CITY OF PAIM BEACH GARDENS
NOVEMBER 13, 1975
The Workshop Meeting of the City Council of Palm Beach Gardens, was
called to order by Mayor Martino at 8:00 P.M. in the Assembly Room,
10500 N. Military Trail, Palm Beach Gardens, Florida and opened with
the Pledge of Allegiance to the Flag.
ROLL CALL: Roll was called by the City Clerk and present were: Mayor Martino,
Vice Mayor DeLonga, Councilman Wiley,Aduncilman Kiedis and Councilman
Feeney. Attorney Brant was in attendance.
MINUTES: The Minutes of the Regular Meeting of November 6, 1975, as amended,
were unanimously adopted by the Council.
ANNOUWR".NTS: `Mayor Martino made the following announcements:
A Recreation Advisory Board Meeting would be held on Tuesday, November
18, 1975 at 8:00 P.M.
An Appearance Plat: Committee Meeting would be held on Tuesday, November
18, 1975 at 7:30 P.M.
COMMENTS FROM THE PUBLIC NOT ON THE AGENDA:
SAM CARSILLU: Sam Carsillo, a member of the Beautification and Environmental
Committee, presented the 'following recommendations from that Committee:
supply cigarette buckets and flip top garbage cans for around the
City Hall Complex and water the shrubbery in front of the building.
He advised that he and Don Kitchings, Chairman, were going to stake
out MacArthur Blvd. on Saturday morning for the placement of trees
50, apart and 10' in from the road; and they will make an inspection
of the plantings at the Public Works yard.
Mr. Carsillo suggested for safety reasons that the school crossings
be painted green and signs be erected saying "cross on green."

PRESENTATION BY ROBERT DIAMOND:

Mr. Robert Diamond, Insurance Agent of Record for the City, made a
presentation explaining the three phases of the City's insurance
program, namely, Group, Automobile liability and workman's compensatmon,
with specific emphasis on the employees group insurance program which
will be up for renewal in February. He explained the items to be
considered by the Council for budgetary reasons and in line with
todays standards.
Mr. Ed Sharp, an independent agent, addressed the Council regarding
group insurance and stated he had made available four proposals for
the Council's perusal.
The City Manager will make a recommendation to the Council regarding
the insurance program and the reappointment of an Agent of Record.
ITEMS BY THE CITY MANAGER:
USE OF PLANT 1. The City Council had no objection to the request from Palm Beach
• Gardens High School for the use of Plant Drive softball field for
seven home games on the dates listed in their letter dated November
5, 1975.
CHRISTMAS IN 2. The City Manager advised the Christmas In Dixie Parade will be

held on December 14, 1975 and he will submit a new idea for Council
participation.
MERIT SYSTEM 3. The City Manager reported the resignation of Henry Comstock and

David Hendel from the Merit System Board.
SOLID WASTE 4. The City Manager made note of a communication from the Solid
AUTHORITY:
Waste Authority relative to trash and garbage collection, which will
in the future require a permit for collection.
5. The City Manager made note that the packer had been out of service.

11701 PROGRAM:" 6. The City Manager advised he would again submit an application
for 701 Local Planning Assistance Program.
MEADOWS TRAILER 7. The City Manager advised that a right turn lane had been

installed on PGA Blvd. at the entrance to the Meadows Trailer Park.
PROJECTS FOR 8. The City Manager recommended that on major projects, the
SITE PLAN REVIEW:
drainage plans submitted for Site Plan Review be given to Howard
Searcy, Engineer for his review, and if there is a question of
interpretation as to zoning regulations, sub - division requirements,
or possible legal matters, the plans be given to the City Attorney
for review.
ITEMS BY MAYOR AND COUNCIL:
MAYOR MARTINO: Mayor Martino recommended the paving on the slope in the 3 foot
area from Lighthouse Drive to Alt. AIA.
Mayor Martino acknowledged receipt of a letter from AA Pool Supply
relative to a newspaper clipping entitled "Tequesta Prohibits Public
drinking ".
The Council concurred that the Mayor should relate to the Village
Council of North Palm Beach that they preferred a Tri -City meeting
be held after the holidays.
Mayor Martino commented that a meeting of the Building Officials on
November 20, 1975 would be held relative to factory built homes
and suggested that Jack Hanson, Building Official attend this
meeting.
Mayor Martino advised he was unable to meet with Thomas Hayes,
Assistant to Lawton Chiles when he was at the City Hall this date,
because he had already left the City Hall, but he would write him
a letter expressing the concerns of the Council and would also

