ROLL CALL: Roll was called by the City Clerk and present were: Mayor Martino, Vice Mayor DeLonga, Councilman Wiley, Councilman Kiedis and Councilman Feeney. Attorney Brant was in attendance. MINUTES: The Minutes of the regular Meeting of Clay 1, 1975 were unanimously adopted by the Council. ANNOUNCEP7 -,NTS: Playor Martino made the .following announcements: A Planning and Zoning Commission Meeting would be held Tuesdays Play 13, 1975 at 7:30 P.M. A Recreation Advisory Board Meeting would be held Tuesday, Play 13, 1975 at 8:00 P,A. The volunteer Firemen would hold a meeting on Tuesday, May 13, 1975 at 7 :30 P.M. The Beautification and Envircnmental Committee would hold a meeting on Wednesday, may 14, 1975 at 7:30 P.M. ZONING BOARD OF vice mayor DeLonga will attend the Zoning Board of Appeals APPEALS MEETING: Pleeting on may 22, 1975 as Council representative, in plate of Councilman F�iley. INTRODUCTION- Woody Dukes, Director, Recreation and Pazks introduced Steve T 7 . HhNNING: Henning to the Council. Steve has been hired as Recreation Supervisor III for the City, and was welcomed by the Council. Mayor Martino remarked that t,,r. Dukes is one of the most outstanding i Workshop Meeting, May 8, 1975 Page 2 Recreation Directors in the area, thus, Mr. Henning would receive excellent training and guidance in the field of recreation. The Mayor also issued a challenge to Mr. Henning, stating that with the excellent base of recreational activities now prevalent in Palm Beach Gardens, that the City Council would like to see this base cultivated and stimulated by any new and innovative ideas Hr. Henning may have while aiming toward a goal of a prograia of participation for all ages. I TEIY S BY CITY 1,UWAG£R : The City Manager recommended updating and revising the City's Charter CHARTER REVISIONS: in time to place the changes as a referendum vote on the November ballot. The Council agreed and will present their input to the City manager by the end of May. AGREEI.IENT -YAA The City Manager recommended that the agreement between the City and ASSOC. AND CITY- tMORAGE PBG Youth Athletic Association for the conveyance of the storage PLANT DRIVE: building at Plant Drive be signed so that the building can be insured by the City. The City Attorney was directed to prepare a Resolution with the agreement attached for consideration at the Regular Meeting, May 15, 1975. I TERMS BY MAYOR AND COUNCIL: MAYOR MARTINO: Mayor Martino commented that the paving improvements to Lighthouse Drive was a job well done. VICE 14AYOR Vice Mayor DeLonga noted that since the rate increase for Cable TV, DE LONGA: no improvement has been shown in the service. The City Manager will contact Mr. Gilchrist regarding same. Vice Mayor DeLonga asked that consideration be given to increasing the police personnel and patrol cars due to the amount of vandalism occuring in the City. l:lorkshop Neet ing, Play 8, 1975 Pace 3 COTJNCIUTAN Councilman ','iley asked that consideration of the Noise Ordinance WILEY: be placed as the next priority. The City Manager will clarify the concern of Councilman Uliley regarding swimming pool setback requirements and placement of permanent structures on utility easements, COUNCILMAN Councilman Kiedis proposed that consideration be given, during the KIED ; next budget session, to paving the streets that the Council listed as priorities on a schedule submitted at a previous time. Councilman Kiedis asked the City Planager to investigate the complaints received from residents regarding) the loss of garbage cans, The City Manager will inquire about the organized baseball teams using the lawn of the Elementary School for practice. COUNCILMAN Councilman Feeney was advised by the City Manager that the pine FEENEY: tree removed at the High School could not be transplanted. Councilman Feeney reiterated the remarks made by the Mayor regarding the improvet:ients to Lighthouse ,)rive. Councilman Feeney asked that additional barrels be placed at the ball fields for trash. TAG DAY: Permission was given to the Palm Reach Gardens Youth Athletic Association to conduct a "Tag lay" on Saturday, May 10, 1975. RESOLUTIONS: Discussion was held on Resolution #17, 1975 urging