CITY OF PALM BEACH GARDENS
MAY 1, 1975
The Regular Meeting of the City Council of Palm Beach Gardens
was called to order by Mayor Martino at 8:30 P.1'4. in the Assembly
Room, 10500 N. Military Trail and opened with the Pledge of Allegiance
to the Flag.
ROLL CALL: Roll was called by the City Clerk and present were: Mayor Martino,
Vice Mayor DeLonga and Councilman Wiley. Councilman Kiedis was
absent as he was out of Town and Councilman Feeney was absent
because he was attending a meeting of the Board of Directors of
the Palm Beach Gardens Community Hospital. Attorney Brant was
in attendance.
MINUTES: The Minutes of the Workshop Meeting of April 24, 1975 were

unanimously approved by the Council.
ANNOUNCEMENTS: Mayor Martino made the following announcements:
An Appearance Plan Committee Meeting would be held Tuesday,
May 6, 1975 at 7:30 P.M.
Bicentennial, Committee Meeting would be held Wednesday, May 70, 1975
at 8:00 P.M.
Beta Sigma Phi Meeting would be held Thursday, May $, 1975 in the
Recreation Room.
PROCLAMATION: Mayor Martino read a Proclamation advocated by the Junior woman's
Club of the North Palm Beaches, declaring May 11 through May 179
1975 as "Healthy Baby Week ".

Fire Department, as duly advertised March 17 and 18p 1975, was
awarded to Biscayne Fire Equipment Company, Miami, Florida for the
low bid amount of $4,100.00.
PETITIONS AND C0109JNICATIONS:
Mayor Martino made note of the following three letters he had sent:
DR. LEONE: 1. Dr. P4ae Leone offering the services of the City regarding
pilot studies for the Nutrition Program for senior citizens.
COMM. 2. County Commissioner Robert Culpepper summarizing the items that

were discussed when he attended the Council meeting on March 20, 1975s
and listing the items for follow -up and solutions.
REP. LEWIS: 3. Rep. Torn Lewis in answer to his comments relative to the
intersection of Alt. AlA and Lighthouse Drive.
Mayor Martino acknowledged receipt of communications from:
WILLIAM JAMS: 1. Minority Leader William James relative to the Ci.ty!s Resolution
#16 .. Financial Disclosure Act.
REP. 2. Rep. Jack Poorbaugh relative to the City's Resolution #16
POORBAUGH:
Financial Disclosure Act.
REP. GENE 3. Rep. Gene Campbell relative to the City's letter expressing

concern over the malpractice insurance rate.
REP. LEWIS: 4. Rep. Tom Lewis sharing concern over the malpractice insurance
rate crisis.
REP. 5. Rep. Don F. Hazelton expressing concern regarding the malpractice

SEN. LEWIS: 6. Senator Philip D. Lewis regarding proposed legislation to be
considered during the 1975 session re: Financial Disclosure.

MS. BILLER: 7. Ms. Florence E. Biller, Director, Palm Beach County Public
Library System advising the branch library to be Located in the
Tanglewood Plaza will be open by June 1, 1975.
P &Z 8. Planning and Zoning Commission advising a Public Hearing will

the City's Comprehensive Land Use Plan.
FLORIDA POWER 9. Florida Power and Light Company advising a delineation will be

made on future bills to customers in the City's franchise area
identifying the franchise charge as a separate item entitled "City
Tax and /or Franchise".
An item will be placed in the next newsletter advising the residents
of the change and assuring them that this is not a new tax imposed
by the City.
RESOLUTIONS: Resolution #18, 1975 appointing members to the Board of Trustees
RESOLUTION #18,for the Policemen's Retirement Trust Fund was read in full by the
City Clerk and unanimously adopted by the Council.
ORDINANCES: The Public Hearing was declared open by Mayor Martino on
ORDINANCE #7, consideration of Ordinance #7, 19750 the Tree Preservation Ordinance
1975:
which was recessed at the Regular Meeting held April 3, 1975 to
this date.
Motion made by Councilman Wiley, seconded by Vice .Mayor DeLonga
to recess the Public Hearing on Ordinance #7, 1975, the Tree
Preservation Ordinance until the Regular Pieeting of June 5, 1975
at 8:00 P.M. Vote on motion - mayor Martino and Councilman Wiley
voted aye; Vice Mayor DeLonga voted nay.

ORDINANCE Ordinance #11, 1975, the Budget Revision was read in full, on first
#11f 197-'3:
reading, by the City Clerk.
Ordinance #11, 1975 will be placed on the agenda of the Workshop
Meeting of May 8, 1975.
REPORTS: Mayor 14artino reported he and the City ,tanager had talked to
THOMAS HAYES- Thomas A. Hayes, District Assistant to Senator I.awton Chiles when

he visited the City on April 30, 1975 and asked for assistance
in several areas, namely, continuation of I -95, housing and
location of new industries in Florida.
RESOLUTION- Discussion on the draft, prepared by the City Attorney, of a
CLOVE L
1-9.5 AND P GA Resolution urging the Department of Transportation to construct
a clover leaf at the Intersection of I -95 and PGA Blvd. will be
placed on the agenda of the Workshop Meeting of May 8, 1975.
U ITEMS BY CITY r AIVAGUZ:
SWALE AREAS: The City Manager advised he would provide the Council with a list
of violations relative to removing the sod in the swale areas and
replacing it with gravel or some other material.
PAVING- The City Manager requested additional monies not to exceed $4,000.00
LIGHTHOUSE DR.:
to continue with the 1 inch overlay of asphalt on Lighthouse Drive
from Alt. AlA to the North Palm Beach City line.
Motion was made, seconded and unanimously approved that the City
Manager be authorized to expend additional monies, not to exceed
$4,000.00, from the Federal. Revenue Sharing Account, to pave with
a 1 inch overlay of asphalt, Lighthouse Drive from Alt. AlA to the
North Palm Beach City line. This is an addition to the monies
authorized for a 1 inch overlay of asphalt on Lighthouse Drive

from Holly Drive to the Thompson River Bridge.
LIGHTHOUSE DR, Councilman 1%filey commented that the appearance of the sidewalks
IDEWAL
on Lighthouse Drive was a serious aesthetic detriment to the area
and recommended redoing them in the correct manner, in particular
the areas where the sidewalks are placed too close to the road.
Mayor Martino and Vice Mayor DeLonga agreed with these comments
and expressed the hope this could be realized.
FLEA MARKET- The City Manager relayed a request of Councilman Kiedis to allow
BICENTENNIAL
COMMITTEE: the Bicentennial Committee to hold their proposed Flea Market on
City property at the corner of Burns Road and Military Trail. The
Council had no objection.
The City Attorney will determine if tax deductible receipts can be
issued by the Committee in return for donations to this Flea Market.
ITEMS BY MAYOR AND COUNCIL:

Market about the noise from the early morning garbage pick ups at
that location. The City Manager will report these items to County
Sanitation.
