975 appointing members to the Merit System Board
#Ilr 1975:
was tabled until all interested applicants to all Advisory Boards ar
notified of an indoctrination meeting of the Merit System Board to _
be scheduled by the City Manager.
RESOLUTION Resolution #14, 1975 endorsing the adoption of the Standard Building
#14, 1975:
Codes was read in full by the City Clerk and unanimously adopted
by the Council.
City Manager John Orr informed the Council a similar resolution was
adopted by the Municipal League and the Building Officials Assoc.
to insure uniformity throughout the State.

RESOLUTION Resolution #15, 1975 requesting the release of State funds allowing

Palm Beach Junior College to offer additional courses was read in
full by the City Clerk with the amendments, and unanimously adopted
by the Council..
ORDINANCE #6, A Public Hearing was declared open by Mayor Martino on Ordinance #6,
1975:
1975 establishing filing fees for petitions, as duly advertised
on February 27, 1975.
There was no discussion by the Council or by any member of the
audience.
The Public Hearing was declared closed.
Ordinance #6, 1975 was read by title only, on second reading, by the
City Clerk and unanimously adopted by the Council.
AGREEMENT- Discussion on the agreement with the Florida Power and Light Company
FP &L CO.
dRURW&OUND concerning the placement of an underground cable in the right -of -way
CABLE:
I'll Of Johnson Dairy Road was tabled.
The City Attorney was directed to prepare a new agreement, in lieu
of the agreement prepared by the Florida Power and Light Company,
restricting the agreement to underground cable.
The agreement is subject to adoption by Resolution.
ITEMS BY MAYOR AND COUNCIL:
VICE MAYOR The Council concurred with the proposal of Vice Mayor DeLonga to

revise the order of the agenda.
Vice Mayor DeLonga asked that an item be placed in the newsletter
advising the citizens Palm Beach Gardens and two other municipalities
were the only ones that endorsed the Resolution proposed by the
Florida League of Municipalities to impose a tax on real estate
transfers to fund construction of school plant facilities, and he

expressed disappointment with the municipalities that voted not
to consider the resolution.
COUNCILMAN Councilman Wiley requested that St. Marks Church be placed on the

list to receive the lethal yellowing inoculation by the City.
Councilman Wiley asked that the P &Z Commission review the exit
from the Publicc Market onto Alt. AIA to see if they can avoid the
confusion with the exit from the Community Federal Savings Bank onto Alt. AIA.
The Council concurred with Councilman Wileyts suggestion that
consideration be given to appointing a Chairman Protem to act in
the absence of the Mayor and Vice Mayor.
COUNCILMAN Councilman Feeney asked that the posts at Plant Drive be painted,

and the seats be reversed on the bleachers.
He was advised by Vase Mayor DeLonga there was an interested group
of motorcycle riders known as the Junior Trail Riders that met
once a month in the City.
COUNCILMAN Councilman Wiley requested, and the Council concurred, that the

Public Works Department clean the existing drainage ditch at Lake
Catherine.
COUNCILMAN The Council concurred with the suggestion of Councilman Kiedis to

move the trash cans at Plant Drive Park to another location in the
park.
Councilman Kiedis asked that a place be provided to hang maps in
the Council Room.
MAYOR At the request of Mayor Martino, the City Manager will solicit the

COUNCILMAN Councilman Feeney asked that the rest rooms at Plant Drive be left

No further business, the meeting adjourned at 11:25 P.M.