the Dcpartment RESOLUTION #17, of Transportation to construct a clover leaf at the Intersection of 1--95 and PLEA Blvd. iNforkshop T.eeting, Hay 8, 1975 ORDINANCES: ORDINANCE #8, 1975: ORDINANCE #11, Page 4 Modifications were made to the draft as prepared by Attorney Brant, who will incorporate the changes in a nea draft of the Resolution for consideration at the ?regular Meeting, May 15, 1975. Discussion was held on Ordinance #8, 1975 Site P.eview and Appearance Code, and on the proposed revisions by Councilman Wiley. Motion was made by Councilman [Wiley, seconded by Vi.ge Mayor DeLonga authorizing the City Attorney to modify the draft of Ordinance #8, 1975 to include paragraphs 2 and 3 of Section 6-11 made by Councilman Wiley. Vote on motion - Vice Mayor DeLonga, Councilman Wiley, Councilman Kiedis and Councilman Feeney voted aye; P4ayor m artino voted nay. Second reading and Public Hearing on Ordinance 48, 1975 will be held at the Regular Meeting, Play 15, 1975. Ordinance #11, 1975 - revisions to the Budget Ordinance #17, 1974 was discussed by the Council and any questions posed by the Council to the City Manager were answered to their satisfaction. Second reading and Public Hearing on Ordinance 011, 1975 will be held at the Regular Meeting, May 15, 1975. PETITIONS AND COMf 1UNICAT IONS: Mayor ;•iartino acknowledged receipt of communications from: COMMISSIONER 1. County Commissioner Culpepper confirming that he will attend CULPEPPER: the Manning and Zoning Commission Meeting on June 24th to discuss the PGA Blvd. plans by the County. FLORIDA EAST 2. Florida Fast Coast Railway Company, J. William, manager, COAST RAILROAD: Industrial Development and Real Estate concerning the Burns Road cxossing and referring the City's letter to another department. Workshop Meeting, May S, 1975 Page 5 REP. CAMPBELL: 3. Rep. Gene Campbell concerning the financial disclosure statute. REP. CONSIDINE: 4. Rep. John J. Considine concerning Florida's crisis in medical malpractice insurance. SENATOR L*VTON S. Senator Lawton Chiles thanking the City for the assistance CHILES: extended to his District Assistant, Tom Hayes, when he visited the City. LMPS. DONALD 6. Mrs. Donald N. Noel's letter of resignation from the Palm Beach NOEL: Gardens school crossing guards, and stating her concern over the dangerous crossing for children at Alt. AIA and Lighthouse Drive. ITEMS FOR DISCUSSION: FENCING AND The City Manager presented the Council with a sketch and cost RAMP -MAC ARTHUR BLVD. BRIDGE: figures for fencing and a ramp to be constructed on the MacArthur REPORTS APPEARANCE PLAN COMMITTEE BICENTENNIAL COMMITTEE Blvd, bridge as a safety factor for bicycle and pedestrian traffic. Discussion followed and it was the concensus of the Council to explore the idea of having two 4 foot ramps, one on the east side and one on the west side of the bridge. The City Manager was directed to return with a plan and cost figures to accomplish this. Councilman Kiedis reported he had attended the Appearance Plan Committee meeting held May b, 1975. Copies of the minutes of the meeting were given to the Council. Councilman Kiedis reported he had attended the Bicentennial Committee Meeting on May 7, 1975. The City and Area History projects were discussed, the Flag contest is continuing, the golf tournament is in the planning stages, Saturday movies will be held at the City Hall, beginning sometime in May, the Plea Aa.rket held in the early part of the summer, and the photography contest Workshop Meeting, May 8, 1975 Page b is being organized by Ed Erickson. The committee is very interested in obtaining a Library for the City to be located on City property, and they have applied for Federal matching funds. FLEA t7ARKET: In answer to a question posed at the Workshop Neeting held may 1, 1975 regarding the proposed flea market sponsored by the Bicentennial Committee, the City Attorney advised all funds raised by the Committee must be deposited into the City's general fund and checks written by the City from that fund to all vendors. It was also determined by the City Attorney that tax deductible receipts cannot be issued by the Committee in return for donations to the Flea 'Market.