suggest that evening meetings be considered to allow more
participation. The City Manager, Vice Mayor DeLonga and Councilman
Wiley had talked to Mr. Hayes relative to I -95 and Federal Revenue
Sharing.
VICE MAYOR Mayor Martino explained, in answer to a question posed by Vice Mayor
DR InNGA x
DeLonga that the recommendation of the planning and Zoning Commission
regarding the rezoning of property in Section 1242_42 on the South
side of PGA Blvd. was made because of an incorrect legal along
with additional input from the owner, and another public hearing
on the same subject had been scheduled for November 25, 1975 and
readvertised with the amended legal description.
COUNCILMAN Councilman Kiedis requested that the real estate signs indicating
KIEDIS:
"Century 21" be removed.
Councilman Kiedis questioned the legality of parking the flatbed
truck located at the corner of dolly Drive and ironwood Road, and
was informed by the City Attorney this was not a violation of the
Palm Beach Gardens Code as written.
ORDINANCE #21, Discussion was held on Ordinance #21, 1975 - limitation of time a
1975:
contractor can use a home as a model structure.
A poll of the Council was taken by Mayor Martino on the following
sections:
Sec. 6 -11 (c) By a 4 to 1 vote with Mayor Martino expressing an
objection -(he favored a straight 3 years from date of G.O.) this
section to remain as written except to strike the word "collector ".
Sec. 6 -11 (b) Unanimously agreed to reword paragraph to read 5 year
limit when located on a major arterial street as defined in this
Code.

Sec. 6 -11 (a) Unanimously agreed to reword paragraph to read
no time limit for commercial type structures in a commercial or
1 -- industrial zone.
The City Attorney was instructed to rewrite Ordinance #21, 1975 to
include the changes made by the Council for a Public Hearing and
Second Reading to be held at the Regular Meeting of November 20,
1975.
ITEMS FOR DISCUSSION:
PROJECTS: The City Manager presented the Council with a list of projects in
number 1, 2, 3 and 4 priority, which will be discussed at a future
meeting when cost estimates for the items have been obtained.
LOCATION OF The City Manager advised he had staked out the location of the
;fENNIS COURTS:
tennis courts.
Within the next week, the Council members will inspect the staked
out locations and also consider the recommendations of the Tennis
Committee and the Recreation Advisory Board to determine the
location of the tennis courts.
The City Manager was instructed to prepare the specifications for
bids for the tennis courts.
REPORTS: Mayor Martino reported he had attended the Planning and Zoning
PLANNING AND Commission Meeting held November 11, 1975. The Appearance Plan
ZONING COMMISSION:
ommittee was in attendance at the meeting and presented the
"Appearance Plan" to the Commission, who made recommendations for
revisions, and a Public Hearing on the plan, as revised, will be
held at a later date by the Appearance Plan Committee.
MERIT SYSTEM Councilman Wiley reported he had attended the meeting of the Merit
NOARD:
System Board held November 10, 1975. Discussion was held relative
to holiday and overtime pay, sick leave and probationary period.

Councilman Wiley expressed concern over the brevity of the meetings
that could prevent the Board from accomplishing their objective.
SIDE YARD The City Attorney was directed to prepare an ordinance for the
Council's consideration regarding side and rear yard setbacks in
commercial zoning districts, on a recommendation from the Planning
and Zoning Commission as a result of their public hearing held
November 110 1975,
ADJOURNMENT: No further business, the meeting adjourned at 11:10 P.M.
