HomeMy WebLinkAboutMinutes Council 041775REGULAR MEETI::G CITY OF PALM SEAC14 GARDENS APRIL 17, 1975 The Regular Meetinq of the City Council of Palm Beach Gardens was called to order by Mayor Martino at 8:00 P.M. in the Assembly Room, 10500 North Military Trail, and opened with the Pledge of Allegiance to the Flag. zOLL CALL: Roll was called by the Secretary and present were: Mayor Martino, Vice Mayor DeLonga, Councilman Wiley, Councilman Kiedis, and Councilman Feeney. Attorney Baldwin was in attendance. MINUTES: The minutes of the Workshop Meeting of April 10, 1975, were unanimously approved by the Council, as amended. The minutes of the Special Meeting of April 10, 1975, were unanimously approved by the Council, as submitted. ANNOUNCEMENTS: Mayor Martino made the following announcements: 1. A meeting of the City's Plannin.-i and Zoning Commission will be held on Tuesday, April 22, 1975, at 7 :30 P.M.. 2. A meetin-i of the Citv's Zoning Board of Appeals will convene at 7 :30 P.M. on Thursday, April 24, 1975. PRESENCE OF Mayor Martino welcomed Gary Judge, Mike Davis, Russell Whitehead, BOY SCOUTS: and Iruce Barnett, members of Boy Scout Troup #150, to the City Council meeting. The young gentlemen were present at the i meeting in an effort to obtain a "Communication Badge ". Reoular Meeting, April 17, 1975 -2 PROCLAMATION Mayor Martino advised he, together with five other Mayors "REALTOR WEEK" of neighboring communities, attended a meeting of the BID OPENINGS: FIRE HOSE Northern Palm Beach County Board of Realtors on Tuesday, April 15, 1975, and signed a proclamation designating the week of April 20 -26 as "Realtor Week ". Mayor Martino read the proclamation signed at that meeting for the benefit of those present. The bids for the Fire Hoses were referred to the City Manager and Fire Chief Edward Arrants for evaluation and a recommend- ation to the City Council. COMMENTS FROM THE PUBLIC FOR ITEMS NOT ON THE AGENDA: GARY JUDGE Gary Judge, a member of the audience, requested permission ACQUIRING from the Council to remove approximately twenty -five stalks BAMBOO of bamboo from the trees located on the adjacent property of the City Hall Complex for a project of his Boy Scout Troop. Mr. Judge was advised that the land in which the bamboo is located is not owned by the City; however, the City Manager wilL assist the troop in requesting permission from the owner of the parcel. PETITIONS AND COMMUNICATIONS: Mayor Martino acknowledged receipt of the following communica- tions: Samuel F. Smith 1. A letter from Mr. Samuel F. Smith, a resident of the City, encouraging the City Council to adopt Ordinance 7, 1975, the Tree Preservation Ordinance. Regular Meeting, April 17, 1975 -5 PATM BEACH 2. A communication from Mr. T. H. Climer, Director of Operations cc TY UTI IL TIES of the Palm Beach County Utilities Company, requesting the City's cooperation in conserving water by stopping the issuance of sprinkler irrigation permits, due to the extreme dry spell now being experienced. The City Manager was requested to inform Mr. Climer that the City will make an effort to cooperate in conserving water; however, the City felt an application for a sprinkler irrigation permit should not be denied. COUNTY 3. A letter from Mr. H. F. Kahlert, County Engineer, together ENGINEER with construction plans for proposed roadway projects within PP ^POSED R, ,)WAYS the municipal limits of Palm Beach Gardens (i.e., Military Trail, from Blue Heron Boulevard to P.G.A. Boulevard; Military Trail, from P.G.A. Boulevard to Hood Road; and P.G.A. Boulevard, from Military Trail to Old Dixie Highway). DEPT. OF 4. A letter from Mr. John C. Goodknight, Deputy District Engineer, TRANSPORTA- TION Florida Department of Transportation, in response to Mayor Martino's communication of April 3, 1975, which aid not directly satisfy the City's concern relative to the intersection of I -95 and P.G.A. Boulevard. Reqular Meetin-3, April 17, 1975 in Councilman 'Wiley recommended, and the other members of the Council concurred, that the City Attorney be requested to prepare a Resolution for the Council's consideration, requesting action from the Florida Department of Trans- portation relative to alleviating the traffic conjestion at the intersection r)f I -95 and P.G.A. Boulevard; the Resolution to be workshopped at the City Council meeting of April 24, 1975. SENATOR HARRY 5. A communication from Senator Harry A. Johnston II, A. JOHNSTON II acknowledging receipt of Mayor Martino's letter of April 3, 1975, relative to the intersection of I -95 and P.G.A. Boulevard. MR. & MRS. 6. A communication from Mr. and Mrs. John Van Hook, residents JOHN VAN HOOK of the City, expressing gratitude to the City's Police Department and the Inter --City Ambulance Corporation for their response to their neighbor's home, when she suffered severe chest pains. PESnLUTION #16, Pesolution #16, 1975, recommendations to the State Legislature 1975 relative to Financial Discl,)sure, State of Florida, was read in full by the Deputy City Clerk, and unanimously ad, -)pied by the Council. nT?DINANCE #8 Mayor Martino declared the Public Hearing, as duly advertised ] — rN _ on March 13, 1975, open on consideration of Ordinance #8, 19759 the Site Review and Appearance Code. Reoular Meetin -i, April 17, 1975 -7 There was nn nne present in the audience that desired to speak for or against the proposed Ordinance. Discussion was held by the members of the Council relative to their individual recommended revisions to Ordinance #8, 1975, as presently written. Councilman Wiley recommended, and the other members of the Council concurred, that the City Attorney be requested to prepare Ordinance #8, 1A75, with the recommended revisions incorporated. PURLIC HEADING By unanimous vote of the Council, the Public Hearing nn OVD. #87 1975 R' ' ;SSED Ordinance #8, 1975, the Site Review and Appearance Cede, was recessed until the Regular Meetin-j to be held May 15, 1975. Further discussion on the Ordinance will he held at the City Council Workshop Meetin_i of May 8, 1075. REPO &TS: Mayor Martino reported he had attended the City's Appearance VIAYC3,- T�UI 'TI Plan Committee's meeting of April 15, 1075. The members of the Committee toured the City enabling tee=n to determin(- a 'ist f in estahlishine an Appearance Plan; and areas -f particular note were set up to he researched. 'Minutes r-f the meeting are in the information file for the Council members' perusal. CQ�ICZLMAN Councilman Feeney reported that a Board of Directors' Meeting FEENEY of the Palm Beach Gardens' Community Hospital will be held Thursday, May 1, 1r)75. Renular Meeting, April 17, 1975 ITEMS FnR DISCUSSION: A,_ _.JDMENTS TO A communication from Jack Hanson, the City's Building Official, FIRE CODE outlining recommended revisions to the City's Fire Code, and a letter from Fire Chief Edward Arrants, endorsing} the recommended revisions, were acknowledged. By unanimous vote of the Council, the City Attorney was requested to draft an Ordinance, to include the recommended amendments, for the Council's consideration. TRAFFIC CONTROL A motion was unanimously adopted that Mayor Martino be authorized AGREEMENTS to sign the Traffic Control Agreements, between the City of Palm Beach Gardens and Palm Beach County for maintenance of the traffic control devices located within the City at RCA Boulevard and Alternate A -1 -A, PGA Boulevard and Prosperity Farms Road, and Northlake Boulevard and MacArthur Boulevard. MODIFICATIONS By unanimous vote of the Council, the City Attorney was requested TO LANDSCAPE ORDINANCE to prepare an Ordinance, to amend the City's Ordinance #1, 1974, the Landscape Code, to include the modifications recommended by the City's Beautification and Environmental Committee, for the Council's consideration. ADVISORY BOARD John Orr, City Manager, advised that a communication was sent APPLICANTS to all present advisory board applicants, soliciting the names of all advisory boards of the City they would desire to serve on. The response was submitted to the members of the Council, and Chairmen of the City's Advisory Boards. Regular Meeting, April 17, 1975 JUNK CARS VICE MAYOR DELONGA OMRGENCY GENERATOR COUNCILMAN WILEY It was determined that the members of the Council acting as liaisons for the individual advisory boards, ask the present members of advisory boards if they prefer to serve on any other board of the City, rather than the one they are presently serving on. The City Manager advised that letters were delivered to approximately forty residents of the City, who, per a report of the City's Police Department, have junk cars located on their lots. The letter requested that the cars be removed within ten days, or the owner appeal to the City Council at their meeting of April 24, 1975. In answer to Vice Mayor DeL.onga's inquiry, Mr. Orr advised that the emergency Qenerator located at the municipal complex is checked on a regular basis. Councilman Wiley requested, and Vice Mayor DeLonga concurred, that the members of the Council be advised of new businesses NEW BUSINESSES & MAJOR that establish within the City; and be informed of what major DEVELOPMENTS developments are proposed to be established within the City. Regular Meeting, April 17, 1975 -10 Cnr1NCILMAN Councilman Kiedis suggested, and the other Council members r,3I S, concurred, that the acquisition of recreational land be RECREATIONAL LAND AND pursued, with the monies allotted at the Recreational Land FACILITIES Bond Referendum in 1971; and that the developing of the ten acres located adjacent to the City Hall for recreational facilities commence in the near future. Mayor Martino is to converse with Mr. John D. MacArthur and inquire the possibility of the City purchasing 91Z acres of land, which is contiguous to the City's ten -acre parcel, from Mr. MacArthur for recreational purposes. POLICE CARS The City Manager advised that a letter has been sent to Roger Dean Chevrolet, West Palm Beach, relative to the City's dissatisfaction in the delay of the receipt of four 1975 Chevrolet Nova Police Cars, the City ordered January, 1975. RESIGNATION Mayor Martino acknowledged receipt of a letter of resignation, ROGER STRICKLAND P & Z COMMISSION effective April 30, 1975, from Roger Strickland, member of the City's Planning and Zoning Commission.
