HomeMy WebLinkAboutMinutes Council 1211754 WORKSHOP MEETING CITY OF PALM BEACH GARDENS DECEMBER 11, 1975 The workshop Meeting of the City Council of Palm Beach Gardens was called to order by Mayor Martino at 8 :00 P.M. in the Assembly Room, 10500 N. Military Trail, Palm Beach Gardens, Florida and opened with the Pledge of Allegiance to the Flag. ROLL CALL: Roll was called by the City Clerk: Present were: Mayor Martino, Councilman Wiley, Councilman Kiedis and Councilman Feeney. Vice Mayor DeLonga arrived later on in the meeting. Attorney Brant was in attendance. MINUTES: The Minutes of the Regular Meeting of December 4, 1975 were unanimously adopted by the Council. ANNOUNCEMENTS: Mayor Martino made the following announcements: Christmas Tree Lighting C eremoney - Friday, December 12, 1975 at 7 :00 P.M. Lake Park Christmas In Dixie Parade - Sunday, December 14, 1975 at 2 :00 P.M. Public Hearing - Appearance Plan Committee - Tuesday, December lb, 1975 at 7 :30 P.M. ITEMS BY THE CITY MANAGER: BICYCLE PATHS: The City Manager advised that letters had been hand delivered to the residents along Military Trail notifying them the County would begin construction of a bicycle path in the right-of-way from Crestdale Street to Holly Drive along Military Trail; and a letter had been hand delivered to the residents along the north side of Holly Drive notifying them that construction of a concrete bicycle path extending from Military Trail to the Thompson River on the n Workshop Meeting, December 11, 1975 Page 2 north side of Holly Drive was scheduled to begin the first part of January. MERIT SYSTEM At the recommendation of the City Manager, by unanimous vote of 1. T IONS the Council, the City Attorney was authorized to prepare a resolution for consideration at the Regular Meeting of December 18s 1975 to adopt the Merit System Rules and Regulations. At the suggestion of Councilman Wiley each page of the document will be dated for identification purposes with subsequent changes dated accordingly. DRAINAGE PLAN: A copy of the Drainage Plan as prepared by Howard Searcy was given to the Council by the City Manager with a recommendation that it be adopted. Notification will be given to the Site Review and Appearance Plan Committee that the Council will adopt the Drainage Plan for the City in January. STREET LIGHTING The City Manager showed the Council a map indicating the location PROGRAM: of the proposed street lighting in Plat #1 and advised he will obtain aerial easements from the residents involved. RECREATIONAL The City Manager will check various sources to obtain a scaled FACILITIES: layout of the City Complex for the Recreation Advisory Board to use in planning for future expansion of recreational facilities. MERIT SYSTEM The Council had no objection to the Merit System Board's SOARD,3 RMrUnWNDATION: recommendations, memo from Councilman Wiley dated December 9, 19759 relative to overtime pay and sack leave. A final recommendation will be forthcoming from the Merit System Board. PLANT DRIVE Councilman Kiedis advised he had presented the City Manager with FIELD RENOVATIONS: a recommendation of his and Mr. Oxnevads regarding the Plant Workshop Meeting, December 11, 1975 Page 3 Drive field procedures for renovation. PETITIONS AND COMMUNICATIONS: Mayor Martino acknowledged receipt of communications from the following: 1. Senator Richard Stone concerning the renewal of the Federal Revenue Sharing Act. 2. Terry D. Heath, Supervising Engineer, Plan Review and Permits, Palm Beach County Health Department advising that the Palm Beach Gardens sewage treatment plant was certified on October 22, 1975, and an operating permit was issued on November 14, 1975. 3. Palm Beach County Board of Adjustment, Notice of Public Hearing of property located within z mile of the City in Section 5, Township 42 South, Range 43 East. ITEMS BY MAYOR AND COUNCIL: VICE MAYOR Vice Mayor DeLonga announced that a meeting with the Palm Beach DE LONGA: County Legislative Delegation would be held at the County Court House on December 15, 1975 at 1 :00 P.M. to discuss proposed laws to be introduced. Vice Mayor DeLonga suggested placing a sign by the bridge at the Elementary School traveling east to read "Pavement Narrows ". It was pointed out by Vice Mayor DeLonga that the guard rails are broken on the bridge on Military Trail which could be hazardous to the children. CHARTER Revisions to the Charter, as prepared by the Charter Review REVISIONS: Committee, consisting of the City Manager, the Mayor and the City i Workshop Meeting, December 11, 1975 Page 4 Attorney, were discussed by the Council. Mayor Martino, as spokesman for the Committee, reviewed the changes, page by page, with an explanation of why the changes were made, for the consideration of the Council. Minor revisions were made by the Council during discussion. The only area of controversy was Article IV, Section 4_1 dealing with the length of the term of office and the number of successive terms. The Charter Committee recommended a 3 year term of office in lieu of the present 2 year term. By unanimous vote of the Council, the City Attorney was authorized to draft an enacting ordinance, for first reading on December 18, 1975 to place the Charter before the City Council and the Electors as presented specifying a 2 year term of office. A separate option specifying a 3 year term of office and a third option placing a restriction on the number of successive terms that a councilman office can hold /will be considered prior to final reading. The City Attorney will also prepare the proposition as it will appear on the ballot at the City's March Election.
